Votes for PRESENT, of course, are not used for allocating seats, so seven votes were cast for seats. Since everybody else who cast votes cast them for parties, there are no issues of interpretation. We accordingly can go right ahead and use Hare-Niemeyer as usual:

ESB is reminded of this especially, since as both a resident and a party leader he can just appoint himself, rather than trying to find someone willing to take the seats.

Anyway.  Invoking the traditional role of the Arvitieir Prima of Benito in just ramming things through in the teeth of inactivity, I'm going to assume the above posts constitute all the NPW and FreeDem seats being appointed to Eiric S. Bornatfiglheu, and that with his 91% majority of all seats and 100% majority of assigned seats, we can assume he's also got another term as Maestro.

In accordance with tradition, if anyone objects, they can yell at me, and I'll consider their objection.
