Ok I found something interesting.
Central America (which is a confusing name) is this, according to Wikipedia (English)

That's nice seven countries.
And North America (which is going to be confusing in a bit) is this (Wikipedia-English)

This 23 countries considered to be North american are:
- Antigua and Barbuda, Bahamas, Barbados, Belize, Canada, Costa Rica, Cuba, Dominican Republic, Salvador, Grenada, Guatemala, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Saint Kitts and Nevis, Saint Lucia, Saint Vincent, Trinidad and Tobago, United States.

The Countries in bold are ALSO considered to be Central America so this countries have two different status BUT Mexico, USA and Canada (and the other countries not listed in Central America) are supposed to be North America.

So North America, just because, includes the 7 central american countries somehow.

But if we read El Lexthax we can see this:

But every country not considered to be Central America is considered North America. So Maricopa can't claim all the other countries but the ones specified to be Central America.

Living in Mexico I was assigned to Fiôvâ last July based on that same circumstance, because Mexico is not South nor Central America but North America too. It is listed in El Lexthal that "and all nations of the world not included elsewhere" are to be considered Fiôvâ.

Oh the Reinforcement card is fixed to 1 piece per turn. When a Reinforcement card is completed (you got 3 pieces) you can use it or hold it until you need it. I believe you can have up to 10 Reinforcement cards in your inventory (but they're all fixed to the # of troops awarded when the Card was completed).

Unlike Risk, you don't need to attack or control a new territory to get a new card every turn, you are guaranteed to get one piece of the Card wether you attack or not.

What does that mean?

The powerup cards are always broken into pieces.

a) The reinforcement cards is broken in 3 pieces.
b) The "minimum 1 piece per turn" means you'll always get at least 1 piece of the card.
(Meaning you'll get a Reinforcement card every 3 turns)
c) The 100% thingy works like this:
I can set up a multiplier from 0.5 - 5.0 (50% -500%) to define How many troops we get with a Reinforcement Card. It can be fixed (3 troops per turn, for example) or a Percentage of the # of turns passed. The 100% percent means that by turn 3, you'll get 3 troops for your renforcement card. In turn 6, you'll get 6 troops, 9 turns, 9 troops and so on.


Also, I totally understand if War leads to some kind of temporary truces. It's part of the fun.
