WHEREAS the Organic Law directs that each government submit a budget by the second Clark of their Cosa term, and better late than never,

PART A: Financial Report

Please note that the amounts in this report use the traditional ¤ 60 bence to the louis ℓ see: https://wiki.talossa.com/Currency rounded up from US$ divided by 1.5

The current funds of the Kingdom consist of a checking account, a savings account, and a Paypal account.  On report from the Burgermeister of Inland Revenue as of 30 November 2023, these accounts stand at the following balances:

• Checking:  31¤04 (US$46.60)
• Savings:  806¤41 (US$1,210.04)
• PayPal:    326¤15 (US$489.38) 

Total:           ℓ1,164 (US$1,746.02)

Note that as of 13 December 2023 various additional reporting regulations were implemented on PayPal which provide impetus towards transition for the account from a named individual to a not-for-profit association tax identity.

Since the last legal Financial Report in 30 Mar 2023, on report from the Burgermeister of Inland Revenue the following changes to account balances have occurred as of 30 November 2023:

• Checking: unchanged
• Savings:   + 21¤01 (US$31.54)
• PayPal:   + 142¤37 (US$213.94)

Total :        + 163¤39 (US$245.48)

The following are the expenditures which occurred between 30 Mar 2023 and 30 November 2023:

• There was an expenditure of US$54.27 to NameSilo which was balanced by an equal refund in a first attempt to relocate the domain listings.  In this time period there were no charges by an ISP
• There was an expense of US$50 to The Voices Project for Syria Earthquake Relief

The following are the revenues which were booked between 30 Mar 2023 and 30 November 2023:

• Income from contributions (altruistic and office fees) net US$168.04 after PayPal fees
• Income from sales of coin and stamps net US$76.16 after PayPal fees (The Burgermeister has donated shipping and postage for coin and stamp sales.)
• Income from interest US$31.54
• Other income under investigation US$19.74

The amount of current coinage and stamps in circulation and in reserve is currently unknown as there was a lack of tracking information provided by the previous Burgermeister.  The stamps on hand remain uncounted due to some that were damaged in shipment (they are still plentiful on the spool) and the number of coins on hand total 189. 

PART B: Budget

THEREFORE, His Majesty's Government hereby submits to the Ziu a request for the appropriation of funds from the Royal Treasury totaling ℓ250 (US$375.00) for the specific purposes and subject to restrictions as outlined herein:

Ministrà dal Cúltură
•    Culture grants 66¤40 (US$100.00)
This amount will be set aside for fulfillment of any Culture Initiative Support Fund grants.  These grants are intended to help spur and reward activity from our citizens, providing them with small amounts to support language, journalism, or other cultural plans.  In previous years, most of this money has gone unspent.

Ministrà dal Tec'hnoloxhà
•    Speculative Webhosting costs ℓ150 ($225.00 USD)
As the Ministreu dal Tec'hnoloxhà explores different options in conjunction with Permanent Secretary da Schir, the Government is erring on the cautious side and appropriating sufficient funds to meet a variety of needs including new domain registry and potential ISP fees.

•    BHAID 33¤20 ($50 USD)
The Bureau for Humanitarian Aid and International Development will continue its support for important causes worldwide.

FURTHERMORE, notwithstanding the above allocations, no funds shall be disbursed without a notice of disbursement having first been transmitted to the Ziu at least fourteen days prior to the disbursement, except that disbursements solely for the purpose of postage may be made with no less than 24 hours notice. Notices shall contain details of the purchase and a cost estimate for the purchase, or the total amount paid if seeking funds for reimbursement. Copies of receipts and/or invoices will be provided upon request to Members of the Ziu.

FURTHERMORE, any funds allocated by this section shall be retained in the central fund by the Burgermeister of Inland Revenue until such time as they are disbursed. Funds not disbursed prior to the end of the government term shall remain in the central fund.

PART C: Investment Policy

FURTHERMORE, His Majesty's Government hereby directs the Burgermeister of Inland Revenue to invest all held funds above 66¤40 (US$100.00) into a high-interest savings account unless or until otherwise directed or advised by act of the Ziu.

PART D: Coinage and Postage

FURTHERMORE, His Majesty's Government has no plans to coin monies or print postage during this term, as supplies remain sufficient to sustain both markets.

PART E: Donations Target

FURTHERMORE, His Majesty's Government proposes a voluntary fundraising goal of 133¤20 (US$200) over the course of this term.

Between 5 December and 19 December, due to technical problems the Ministry of Immigration was unable to receive the new immigration applications.
During December XLIV we therefore only received 7 immigration applications from:

The Minister of Immigration wants to thanks all the citizens engaging in conversation with prospective citizens. These first contacts shape their desire to join and participate to our community!

Dear fellow Talossans,
I've discovered this morning Bråneu's resignation and I am very sad. I hoped for a need for temporary rest from Talossan politics, but it happened to lead to a more extreme decision from Bråneu.
As you all, I hope he will soon reconsider his decision, Talossa is not the same without all that was brought by Braneu since his immigration 18 months ago. He knows how much I've liked to discuss and work with him.
Despite not being my initial intention, I accepted TNC leadership to help Bråneu run for Seneschal. I accepted Cabinet positions one by one to help my friends in the Cabinet. This time again, I will not escape my responsibilities, and will work from now on to quickly put a new Cabinet on track and gain your confidence every Clark.
I sincerely want to thank all the ones who proposed to help, and will contact them soon.
Talossa can overcome everything as long as we are all proud of sharing the same dream. Let's prove it once again.

Just a quick note while on Xmas travel to visit family.
A very happy 44th birthday to our beloved Nation, and all the best for all Talossans on this very special day.
May we all give to Talossa as much as we are given, for the benefit of our unique community.

  On October 2023 elections, the TNC won 100 seats out of 200. Following the signature of an agreement with the FreeDems, a 101st vote was temporarily given to the TNC, allowing Bråneu Excelsio to become the Seneschal of Talossa for the 59th Cosa on 1 November 2023.

If a member dies or resigns or is impeached by a motion receiving a 2/3rds vote of the L'Etats, the seats shall return to the party that assigned the seats.
Article 10. L'Etats shall have power to pass any bill into law by a simple majority vote of its Voting Members. Le Sénéchal shall send out a notification of voting period, of at least seven days. Each member shall have a prescribed amount of time in which to cast his vote (by email, telephone or forum post) before voting closes

Even if my nomination is not yet official, I would like to thank all of you who voted for me for the position of Sénéchal de Cézembre (even if I was the only candidate !), and ensure all Cézembrean citizens of my full motivation to serve you all and our beloved province.
I would like to thank especially @xpb for his full dedication to our province during so many years, for his contribution to our cultural life, and for the administration of our political life with full integrity.
I therefore would like to appoint @xpb as my deputy, with the title of Sénéchal Adjoint. His great experience will be an important asset for the success of my mandate.
Again I would like to congratulate @Glüc da Dhi S.H. for his election as Lord Warden, and ensure him of my willingness to include all volunteers and all opinions to build the future of our Province.
With the help of l'Etats (once all its Members will be nominated), I would like to set the following actions as my priorities :

• Rewrite the CAG in order to define a more inclusive system to appoint members of l'Etats
• Revisit the rules for the next election of our Senator, possibly with the help of the Chancery
• Clean and simplify our corpus of laws, to make them clear and up-to-date
• Foster immigration and the increase of our provincial population
• Develop the cultural production, hopefully collective, in order to proudly represent our province in an international exhibition
• Develop historical research on our Province
• Agree on our provincial symbols, motto, anthem
• Enrich our Wiki with elements of history and culture
• Maybe revisit the organization of our Provincial Wittenberg
• Develop the Euro-Haxh to give a chance for all citizens to visit our fair Isle
• Develop the attractiveness of our Homestead system
• Promote encounters in real life between all Cézembreans, and develop our sense of hospitality for other Talossan visitors

I think in advance all Members of l'Etats, and all the Citizens of our Province, for their help in achieving these goals, and for all the other ideas that will be expressed.

Rework Immigration

• Develop Further Skilled Immigration. We will publish "job offers" targeting students or professionals in IT, law (constitutional, penal, ..), history, linguistics, journalism, sociology, international relations, political science.. , offering them the possibility to practice their skills in the unique "sand-box" environment of a micronation, either as permanent citizen, or as guest during the writing of a thesis or the duration of a training periods.
• No More "Sink or Swim." Too many prospective immigrants and new citizens feel like they have nothing to do.  Our Ministrà dal Immigraziun has been taking a few moments of extra time to offer prospectives suggestions on things that might interest them, but the whole process needs revision so that new folks don't feel lost.

Put the People in Charge on the Monarchy

• A Path Forward.  We at TNC have always shown our support for a monarchy, but politics in Talossa should not be reduced to these questions. We think that our first priority should be to prepare for succession -- defining how the new king should be chosen, in case our current king becomes unable to do his job. Your vote for the Cosa should reflect your choice for the best Government, but we want to organise a referendum on all final decisions related to the Monarchy.

New Infrastructure

• Replace Aging Infrastructure.  It's become clear that the infrastructure of our country is overengineered and aging.  Far too often, the people have had to manage with problems caused by heavy reliance on the database.  This past term, we had to circumvent the database entirely by using a new system to administer the census -- give us a popular mandate to study how to replace the entire thing !

Better Accountability

• Published Goals.  Pressure works, but self-pressure works better. At the end of each Clark, every Ministry will publish a list of goals that they'll aim to accomplish or at least do some progress to that matter, even if that goal is to schedule a maintenance, keep information transparent, tidy up or just be efficient when tasked with any kind of work... a kind of automatic self-terpelaziun for all ministers !

Protect Transparency

• Protect Infotecă. It took a lot of work to publish our budget information, treasury numbers, immigration statistics, and Wittenberg data all in one place on Infotecă.  We should protect your access to all of this data!
• Protect Transparency.  For the first time in years, internal government discussions have been maintained in an internal forum and will be archived and published -- the people's business isn't happening on Facebook pages under private citizen control!  Help us maintain this transparency.  Government business shouldn't be wiped away forever and hidden, controlled by just a few people -- your government belongs to you!

Dear fellow citizens
The Óifisch Rexhital del Tourismeu dal Insulā da Cézembre is preparing a Talossan Expedition to Cézembre in August, a one-day trip between the 1st and the 17th.
I hope some of you will be able to join, contact me so that we can select a date together !
If no one can join, I will proudly represent our Kingdom in this historical visit and take many pictures to share with you all.
In the meanwhile I will post in this thread some touristic information and regular updates on the preparation of this August 2023 Euro-Haxh !
