So El Lexhatx E.7, and in particular 7.4-7.11, needs to be reformed to fix the discrepancy of Mexico. Considering that KR1 himself wrote the basis of the current provincial assignments, and once wrote a manifesto entitled BLOW UP MEXICO SOON!, perhaps it's a psychologically symptomatic omission.
Are there any other amendments to provincial assignment law we'd like to make while we're at it?
We should remove the reference to "insular Central America" as I have no idea what that means. We also should verify that every nation is represented so there is no more fogginess about where to place new citizens. That sounds like a monumental task and I am *not* volunteering!

If I get clever with string manipulation in Excel I could probably come up with a list of missing countries pretty easily
When I looked closer, I found that there are a lot of countries not mentioned by name. Many of them are captured by broader regions, some of which ("any European nation not listed elsewhere") are more helpful than others (insular central America for one, and "all nations in Africa south of the Equator not listed elsewhere")

From the map it appears that "insular Central America" means the Caribbean Islands
If I had my druthers I'd amend things to put more countries in the Vuode column, they're becoming a ghost town

Already got it parsed out, I can write up a bill to fix these issues.
On that note, do we want to alter catchment areas as they currently stand? Perhaps throw a few countries in the direction of Vuode or Florencia, as it stands they don't have any territory assigned to them outside of the US and Canada.

Already got it parsed out, I can write up a bill to fix these issues.

I am far from an expert but I do have an interest in world geography and would be happy to help make sure all countries are represented and assigned to a province if needed.
We should probably consider this a bit more
I believe the thing about Mexico and the caribbean islands is that they're North America, which makes its hard to establish where they belong.
