I haven't gone back to look, but if we have a winner before the deadline, then I say we take that result. Otherwise, it looks like we will have a tie regardless and so we will need to decide on a tie breaker of some kind.
Since there doesn't seem to be a precedent for this kind of thing, once we get it figured out, I think we should propose a law or rule so the way forward is clear in the future.

What if you said in this section something more like "The Ministry of Immigration shall review catchment areas and propose updates to the Ziu if required every even numbered Cosa." or something more like that? Ambiguity in laws is probably not a good way to go.
