It appears our Lord Warden may have current limitations on participation in l'Etats, just as I have within the Cosa.  Ian has not responded to email or board postings thus even with his support during the draft phase I cannot in good concience move this forward with only my Per votes and all others Auseneu.  This matter will now be tabled to perhaps be reintroduced at a yet to be scheduled time (apologies for any typos/formatting only have phone access currently)

I represent 17 seats, and @Dixhet Fira represents 16 seats.

Terps really should be the responsibility of the Opposition parties to organise. There is a regrettable tradition in Talossan politics of the Opposition just not playing a role between elections - it's much easier to complain about the Government than to actually hold the Government to account through this constitutional measure.

Back in KR1's day, the main opposition parties had a notorious tendency to act as "do-nothing vote sponges" - collect anti-Government votes in the elections but not act as an opposition between times. I must say I was gobsmacked to hear the (presumptive) Leader of the Opposition saying that he had no idea of his role in the State Opening of the Ziu and was otherwise engaged. I would heartily encourage the Opposition Parties (including that party which joined and then deserted the Government for no adequately arranged reason) to get their act together, choose a leader who will actually hold my/our feet to the fire, and act like you want to be the Government next time.

Anyway, what was I saying? In other countries there's a weekly slot for Question Time in Parliament. Seeing as we're all in different time zones, we could declare (for example) Wednesday to be the day that Terps should be submitted, and that they should be answered the following Wednesday unless the Túischac'h/Mençéi (as applicable) gives leave otherwise.

My apologies for your being gobsmacked.  I will be happy to support the other parties in providing opposition.  The month of August 2021 is a very significant one for our family, where first I take my son to an international robotics competition, then take him to start college.  In September 2021 I will become more available, with the understanding that the march of events within the (now) Kingdom is at a critical juncture.

My thought is that if there are no other Per votes other than mine as the sponsor that this would revert back to the RAK for future consideration.  I will wait to call up any other measure until this one is decided, and may recycle the Amendment number if it does not come to fruition.

I am certainly not very familiar with languages other than English und ein bisschen Deutsch
but making an attempt to bring in Breton for fun with the RAK, even as slang.

(as a sidenote, I'm not really convinced that this "tagging" actually does anything...)

Such tagging is one possible way to gain attention of the party leaders, although it may also be appropriate to tag the entire party list of each who may in turn inform the party leaders should they be distracted.

... but the problem is we haven't had a VoC yet; unless you count the Seneschál election. The party tallies for votes against the current Seneschál on the VoC were:

So, if we take that as the equivalent of a VoC, then X. Pôl Briga is the Leader of the Opposition and gets to do a rebuttal at the Speech from the Throne? And M. Tresplet is the "third party" leader who can also make a speech if desired? Do we need to modify the law on the Leader of the Opposition to cover this case in future?

I am a bit fuzzy on this process of setting of the tone of debate, and what the time sensitivity is.

This week I am assiting the logistics for the world quizzing championships, then upcoming month has me traveling with my son to an international robotics competition (as their team won the regional event), then a week of prep before taking him to explore the area around his college prior to his start of an orientation week there.  I expect to my attention to Talossan politics to attenuated at best.

With the assumption that this process is desired to take place within the month, perhaps it would be appropriate in this case to have one or more of the other minority parties participate in the evaluation of the statement of the Seneschál, one being the "opposition" and another being the "third"?  Or perhaps I should provide a proxy to M. DIEN Tresplet for this specific activity as the coordinator of opposition?

A14 Adoption of Breton / Brezhoneg as an official language of Cézembre

Cézembre is located in the region of Brittany, near to that peninsula flowing into the Atlantic sea and the English Channel in north west France, and

Whereas
Cézembre has adopted the historic flag of Brittany, and

Whereas
Brittany is the traditional homeland of the Breton people as one of the six Celtic nations, and

Whereas
Breton is also the name of the language of the Breton people, and

Whereas in CAG Article 5.
The sole historic and national language of the entire Talossan people, and therefore of the Cézembrian Province, is the Talossan language (el glhetg Talossan).
The Cézembrian government shall also recognise English and French as useful working second languages, and may adopt tertiary working languages by law.

Be it resolved that
The Cézembrian government shall recognize Breton as a tertiary working language.

The latest version, 2021-2 of the Cézembrean Administrative Guide (CAG) has been published. 
Nomenclature has changed to the year followed by the revision number and will be updated at least with every election, major office change, or major piece of legislation, no matter how many may occur within a calendar year.
(The previous document was listed as 55-1 which used the Cosa session and revision number)

I propose in the timeframe of the 56th Ziu within l'Etats not to hold specific sessions with multiple agenda items -- as that did not seem to have adequate participation in the previous session. 

Instead, implemented under my administrative authority,  there will be a specific three week timeframe for each proposed piece of legislation.  The RAK remains a place for proposed legislation to collect early feedback and revisions.  An item moved from the RAK https://wittenberg.talossa.com/index.php?board=31.0 to this forum then will have one week for additional discussion and amendment, and then a fortnight following for voting, where members may also make comments along with their vote of per, non, or aus.  There may be multiple legislative items being considered simultaneously - each on their own time track, however, the intent is to simplify to one issue at a time as often as possible.

If a majority of 11 votes in favor are received within that fortnight at any point, the measure is adopted, or in some cases approved for referal to the citizens of Cézembre.  Otherwise, if there are a pluratlity of votes in favor after that fortnight (a total of 3 weeks after proposal) then the measure is adopted, in cases where l'Etats members may be absent and do not provide a proxy in some fashion.  l'Etats members may choose another Cézembre citizen as their proxy as they see fit.  If the person chosen is not a current member of l'Etats, the proxy shall only last for the duration of then current issue and only be applied to that specific issue.

As per Article 9 of the CAG, the seats are apportioned as follows:
