Regarding the vote in the Sovereign Province of Cézembre l'Etats de Cézembre.

The voting deadline (Jun 29 2021 2:30am GMT +01:00, Paris) has passed. The election has closed, and the results are now available to view.

@Ián Tamorán as representative of FD - the Free Democrats of Talossa received 3 votes by secret ballot
@Txosuè Éiric Rôibeardescù as representative of LCC - The League of Centre Conservatives and received one vote by secret ballot
@X. Pol Briga as representative of B - Balançeu / Balance received one vote by secret ballot
@Glüc da Dhi S.H. as representative of P - the Partisan party received one vote by public ballot

As per Article 9 of the CAG, the seats are apportioned as follows:

As per Article 7 of the CAG, a citizen can hold no more than 6 seats, thus @Ián Tamorán must assign at least 5 seats to one or more other citizens, and may hold less if others hold more, up to a total of 11.  Other representatives may choose to apportion their seats in other ways, but as per the election proclamation they are assigned to the representative by default.

All citizens of Cézembre have been sent a preliminary email, plus two election announcements, plus a secretb ballot from electionbuddy.com
8 of 21 citizens of Cézembre do not have a membership on these boards as of yet.
Each of the citizens of Cézembre who have not voted yet, but have a membership on these boards have been sent the following PM in addition:

A bit over one day left to vote in l'Etats election (until 0230 29 June 2021 CZT = 1930 28 June TST) either in public at https://wittenberg.talossa.com/index.php?topic=934.0

I suppose this is moot for this specific instance but it does beg the question from inland revenue whether that entity can track payments provided (with notes) on behalf of another person or party, or for example if Cézembre were to establish a treasury that would in turn pay for said fees? 

IF we grow, and if we should continue to use election systems that have a small cost when supporting a larger population, there would not be something as regressive as a poll tax, but perhaps some kind of lottery or drawing where people put in a small wager (if they wish with no obligation to participate) on some randomly determined outcome independently verifiable (such as the last 100ths digit of a stock index on some future date) then the winner of said activity would receive half of the pot of funds and Cézembre would receive the other half?  Would inland revenue be able to establish a specific Cézembre account within the ledgers?

This is the official public polling place for the election for  l'Etats de Cézembre, with notice posted in https://wittenberg.talossa.com/index.php?topic=905.0 and also sent via email to all citizens.  Those who wish to vote by secret ballot should reference a link that has been sent to them via Electionbuddy.com and if there is any issue in receipt of same to make a declaration here for assistance or send a personal message to Le Sénéchal de Cézembre, @X. Pol Briga who has been re-elected as per A8: The Sénéchal Elections Act of the CÉZEMBREAN ADMINISTRATION GUIDE as being the sole candidate.

The candidates are as follows:

@X. Pol Briga as representative of B - Balançeu / Balance
@Ián Tamorán as representative of FD - the Free Democrats of Talossa
@Glüc da Dhi S.H. as representative of P - the Partisan party

Citizens should select one candidate.  The total votes a candidate receives will place them into the allocation system for seats as defined in Article 9 of the CÉZEMBREAN ADMINISTRATION GUIDE (CAG)  There are up to 20 seats assigned in the election, but one person may only hold a maximum of 6 seats.  A candidate must receive at least one vote in order to enter the allocation process.  As per the proclamation of election, referencing various parts of the CAG, since the province is conducting the election, there is not a process for write in nominations, and there are named candidates who represent a party who are allocated seats until such time as they may allocate seats to any other Cézembre they see fit.

Since a budget for this activity has not been established, it shall proceed under the free version of Electionbuddy, which allows for a simple election for up to 20 ballots.  Since there are 21 citizens currently, Le Sénéchal de Cézembre, @X. Pol Briga offers to forego a secret ballot and vote in public (as he has always done).  Other citizens may still choose to vote in public or via secret ballot, and there will be no administrative access to the secret ballot until the end of the election period on 28 June (29 June CZT) and any other person may request access to the balloting system to review the results.

All elected lead officials would have the option to split seats won among others representing their party.  The most any one person can hold is 6 seats.

All other citizens have been contacted via email as to whether they wish to stand for office in the election, but there have been no additional positive responses as of yet, with note that Ián S.G. Txaglh stating as not to stand for potential election to the next session.

@X. Pol Briga who will withdraw from candidacy should any other citizen of Cézembre desire the office such that if only one should stand then they would be elected immediately as per provisions of the CAG, otherwise if there were yet another additional candidate then there would be an election.

Well my argument is really that according to the constitution " Each party will receive a number of
seats, equal to the number of high quotients it received.
Each party may divide its seats amongst Cézembrian
citizens as it sees fit.", so you could add my name to the ballot but then in my view I could still assign these seats to someone else (or reassign them if I were to resign as Mol'E), even if Im not planning to do so.

Thanks - I will add your name with that understanding.  My proclamation has not been approved by the Crown or its representatives, thus it may not come to pass at any rate.
