Like the general idea of this bill (though I do think some of the problems with legislating are cultural and shouldn't be fixed by binding rules). Will comment on some of the details later, except:

should there be certain exceptions? For example bills that don't affect law but exclusively contain appointments, non-binding recommendations to the government/King (Sense of the Ziu), foreign policy declarations, appropriations, setting up committees, may not always need to spend 30 days in committee.

And then of course, the blame of any future negative consquences rests not on people voting for a bad bill but on the people warning for these consquences not putting in hours of work to write a better one.

So basically, judges will now have full discretion to declare anything they dislike enough a crime as long as they can find some justification in the sixth amendment (which should be easy enough for most things)?

Sorry for coming with this so late. I wasnt really paying attention. The way this election is conducted violates both the spirit and the letter of provincial election law and our constitution.

A9 only applied to the 51st Cosa election. No permanent law was ever put in place. Even so, A9 requires an email to be sent to all citizens at the start of the nomination phase (i.e. a week ago) so potential candidates are aware of the election. I'm pretty sure this didnt happen.

According to the constitution: "If no provincial statutes regarding the election of a Lord Warden exist, or if the provisions of provincial law regarding the election of a Lord Warden cannot be implemented for practical reasons,or if provincial statutes regarding the election of a Lord are in conflict with this Constitution or the Organic Law, the Sénéchal or his appointed agent will request the National Chancery in writing and in good time to conduct the election in accordance with National Law."

The chancery allows for write in votes, Cezembrean election laws dont, but to compensate for that everyone gets a mail in advance
which should enable enough opportunity for candidates to declare themselves.
Either way is fine but doing neither really sort of violates the idea behind the laws that we have imho. (Not that I am planning to be a candidate, or expect there to be other contenders.)

Perhaps the chancery could still be asked to conduct the elections? (with Ian Tamoran listed on the ballot)

Again, apologies to Sir XPB for pointing this out so late. I really do appreciate your efforts at keeping Cézembre alive. Only this time I feel its important to follow the laws as best as possible, which imo means asking the Chancery conduct the election (hopefully in time before ballots are sent out).

The nomination phase has ended.

There is only one declared candidate. As the law does not provide an option to vote against a candidate, and there is a precedent for not going through the voting phase when only one candidate has declared, there will not be a voting phase.

I hereby certify that @xpb has been elected as Sénéchal of Cézembre.

if you are a Cézembrean citizen you are entitled to participate and vote in the upcoming election for Sénéchal and should have just received an email about this. If you are a citizen of Cézembre and did not receive an email, please let me know!

The intent of this message is to inform you about the election, make sure the chancery has the correct email adress and call for candidates for the position to declare themselves.

Election dates.
The nomination phase of the election will start on 15 November (today) 23:59 CET. (UTC +1) and end on 22 November 23:59 CET (UTC+2).
Voting (if there is more than one candidate) will start on 23 November (exact time TBD) and end 30 November.

How to vote.
The election will be conducted using an online automated secret ballot. After the polls open you will receive an email containing further instructions on how to vote. The election will be conducted using a preferential ballot, which means you will be asked to rank the candidates. The outcome will be determined using the IRV method.

Standing for office.
All adult citizens (age 14 and over) of Cézembre are entitled to run in the election as a candidate. To register as a candidate, you can reply to the mail, send me a PM here or publicly announce your candidacy in this thread. This can be done at any time before the end of November 22nd. Candidates who have announced themselves publicly before the start of the nomination phase are considered registered unless otherwise mentioned(but are still advised to confirm their candidacy during the nomination phase).

Candidate representatives
.
If you are running as a candidate in this election, you are allowed to appoint any citizen of Talossa to supervise the conduct of the elections. A candidate representative will have to request the Chancery for legal access to the Cézembrean electoral database. Candidate representatives are strictly bound by provincial (A8: The Sénéchal Elections Act) and national (El Lexhatx D 8.5 & 8.6) and are not allowed to communicate with anyone (including their candidate) about the email adresses of Cézembrean citizens or use these for campaign purposes. Neither are candidate representatives allowed to stand as a candidate in the elections.

The office of Sénéchal.
The duties of the Sénéchal include the conduct of votes in l'Etats, the conduct of elections and providing citizens with information about the province. Further information about the legal duties of the Sénéchal can be found in the Cézembrean administrative guide on the Cézembrean subforum on old Witt.

To be honest, I was kind of taking a break from Talossa. I offered to conduct the election way before I was appointed. Anyway, since I'm here now, if no-one is willing to take over from me, I'll start the election next weekend.

Probably the biggest surprise this final. Last time Ring of Fire reached the final was in 2016, when it ended 5th (out of then 10 finalists). This year it returns after not even making it to round 3 last year and it immediately gets its highest position so far. 6 people voted for it and this includes three top-3 positions for a well deserved third place.

Two songs left. In 3 hours we'll find out whether we'll have a winner that has never won before or whether Queen takes back its place on the throne.
