Wittenberg / Re: Citizenship petition for Hal Glaze
April 07, 2020, 04:54:19 PM
I would suggest that in the future citizenship petions should be posted in the immigration thread (which can't be viewed outside Talossa). Once someone gains citizenship they could choose to adopt a Talossan name if they want to.

I will probably end up moving this one there too eventually.

(Though to be honest I'm not reading everything that gets posted in immigration, so it might also be wise tagging me to be sure.)

In the meantime either @King John or @Amada Merþedes will need to appoint a replacement senator to serve until the next GE or Cézembre will remain unrepresented in the Senate as well...
#363
Well, no applications have been received. I have no idea what to do now. My suggestion is a week long nomination phase starts again as soon as anyone applies.
#366
It's quite late here, I'm quite tired and already I encountered some problems when making the clark, so I may have made other mistakes as well. If so please let me know.

The April 2020 Clark is now here.

www.talossa.ca/files/clark.php?cosa=54&clark=4

Or here: www.talossa.ca/files/print_clark.php (this is the printer friendly version)

In PDF Form (which was made from the print_clark.php page):

www.talossa.ca/files/clarks/April2020Clark.pdf

or can vote online here: www.talossa.ca/files/clark_vote.php

Or in this thread, until the 21st of the month, at 19h30 TST.

Senators or Cosa members are allowed to create a single thread in the Senate/Cosa chamber to post all of the Senate/Cosa Votes that are not cast in this thread. Any votes not posted either using the form above, the current thread, or any of the Senate/Cosa threads on witt might be ignored and void. Please do not vote by email or private messages.

When you vote, do not indicate any conditions which may make it sound like this vote isn't final: you can always change your vote later.

Please do not vote by email: We've had problems with email votes being caught in the spam filter.

All Cosa Members and Senators will be emailed today.

I only just realised two of Ethos bills and one of Miestras bills may have problems in referring to the existing lexhatx, because it has been amended by 53RZ22 http://www.talossa.ca/files/bills.php?cosa=53&bill=22 as a result of the Orglaw being enacted and @GV hasn't made this change on the wiki yet. Because all of them seem to spell out what exact text they are amending the meaning is still clear, so no problem accepting them. Just something to keep in mind.

Someone might also have to check if bills from the previous clarks have the same problem.

Thank you Lüc

always (succesfully or unsuccesfully) trying to play it cool, but I will admit I am  excited about this, and very grateful to you and the other senators for this honour.

I am also very pleased to share this honour with GV, already a Talossan legend before reunision and now key in preserving the story that is Talossa due to his work as archivist.
And of course also very pleased to be honoured at the same time as Etho. He has made Talossa better in so many different roles since before I became a citizen. Sometimes we were staunch allies, other times we vehemently disagreed, but he has always made Talossa more colourful, he helped me find my way when I first got here and I have the greatest amount of respect for him.

It is my pleasure to open call for bills of the April 2020 Clark.

Eventually, the clark can be viewed in real time here:

www.talossa.ca/files/cosa_vote_result.php?cosa=54&clark=4 (for the votes)

and here:

www.talossa.ca/files/clark.php?cosa=54&clark=4 (for the bills )

It is NOT too late to submit bills, of course, as you have OFFICIALLY until the morning of the 31st of this month, provided your bills have been in the Hopper before end of business day the 26th, of course. I will make the Clark on April 1st's morning and bills submitted up to a few hours before that will probably also be taken.

PLEASE note that in order to support a bill, you need to:

1 ) Be a Senator, the Secretary of State or the King
or
2 ) Have been nominated as a Cosa Member for the upcoming Clark BEFORE the 26th,

To vote on the Clark, you will have 3 options:

1 ) You will be able to vote in the Clark thread (which will be created later on the 1st of April), or in a separate Senate or Cosa voting thread. I will enter your votes in the DB.

2 ) You will be able to vote directly in the database, using your usernumber and DB password (which you can retrieve at: www.talossa.ca/files/login.php using the PSC of the election) or by login via Facebook (which requires manual activation on my part).

 Azul,

if you are a Cézembrean citizen you are entitled to participate and vote in the upcoming election for Sénéchal and should have just received an email about this. If you are a citizen of Cézembre and did not receive an email, please let me know!

The intent of this message is to inform you about the election, make sure the chancery has the correct email adress and call for candidates for the position to declare themselves.

Election dates.
The nomination phase of the election will start on 28 March 23:59 CET. (UTC +1) and end on 4 April 23:59 CEST (UTC+2).
Voting (if there is more than one candidate) will start on 4 April 23:59 CEST (UTC +2) and end 18 April 22:59.

How to vote.
The election will be conducted using an online automated secret ballot. After the polls open you will receive an email containing further instructions on how to vote. The election will be conducted using a preferential ballot, which means you will be asked to rank the candidates. The outcome will be determined using the IRV method. T

Standing for office.
All adult citizens (age 14 and over) of Cézembre are entitled to run in the election as a candidate. To register as a candidate, you can reply to the mail, send me a PM on wittenberg.talossa.com or publicly announce your candidacy on Witt. This can be done at any time before the end of April 4th. Candidates who have announced themselves publicly before the start of the nomination phase are considered registered unless otherwise mentioned.

Candidate representatives.
If you are running as a candidate in this election, you are allowed to appoint any citizen of Talossa to supervise the conduct of the elections. A candidate representative will have to request the Chancery for legal access to the Cézembrean electoral database. Candidate representatives are strictly bound by provincial (A8: The Sénéchal Elections Act) and national (El Lexhatx D 8.5 & 8.6) and are not allowed to communicate with anyone (including their candidate) about the email adresses of Cézembrean citizens or use these for campaign purposes. Neither are candidate representatives allowed to stand as a candidate in the elections.

The office of Sénéchal.
The duties of the Sénéchal include the conduct of votes in l'Etats, the conduct of elections and providing citizens with information about the province. Further information about the legal duties of the Sénéchal can be found in the Cézembrean administrative guide on the Cézembrean subforum on old Witt.

The Sénéchal elections act,
can be found here: talossa.proboards.com/thread/9093/etats-vote-a8

If you have any question or complaint about the elections
you can reply to the email, contact me on Witt or post in this thread.

Yours,
Glüc da Dhi, conducting officer for the April 2020 Sénéchal elections.

Should they have a veto over reforms that the centre-Left government have been fighting for for years, and have succeed in getting a Cosa supermajority for?
No. Nobody is arguing for that. In this particular case, my main point isn't even about keeping the hereditary monarchy. Personally I have doubts about replacing it, but if a majority wants to get rid of it, it is what it is (though I wish an even larger part of that had been new or old citizens being convinced and a smaller part had been monarchists leaving).
Just suggesting that taking some time to implement the best version of a suggested change and get some broader support isn't such a bad thing. Again, you are free to ignore that. I don't think it'd be very wise.

Please stop with the strawman arguments though.

With due respect, this amendment had been Hoppered since December and has generated little discussion.

I am sympathetic to calls to delay Clarking a bill while discussion is ongoing (my opposition to Clarking the Electoral Roll stuff is what got the rest of the Government to lay off) but that isn't what happened here.

A 2/3 bar in both the Ziu and the populace is a pretty high bar, but I agree there could be a better system. However, developing such a system could take years and this is a step in the right direction.

Hard disagree.

1. I'm not sure that developing a more complex system would take multiple years. It depends on how much effort supporters of the change want to put in it. Alternatively, we could probably come up with a bill that creates some extra barriers or an electoral college right now. Of course there's not much reason to assume any quick solution would be the best or even a good solution, but that's not the case for this proposal either. (Actually there seems to be pretty much a consensus that this bill would not be the best solution.)

2. Taking some time to do this is not at all a bad thing either. It's a pretty big change. At the moment, the pace of change in Talossa is leaving people behind. Activity on new witt hasn't been particularly high. Many will not even have seen this amendment yet. Of course, the government is correct that they have the right everything they've got a majority for at the rate they please, but that doesn't mean it might not be wise to take some time to do it right, and maybe take some more people along as well.
