Quote from: Baron Alexandreu Davinescu on April 20, 2023, 08:32:28 AMlol, I will definitely not support this under the current interpretation of the rules.  Currently, you can ask as many questions as you want in a "question," and no other members of Government are permitted to comment or supplement answers unless the questioner asks.  This means that we've gotten times when there are eleven-part "questions" and where multiple members of the Opposition want to -- in their words -- "hassle" a minister in turns.  86 questions so far -- far more than a question a day -- shows that the system already allows abuse.

I am in agreement with this.

Quote from: Ian Plätschisch on April 20, 2023, 08:42:04 AMEstimat Túischac'h,

Would the Most Honourable Seneschal please inform the Ziu whether he is planning to declare a month of recess at some point during this Cosa term? The planners of the Kingdom's foremost cultural institution, the Talossan Music Top 20, would like to coordinate the timing of the 2023 edition with the next election.

By my estimation, the 59th Cosa election will end October 1 if there is no recess, or November 1 if there is.

Túischac'h,

I had not planned on calling a month of recess. But Ian if it would help with logistics for the TMT I would be happy to call one. If you need any other logistical assistance with the TMT I am sure this would fall under the Government's Cultural Promotion policy which has assisted with awareness on the Toxophilite Club and others so far.

MINISTRÀ DAL TEC'HNOLOXHÀ

Delegation of Website Administration: Talossan.com
Talossan.com, the website containing a trove of information regarding our National Language, has been in service for a long time, proving an invaluable resource to scholars from all around the globe.

This library, assembled for no personal gain and out of their own research and appreciation for the language, has been generously provided by a fellow citizen of the realm, Ieremiac'h Ventrutx.

The Talossan.com website has been growing and growing for a long time now, nourished by the esteemed S:reu Ventrutx, and had been in that state before my occupying this Ministrà.

Because that situation is out of order, I hereby delegate the administration of the website and server of Talossan.com to Ieremiac'h Ventrutx, entrusting them to continue making good use of the website, with the proviso that this mission will be recalled by the Ministreu at any future time, and that all other intangible assets managed by the Ministrà dal Tec'hnoloxhà, including the Talossan.com domain, remain under our control.

Under El Lex A.20 it is my pleasure to endorse this delegation. Thank you Minister Txechescu for your continued superb work as the nation's Technology Minister.

Túischac'h, my answers are below:

Quote from: Miestră Schivă, UrN on April 11, 2023, 05:57:18 PMEstimat Túischac'h, I rise to deliver a Terpelaziun to the Seneschál, the Immigration Minister, the Deputy Minister of Culture, the Deputy Minister of Stuff, the Scribe of Abbavilla and the incoming BHAID administrator, as authorised by El Lexhatx H.2.

1. Is the Seneschál familiar with the British children's cartoon, "Peppa Pig"?
No.

2. Is the Seneschál familiar with the running joke that in Peppa Pig's town, every single job - from firefighter to supermarket clerk to veterinary nurse - is done by a single character, Miss Rabbit?
No.

(If the answer to the preceding questions happens to be "No", I here introduce video evidence.)

3. Given that - with his impending appointment to the position of BHAID coordinator - the Senator from Florencia now figures on The Seneschál's List of state appointments in no fewer than six places - is the Senator from Florencia now Talossa's "Miss Rabbit"?
No.

4. Leaving aside amusing name-calling for a second, is the Seneschál not thoroughly embarrassed that - having continuously attacked the Secretary of State in the previous Cosa for taking on too many jobs, he is now doing the same thing, at double speed?
No.

5. Can the Seneschal also comment on whether any effort was made to find literally anyone else to be BHAID Administrator?
The Administrator is appointed by the Minister of Foreign Affairs. I volunteered for the position because I wrote the authorising legislation nearly a decade ago and the organisation has been important to me ever since. If someone else IS interested in the position then I will gladly stand aside. Please note my decision to vacate the Scribery position as indicative of my willingness to do so.

6. Is it healthy for democracy for Talossa for two "Ministers of Everything" to concentrate all functions of the State in their own hands?
The Government is composed of five ministers and one deputy minister. I am not sure that qualifies as two people doing "everything."

EDITED TO ADD: I just noticed that the Seneschal is also going to be Talossa's delegate to MicroCon. This is getting out of hand.
That is correct. I just paid the registration fee. Will be paying for transportation and hotel costs soon. Excited to sport the chain of office at the summit.

@luc-troubleshooting and @Danihel Txechescu
This has been mentioned by a few others. When the darker theme was first activated it appears to present broken icons. This has not changed since that time. When creating or responding to posts the editing icons are black boxes. This is affecting the menu options as well.

A quick note for others preparing to participate in this initiative:
If you are looking for a good resource for "get-to-know-you" questions I used this link: https://www.signupgenius.com/groups/getting-to-know-you-questions.cfm

Quote from: Ian Plätschisch on April 17, 2023, 12:07:26 PMI for one don't see a problem with ad hoc reviews. There's almost no difference between "active citizens" and "government" anyway.

I do. We are at an unfortunate impasse currently. I will hope others chime in with additional suggestions.

Quote from: Breneir Tzaracomprada on April 17, 2023, 11:21:32 AMCatchment area review needs to be standardized and predictable.

Catchment areas reform cannot be standardized or predictable unless we define principles for their standardization and predictability. (For example: the old "open/closed provinces", which I'm not advocating, was a sort of standard). Otherwise any reform deriving from any kind of review will always be and "ad hoc" change of the catchement areas that is not "standardized" but "subjective". Even the need of a review is subjective: what defines that a changement area needs to be reformed?

Any law-mandated review doesn't change the status quo (a subjective need for a reform), but simply repeat the status quo at fixed interval creating a law-mandated time consuming task to the MinImm potentially useless and without any objective definition.

The section suggested by Aledandreu instead adds a standardized mechanism that to the status quo removes the need for a reform just to change deprecated  names or countries no longer existing. This is an improvement.

Going by what you just stated this change only addresses name changes and country changes and does not address population imbalances or other similar issues arising over time which is what the current round of catchment reform addresses. It may be an improvement but appears insufficient to address the issue. @Baron Alexandreu Davinescu Correct me if I'm wrong here.

"Potentially useless" is pretty subjective as well. I am hopeful others will chime in with suggestions to address all concerns here.

I don't want this to be point which torpedoes the bill so I want to ask @Sir Txec dal Nordselvă, UrB ,as the proposer of that change, for suggestions to accommodate the concerns of Uc and Ian.

Quote from: Üc R. Tärfă on April 17, 2023, 10:56:45 AMThe issues are still those explained by Senator @Ian Plätschisch:

Quote from: Ian Plätschisch on March 11, 2023, 08:42:12 PMMy point has been the time consuming part of this is not the part where the Minister types a report, it's the part where they do the review, which must be done whether or not a report is issued. Sorry that I did not make this distinction clear.

Suggestion: add to the data on immigration on the Infoteca aslo the provinces the immigrants were assigned to, in order to have informations on which province get new immigrants. In this way every data is readily available and is not necessary to do a law mandated review to gather those data.

Of course any Minister of Immingration can do whichever review they seems fit anytime, there's no need for requiring by law a time-consuming review that could be useless.

I agree, it is true that the Immigration Minister can do a review at anytime. You are referring to the status quo and it has repeatedly led to ad-hoc and haphazard reviews of the catchment areas such as the one we are currently undergoing.

I am all for expanding Infoteca immigration reporting but I am still opposed to the status quo where we depend on very active citizens to do the work that Government should be required to do. Catchment area review needs to be standardized and predictable.

Quote from: Carlüs Éovart Vilaçafat on April 17, 2023, 09:00:59 AMThis is wonderful news! The real question is who is... what are you going to wear!?
My vote is for the King Ben Special:

That kingly attire is grand  ;D But I am planning on wearing the Seneschal's chain of office. I can tell you it is appropriately heavy...

@Bråneu Excelsio Minister Excelsio, I am very pleased to report Audrada Roibeardet has expressed a wish for her drink reimbursement ($12) to be donated to the BHAID! I'll be transmitting via Paypal soon.

Quote from: Üc R. Tärfă on April 13, 2023, 10:31:55 AMI oppose the reporting/reviewing requirement you brought back in the encouraging language only when the bill arrived to the CRL to address Alexandreu concerns that can - and are - resolved by the simpler section he proposed (with the correction I made).

It seems like I have to repeat myself... We do have issues with reporting/reviewing requirements in that law.

What are the issues with the proposal from @Sir Txec dal Nordselvă, UrB ?

Quick update: I have received the recording of the Baron and Ian's second entry in their show The Dialogue. I am planning to have this posted on Fora Talossa within the next few days.

And I want to express my heartfelt appreciation to @Audrada Roibeardet for a wonderful conversation today. In thirty minutes we covered favorite books to favorite foods. That will be posted this coming week as well!
