This first edition is a slim one but this is just a beginning. Hopefully, you will enjoy this first edition so much that you will be moved to contribute to the next volume. And then work will begin on Volume 2.

As a citizen and Senator of the great but very silent province of Florencia I come before you to inquire on interest and discussion on reuniting our two provinces. We were once one united province and I want to know if what once was is desired once more.

So, one of the goals of my trip to Talossa Prime is to gather video and audio for a new Talossan media venture. This is why I have been asking for input from others on the best sites to gather such video and audio. I am calling this media venture Fora Talossa but am also open to a revival of the Talossan Broadcasting Company if that is a more feasible possibility.

Questions for interested Talossans: would anyone be able and willing to also contribute any audio and video segments you have from your personal records? Also, are there any Talossans with experience on video editing software such as Adobe After Effects?

I issue this statement as party leader of the Talossan National Congress, as Senator of Florencia, and simply as a Talossan citizen. Should any member of the TNC be unsettled by this statement then I ask sincerely for understanding.

In recent hours, Talossans of Ukrainian origin have had the horrendous experience to hear the sounds of air raid sirens followed by the whirring of incoming missiles. They and their families, who have for years, faced down panic and terror at the threats of aggression from their neighbor must now face terrible choices. Do we leave for security elsewhere? Or do we stay, at great risk to ourselves and our families, and defend the land of our forebearers? Let's be clear, these decisions have been forced upon them by circumstances created entirely by one despot: Vladimir Putin.

Over the past two decades, the kleptocratic, autocratic, and lawless regime of Vladimir Putin has been a scourge to any efforts to honor individual human dignity, to nurture open and free societies, and to secure an international system that is rules-based not might-based. He has immiserated his own people while enriching himself and his friends. And, from Georgia to Syria, the international community has repeatedly failed to ensure Putin and his cronies pay a cost for their actions.

Ukrainians, like Talossans, yearn to be free. In this moment, Ukrainians need the support of the international community to defend their freedoms. The Talossan National Congress calls on the United Nations, the European Union and allied nations and groups to implement a maximalist policy with respect to sanctions and support for Ukraine's ability to defend themselves. These and other necessary actions are not a gift to the Ukrainian people they are the responsibility, particularly, of nations who are signatories to the 1994 Budapest Memorandum on Security Assurances. I demand these nations, in particular, keep their promises. I demand that this rising wave of authoritarianism and the continuous impunity of Putin finally be checked.

There are Talossans of varying origins who are also on the frontiers of democracy (Taiwan, the Philippines) who are watching the tanks approach and the missiles fall in Kharkiv, Mariupol, Lviv and Kyiv. They know that this could be not just a tragic story from a place far away but a menacing portent of an unwelcome future.

Let Talossa speak with one voice that the right of self-determination is inviolable. And that we must create a world where it is not the might of arms but the might of right and the rules that governs.

Well folks, honestly, I had hoped to hear something from our Burgermeister @Istefan Perþonest before announcing this.
But as a former LCCer I am still an eager beaver.

Starting this month (February 2022), in an effort, that I hope will restart Talossan's voluntarily contributing money to the Kingdom, I will be sending $10 USD ($120 USD per year) to the Burgermeister of Inland Revenue on a monthly basis. I have been a Talossan citizen for nearly 15 years and it feels like the time is right for this.

This is an honest attempt to challenge those who can to do the same on a monthly basis.
There are no gimmicks attached to this challenge. Just contributing to the Kingdom for which we all care.

I am hopeful in the next session to work with the Cosa, if legally required, and the Burgermeister on setting up a Patreon account or similar platform to automate the monthly payment process. I know not everyone can do this or is inclined to do so but for those who can contribute, please do not hesitate.

This thread is intended to be a continuation of the great work of  @Ian Plätschisch as he first created 99.9% of this list of ongoing projects back in July 2018 on Old Witt. It is intended to also be as broad-based as possible so please feel free to contribute additional items as they are developed or to update their status here.

Of course, there are also many long-lost projects that you may want to try your hand at reviving.
These include:
-Citizenship Certificates
-Fantasy Soccer
-Talossan Evening Chat Show
-Talossan Risk

I am not sure if this already exists but it could be helpful both for project tracking and for guiding new and returning citizens to ongoing projects of interest.

I don't know who would be responsible for initiating or maintaining it. Whether private or governmental but it might be a good idea as we continue to have both government and individual initiatives to note them. When a new or returning citizen comes in then they can review it and find the Book of Cuisine, the Talossan football idea, the Talossan History project, or Regipats Talossan.

This may fall within the area of culture but I had an idea some time ago to compile favorite original and non-original recipes of Talossans around the world for a Talossan Book of Cuisine. I would envision as it develops we might even take videos of Talossans making a recipe for when our tv/radio system is revitalized.

I have actually received one recipe already from @Iason Taiwos for Berberitos. Would others be prepared to participate in this? I would need at least 50-75 recipes. And some help with art and pictures for the cover and throughout the book.

The final product could be available on our Talossan website and Amazon. Would there be greater interest in this?

There had been some discussion on this a little while back but I wanted to check on the possibility now of creating a party child board within The Lobby. This would be similar to what @xpb has done in the provincial boards of Cezembre. The TNC would like to have a continuous public forum, via Wittenberg, to involve and/or inform the public of our actions and all discussions except for those conducted during executive session.

If this is possible would it be the Chancery that would set this up?

I am currently tentatively planning my first trip to Talossa Prime around the American holiday of Memorial Day (28-30 May). If anyone nearby might be interested in making a meetup of it or having an requests please do not hesitate.

Are we allowed to change our vote?

Ah, I see in RONR:

"A member has the right to change her vote on a motion until the result of the vote has been announced by the presiding officer."

Oh well, waiting for the veto then.

The proposal is to replace the current Organic Law II.3, namely

Quote
The King of Talossa is King John I, until his demise, abdication, or removal from the throne. Should the King at any time renounce or lose his citizenship, that renunciation or loss shall be deemed to imply his abdication of the Throne. Upon the demise, abdication, or removal from the Throne of the King, the Uppermost Cort shall be a Council of Regency.

with the following:

The King of Talossa shall be chosen by a National Conclave (Conclave) of all members of the Ziu, all members of the Cort Pü Inalt (CpI), the heads of government of all provinces, and all Talossans who have been citizens for at least ten (10) years. Every member of the Conclave shall have one vote. All the discussions of the Conclave will be open, but its votes shall be by secret ballot. The Conclave shall be chaired by the Senior Judge of the CpI, or in their absence the next available CpI judge in order of seniority, unless it decides differently.

The Conclave shall convene upon the demise, abdication, or removal from the throne of the King.
Unless the King of Talossa is chosen as their own successor they shall be deemed to have abdicated upon having served in that role for ten (10) years. There shall be no limitations on the number of allowable terms of office served.

Conclave members will vote as to whether the King shall remain on the throne. Should more than two-thirds of the Conclave express a desire that the King not remain on the throne, then the Conclave shall commence a period of reflection not to exceed three (3) months; it shall be constituted as described above, but not necessarily with the same members. After the period of reflection, the Conclave shall vote once-again as to their desire that the King remain on the throne. Should more than two-thirds once more express a desire for the King's removal then deliberations shall begin immediately on selecting a King-Elect.

The Conclave shall set its own rules as to nomination, selection, and approval of King-Elect candidates. The candidate approved by the Conclave shall be confirmed by a simple majority of the nation in an immediate referendum. Should the candidate be confirmed by popular vote then they shall receive the title of "King-Elect". The King-Elect shall swear an oath, in as practicable as possible live session, promising to protect and uphold the Organic Law of Talossa and the rights of all its citizens, and thereupon become King of Talossa.

If there is no King-Elect, the Uppermost Cort shall be a Council of Regency until a King-Elect is chosen.

As of 4 June, the Chancery has indicated the certification of the provincial election results.

Pursuant to Section 4(a) of the Florencian Constitution: "No later than ten days following the conclusion of each provincial election, the Governor of Florencia shall have determined and announced the total number of seats for the incoming Nimlet, which number shall be equal to the number of ballots returned in the election, less those returned indicating "Present", and augmented by one additional seat for each incumbent Senator for Florencia, and one additional seat for the Governor;" The total number of non-Present provincial ballots returned was 6.

Pursuant to Section 4(b) There is also one seat for the incumbent Senator and the incumbent Governor.
I hereby appoint myself to the incumbent Governor seat and well, myself, to the incumbent Senator seat. I also note this is getting quite meta.

The total number of seats in the Nimlet is therefore set at 8.

This leaves 6 seats unassigned by the party leaders.

Based on votes received:

Balanceu (B) is entitled to 4 seats.
Free Democrats (FreeDems) are entitled to 1 seat.
Talossan National Congress (TNC) is entitled to 1 seat.


Party leaders (@Þon Txoteu É. Davinescu, O.SPM and @xpb) please advise on your specific appointee.

In an unusual and interesting turn of events the Chancery has published that the result of the 2021 Florencian Senate Election is a tie between Breneir Itravilatx and Graçù Ventrutx.

The Organic Law ( Article V, Section 8 ) states the following concerning Senatorial election ties:

QuoteAny Senatorial election conducted by the Chancery shall be conducted according to the provisions given in Sections 2-5, above, and utilize Instant Runoff Voting. In case of a tie between two or more candidates, the executive officer of the province as of the Election Deadline shall break the tie.

I, Breneir Itravilatx, as the provincial executive officer, do hereby break the tie by voting for Breneir Itravilatx. I congratulate Florencia's new Senator, Breneir Itravilatx and give heartfelt thanks to the outgoing Senator, Acafat dal Val.

At the time of this thread's creation turnout in the ongoing national election is approximately 23% or 35 voters. I am disappointed and concerned to report that only one of those 35 voters has been from our fair province. Which means that Florencia currently has the lowest turnout in the nation by a rather large margin.

Let us not allow this to continue. Florencia has been a place where Talossan history is made and honored. In this spirit, research the parties and issues and commit your voice to the chorus of Talossan democracy. Do not let the civic sound of Florencia be no more than silence.

And I would be remiss if I did not, as the leader of the Talossan National Congress, request your support and your vote.

We are Talossan political parties and intervals who represent the whole range of opinion on the Constitutional issue, from monarchist to republican and everywhere in between.

We believe that the time has come for a historic compromise which settles the question for a Talossan generation or more. Talossa has other, better things to debate.

We believe that the "Talossa Shall Choose Its King Amendment" (proposed to the last Cosă as RZ21) meets the qualifications to be precisely that compromise.

We are disappointed that His Majesty King John vetoed this proposal, and we pledge that - if it is re-presented to the next Coså - we will vote for it.

Despite our disagreements on other issues, we hope, between us, to win sufficient support in the current election to thus at least present this Historic Compromise to the people in referendum, over the Royal veto.

Long live the Kingdom of Talossa!
