Organic Law is quite clear: "The Clark must contain, in every edition, a Vote of Confidence. Each MC may answer this question in his Clark ballot every month, either with a "yes" or a "no." If at the end of any Clark the "no" vote outnumbers the "yes" vote, the King shall dissolve the Cosa and call new elections."

It does not say if the Seneschal vote fails. It says if the no votes outweigh the yes votes, the King SHALL dissolve the Cosa. Show me where the wiggle room is in the law.

Assuming all 100 TNC seats are voted in favor of the VoC, which is likely, the trigger won't happen. I included the language because under Organic Law, a failed VoC automatically triggers a new election. Additionally, as there is no new government, the previous government is still in office as caretakers. I may have worded things a bit oddly, but a VoC is a VoC.

This is one of the hardest things I've had to do as Secretary of State. It didn't have to be this way.

Whereas Article X, Section 4 of Organic Law states, "Talossans may voluntarily renounce their own citizenship. This may be done by publicly issuing a written Declaration of Renunciation. It shall take immediate effect upon its acknowledgement by the Secretary of State through issuance of a Writ of Termination of Citizenship," it is with a heavy heart that the Chancery accepts his renunciation, effective this 20th day of October, 2023.

It is presumed that under El.Lex.B.2.3, as DIEN did not submit a list of citizens for the Cosa that S:reu Tresplet is the sole seat holder. All that remains is for the Free Democrats to name their MCs. Once that has been accomplished, the Cosa should elect a Túischac'h and proceed with nominations for Seneschal. My suggestion is the Túischac'h from the 58th Cosa begin the discussions.

I've updated the proposed rules to include Dame Miestra's proposed rule for a tie-breaker.

The problem is compounded because without a Mençei and a Tuischach, we have no CRL and no bills can be put forward for the first Clark. I'd highly suggest that the current Seneschal call for a month of recess so these issues can be sorted out.

Regardless of whether someone may be claiming a different result Senator, you were declared the winner so you have nothing to worry about. You clearly met the requirements of ranked choice voting and won on the second tally. That election is resolved.
