Title: [THE DIALOGUE] Cosa Reform
Post by: Breneir Tzaracomprada on April 23, 2023, 08:47:05 PM
In the second episode of Fora Talossa's discussion show, The Dialogue, with Ian Plätschisch and Baron Alexandreu Davinescu they discuss the details of potential reform scenarios for the Kingdom's Cosa.

This was another really fun episode to film! Hopefully also fun to watch.  I do think I need to upgrade my camera setup at this rate, though.

I need to do a better job of keeping my entire head in the frame, lol

Fora Talossa is great. I wish there was more content to watch. Maybe I'll try making something for the channel.

Thanks for the shoutout!

EDIT: By the way, I did import the cards into Tabletop Simulator. If anyone else has it, we could play a game with the cards online.

Yes, definitely! I enjoyed the dynamic between you two. Looking forward to the next episode.

The next episode's topic, according to the votes: the monarchy and its role in Talossa. I'm going to see if I can get His Majesty to do a guest appearance.

Then I think probably another vote on the next set of topics, if that sounds good, @Ian Plätschisch ?

Glad to finally have time to listen to one of these, this was great.

Pedantic note, of course: you can totally do MMP with an unicameral EM200-style Cosă, by just postulating that each provincial-MC would hold 10 seat each, and the "pie" to allocate proportionally is 120 seats, with the maximum number of seats a list-MC can hold appropriately scaled down (so 12 seats instead of 20, presently).

This is actually fairly similar to the framework I had laid out (trying to remember if I had explicitly stated it somewhere here on Witt or not) in that provinces are granted an equal number of seats, so that the total number of Provincial Seats is as close as possible to half the Cosa without going over (trying to keep that as a fair nod to the current bicameral system, since each chamber now is effectively equal in legislative import). With eight provinces, that would mean each gets 12 seats for a total of 96 Provincial Seats and 104 List Seats. However, I did not envision a system where MCs could not hold both -- in other words, that limit to the number of seats one can hold did not change. How provincial seats are assigned is a matter I would leave to each province (some sort of proportional or STV system would be my preference but that's just me).
