I am a huge fan of Civilization games, myself.
It's several games, they remastered them last year. I haven't played Civilization, looks like a good game though :)

Once a prospective citizen reaches two weeks of activity, a citizen may petition the Chancery for a writ of citizenship. Please follow the formula in this post: http://wittenberg.talossa.com/index.php?topic=1102.0
After a petition is made, and I as Secretary of State deem it valid, I will reach out privately via DM to the prospective with instructions on taking the Oath of Citizenship. After that is finished, I will enter the new citizen on the kingdoms rolls and issue the writ.
