RZ18 - CON. It seems silly to have to pretend that the contents of prior Government communications are secret when they are stored in a place where future Governments (in effect, most active citizens) can see them. If we were serious about wanting confidentiality, we should require that the cabinet forum be cleaned out between each transition.
