WHEREAS he has, in that time, demonstrated an active, genuine, and continuing interest in helping the Kingdom of Talossa by proposing to participate to the development of its technical infrastructure, and
WHEREAS he desires citizenship in the Kingdom of Talossa, and
WHEREAS by all indications it appears that he would be a loyal and dedicated citizen, and a credit to this nation if he obtains the grant of citizenship he requests, and
WHEREAS he will certainly spice up and enrich our Talossan culture,
THEREFORE I, Miestră Schivă, a citizen in good standing of the province of Fiovă and of the Kingdom of Talossa, do by the present petition the Secretary of State
@Sir Lüc to issue a grant of citizenship to Prospective Citizen Alan Libert, as specified by law.

Thank you! I think what I should think about first is doing some linguistic research on Talossan, since I am a linguist. By the way, I saw on the FB page that pets can also be registered -- I have a couple blue-tongued skinks which I am very fond of -- I can check whether they want to be associated with Talossa as well.

We'd love to hear your thoughts. As I'm sure you'll see, Talossan has a lot of peculiarities, and a lot of serious conlangers turn their noses up at it for that reason. But it also has a lot of history. We've tried to find a balance between preserving continuity with that history and guiding the continued evolution of the language in a more linguistically plausible direction.

A blue-tongued skink is a fairly large Australian lizard (a foot or more), and a popular pet here in Australia and overseas. They are generally calm and thus make good pets. I am very attached to mine.They can live for 20 years or longer.

At first I misread that, because blue-TAILED skink is a common name for the juvenile five-lined skink, which is widespread in the eastern US.
We have lots of smaller skinks here as well, and they are cute, but they are not such interesting pets. I am from the US originally, and had various reptile pets there when I was younger. Here in most of Australia you are only allowed to have reptiles if you have a licence (which I have), and they are supposed to be captive-bred. I don't know what the Talossan regulations are about reptiles.
