It's an interesting idea and something that perhaps could be implemented for future citizens to go inactive instead renouncing.

A Cestour is a non-Talossan living in the GTA, we shouldn't change the definition of important Talossan words.
But I keep going back to the idea of a Landing Pier on which non-Talossan friends of our nation can post. Barclamieu would be very welcome in such a place.
