@Sir Lüc 's take on this from the Chancery? Was a valid citizenship petition made? If not, then the application lapses; if so, was the oath ever sent (and if so, it was a month ago, so the application lapses)?
The petition was neither micked nor certified by MinImm, so no oath was sent. I guess we can say the petition was validly made but remained incomplete and unenforceable.

It means the application lapses because effectively no valid, complete petition was presented on time.
