On behalf of the Commonwealth of Carcosa, it is with great pleasure — and a measure of cryptic anticipation — that we accept your gracious invitation to establish a presence here on Wittenberg. We extend our warmest greetings from the icy recursion of the Lake of Hali to the venerable and storied halls of your national discourse.
Carcosa is a micronation founded not merely upon land, but upon ideas — strange, sincere, and singular. Though our mainland territory lies on a third-degree recursive island in the Canadian Arctic, Carcosa is as much a metaphor as a place: a nation where governance becomes an art form, and civic life pirouettes with philosophy.
Our political system is an intricate and carefully balanced creation, built around a five-branched structure. Three primary branches — the Statutory (to write laws), the Mandatory (to carry them out), and the Adjudicatory (to interpret them) — form what we collectively call the Directive. These are complemented by two additional branches: the Bureaucratic, which oversees independent functions such as our national bank, the Yellow Reserve; and the Sovereign, a ceremonial body composed of public figures who serve as living symbols of Carcosan identity.

Our national language is Carcosan, a minimalist constructed tongue with a poetic cadence. Our holidays are marked by the moon, our cities prioritise walkability, and our diplomacy is — whenever possible — accompanied by a plate of biscuits.
We have long admired Talossa for its pioneering spirit, its linguistic brilliance, and its bold embrace of the unconventional. It is a true honour to take our place among you, and we look forward to the exchange of ideas, traditions, and — who knows — perhaps even ambassadors, or appropriately peculiar gifts.

Allow me to be the first to publicly recognize and welcome you, the representatives of Carcosa. From our initial discussions I have learned of your intriguing peculiarity and beliefs. We Talossans subscribe to the concept we call Talossanity. We like to do unusual things while masking those ideals in the seriousness of a country with all the trappings.

- What are some of their interesting ideas for joint projects? Could they interact with us in some way and tell us about them?
- They're a small community that lives on their territory -- where is that territory? How many people?
- Hastyr Aldebaran is an assumed name (again, taken from the book) and the other name on this treaty has initials. Their website doesn't say anything about anyone else. It's almost entirely about their form of government, but who is the "Mandator," who is in their four (!) houses of legislature, who is on their Supreme Court, who is in the "Yellow Reserve," etc?

Should any of our Carcosan visitors see these questions it would be very helpful to know the answers. The Kingdom's representatives will vote next month on the proposed treaty and more information might increase the chances of that vote's success.

Hi, yes the name was inspired by Ambrose Bierce. Most people associate it was Lovecraft but our founder was actually inspired by the short poem he wrote.

We also have a further 68 virtual citizens, and another 3 in the process of gaining citizenship. I find it fascinating you have people living in a real territory. Talossa started in that way also, except we never actually "owned" the land we claimed with the exception of our first King's actual house.

I just sent a message to those emails. I had sent an email to the contact email listed on your website but didn't receive a response.
I'm glad to hear more from you guys, and it's interesting to hear that you have so many virtual citizens, in addition to those on your territory. I agree that it's also a little reassuring to be getting away from the mystique.

A lot of your culture seems to be focused around the Chambers book The King in Yellow, as well as (it sounds like) the poem that inspired parts of it. Can you explain a little more about that?

I should go into more detail. The thing about Talossa is that we're proud that we're an actual community of real people who "operate like a small nation state", rather than an RPG. I've been worried that Carcosa is more an RPG than anything else and therefore relations would not benefit either side. Your participation here is helping with that.
I've read the book about the Yellow King so when I heard there was a micronation called Carcossa I was even more intrigued. Is your nation and government based upon the book "The King in Yellow" written in 1895 by Robert Chambers? If so, what was the impetus to use that as your model?
