I might add as an addendum to my response to the Baron, that perhaps a factor in the downturn on immigration is that newcomers to Talossa, offered a responsible role, are dooged by harshly-expressed official questions in our legislature from the... well, let's have some decorum of this.

Allowing newbies to try to do honest work for Talossa - even if they don't perform according to expectations - is one of the main ways my Government tries to
integrate new citizens. This, we feel, is just as important as getting people in the door. Citizens who don't do anything except eventually "strike out" look good on someone's spread-sheet, but they're not what we're looking for.
