We, in good faith entered into talks with Carcosa which at first went well, we made progress, discussed what we might want to work towards together and then came up with a formal treaty whilst looking into further cooperation in the future.

However as soon as we had agreed to the treaty, and presented it. We barely heard from them. We tried to encourage them to answer questions in the landing pier, and even sent ultimatums to reply by the end of July, to which we got silence. As if they had lost interest in working with us.

Part of my hesitance to put the treaty to a vote at first, was to give Carcosa more time to engage with us privately and publicly, but they did not do so, and shared some of the skepticism of members opposite, in their lack of communication.

Whilst I do believe that this was good practice for myself and Talossa in setting some standards (which will be reviewed and formalised soon) in engagement of diplomatic practices, and what we as a nation can gate too, I do also believe and stand by my previous statements, on how, the passing of the treaty would have helped with making a robust foreign ministry, I do also believe, that in hindsight, Carcosa was not the best choice.

So for the remainder of this term, and I also recommended at least 3 further Cosa terms, depending on actions of successive governments, as foreign minister, and as said in messages to Carcosa, we will be stoping diplomatic efforts and discussions with Carcosa for at least the remainder of this Ziu and with a recommendation to future foreign ministers should I not be in post, of a further 3 Ziu's, shall be suspended.

I did not make this decision or recommendation lightly, but I believe it is the best course of action we can make.

I still plan to look for other possible diplomatic partners, but I will only do so after working internally on setting up guidelines, and possibly new legislation (depending on internal discussions) on practices of diplomatic engagement.

We hope to see successful diplomatic relations with other nations in the future and we regret things didn't work out with Carcosa.
