I would agree that this falls loosely into the paradigm of the book series. In terms of the proposed legislation, I don't find anything so 'out of bounds' with the verbiage that it, upon meeting necessary criteria, be considered for adoption.
Sentient rights vs. human rights is an interesting point of discussion and some can/do get quite involved - typically as folks engage in personal emotional components versus scientific based aspects. I'm more inclined to subscribe to a sentient mindset, philosophical or not, but have been internally debating where I stand when it comes to AI (e.g. robots) and 'their' rights.
