Azul, I would like once again to attempt to jump-start provincial politics into action. It has sadly been almost four years since the last executive was formed, and it seems the Constitution doesn't give me any kind of specific power to redress the issue, eg. by appointing a Basbakan myself or exercising direct rule.

Therefore, the only thing I can do for now is to attempt to organise the House of Commons, and pray all party leaders to assign their seats to people outside of their parties, if need be, so that Atatürk can finally elect an executive.

Anyhow, the House of Commons will once again have 20 seats, pursuant to Article II.1 of the Constitution of Atatürk. The most recent election resulted in 4 votes being cast for the Progressive Alliance, 3 for URL and 1 for the Green Party. This therefore translates into a preliminary allocation of 10 seats for the Progressive Alliance, 7(.5) for URL and 2(.5) for the Green Party.

The latter two parties have a preliminary equal claim to the last seat, since II.1 states that:

QuoteThe allocation of the seats amongst political parties will correspond to the percentage of provincial votes each registered party received in the most recent General Election, rounded to the nearest whole number, to be assigned by party leaders, in accordance with Article VI of the Organic Law.

Unfortunately, there is no provision to break ties directly in the Constitution, and the reference to the Organic Law is also presumably a typo, since it's Article IV that contains provisions governing the apportionment of seats. However, if that language in the Constitution is taken to simply suggest the means of apportionment of seats should mirror the Organic Law, then Organic Law IV.2.2 ("The Secretary of State shall employ whatever mathematical formulae and calculations in the apportionment of seats as are set by law...") directs us to El Lexhatx B.15, which states:

Quote15. In the event of a single seat being divided among two or more parties mathematically, the party with the highest number of total votes will be used, [...]

In this case, then, the URL is assigned the final seat, and the final allocation is:

- Progressive Alliance, 10 seats @Baron Alexandreu Davinescu 
- Uniun dels Reformistaes Livereschti, 8 seats @Mic'haglh Autófil, O.Be / @Miestră Schivă, UrN-GC 
- Green Party, 2 seats @Breneir Tzaracomprada 

Please assign the seats as required by Article II.2 (to adult Atatürkeys, without a Talossan criminal record, and who have voted in the most recent General Election).
