Apologies for the delay on this.
The XXIVth Nimlet is open.
Under article III section 5, it appears this Nimlet will have 9 seats. 9 Florencian ballots were cast for parties this election, of which 7 were cast for parties that are currently extant, plus a seat for Senator
@mximo and a seat for the Governor, who I guess is still me.
The distribution is as follows:
6 seats for the Progressive Alliance
1 seat for the Green Party
The leaders of those parties,
@Baron Alexandreu Davinescu and
@Breneir Tzaracomprada, are called to nominate residents to hold these seats.

Governor Marscheir, now that you've opened the Nimlet and all seats are assigned I rise to propose the following resolution:
QuoteResolution 2026-01
Whereas, five years ago the House of Shepherds created the Order of Florencia to honor the contributions of exceptional Florencians, and
Whereas, in that time two Florencians (Art Verbotten and King Florence) have been inducted, and
Whereas, Duke Ian Lupul and Baron Hooligan are also fitting recipients of the Order of Florencia on account of their years of service to Florencia and the Kingdom.
Therefore, be it resolved by the House of Shepherds of the province of Florencia, that:
Duke Ian Lupul and Baron Hooligan are enrolled into the Order of Florencia with immediate effect.

Quote from: Breneir Tzaracomprada on September 21, 2020, 08:04:22 PMIt is my honor to submit Resolution 2020-03 for consideration by the House of Shepherds.
QuoteThe Order of Florencia
Florencia joins our sister subdivisions of Cezembre and Benito in creating an award to honor citizens who have made exceptional contributions to the province.
The House of Shepherds resolves to create a new provincial honor to be known as the Order of Florencia.
• Recipients of the honor may use the postnomial "O.Fl" and to go by the titles Sir, Dame, or the gender neutral Miscellus (Misc).
• When awarded the new provincial honor recipients shall be selected in a cooperative fashion by the Constable and Governor. Recipients may also be privately submitted to the Constable and/or Governor by a petition representing an absolute majority of votes in the House of Shepherds.
• Recipients shall be announced in a joint statement by the Constable and Governor, as a part of Florencia Day celebrations.
Voting closes at 9:00AM TST on October 6, 2020
Submitted by Breneir Itravilatx (Florencia Governor, Member-House of Shepherds)
Approved by the Nimlet unanimously although amended by a following resolution to remove the Florencia Day celebrations component.
Approved by the current Seneschal acting as regent for then-King John on October 20, 2020.
@Iac Marscheir Are we now considering Resolution 2026-01? What is happening in the Nimlet?
I wish to temporarily withdraw my Resolution 2026-01. After reviewing the provincial constitution we are mandated to first establish that the current governor has the confidence of the House of Shepherds.
Here is the relevant language:
QuoteSection 9. Governor to Maintain Confidence of Shepherds.
The first order of business in the House of Shepherds, following the commencement of a new session, shall be by resolution the affirmation of their Confidence in the sitting Governor, though these Resolutions of Confidence may be introduced at other times.
@mximo In accordance with Section 9 due to the delayed performance of duties in this early term and complete absence for much of the previous term I am regrettably submitting
a motion of no confidence with respect to the current governor.
@Antaglha Xhenerös Somelieir Constable, I've not heard from the Governor on the required first item of business in the Nimlet. If that continues to be the case then I will soon be reaching out to you as the next responsible official to ensure government in Florencia is not ground to a halt.
Both Mximo and myself have bills to be considered but are unable to act before we dispose of this first requirement.
Putting another resolution in the barrel once we are able to handle the vote of confidence in the Governor:
Resolution 2026-02 The Florencia Journal Act
Whereas, a review of the Florencia Wiki page shows no current efforts to record the laws passed by the Nimlet, and
Whereas, it might not be a bad idea to change that, and
Whereas, there are most certainly one or two Florencians with the will and skill to change it.
Therefore, be it resolved by the House of Shepherds of the province of Florencia, that:
A new official journal called the Florencia Journal, similar in form and function to El Lexhatx at the national level, is authorized to be created and maintained.

I nominated myself. There is a nomination. Do you support it?
To help with the appointment process I am posting the relevant part of our provincial constitution (Sections 6-9):
QuoteSection 6. The Governor.
The executive powers of the province shall be vested in a singular Governor, or in Talossan "Governadéir", who shall:
(a) Be the presiding officer of the House of Shepherds, and have by right of such office one mandatory and equal seat there;
(b) Resolve all parliamentary questions in the House of Shepherds, and take care that their business be undertaken in good and honorable manner;
(c) Keep and make publicly available the text of all laws of Florencia, in conjunction with the Scribery of Talossa;
(d) Take care that the laws of Talossa and Florencia be enforced faithfully; and
(e) Represent the province in any and all judicial actions to which it be a party.
He may declare the continuation of the current Nimlet through any single General Election whenever the same be occasioned by the premature dissolution of a Cosa, but only if such declaration be made within one week of the aforesaid dissolution; and no such continuation may be made for two consecutive General Elections.
If the Governor choose to vacate any seat which he may hold in the House of Shepherds, the same shall be construed as resignation from the office of Governor.
Section 7. Appointment of the Governor.
Whichever citizen of Talossa may have the Confidence of the House of Shepherds shall be appointed without delay by the Constable to serve as the Governor of Florencia; but, before he enter upon the powers and duties of the office, the Governor-designate shall sing the provincial anthem as his oath of office in witness of the Constable at least.
The appointment of the Governor shall last until he resign or die, or unless the Constable remove him for such good cause as established by law, including nonfeasance upon clear and convincing evidence.
No person shall be the Governor unless he enjoy full civil liberties and be in good standing among the province, nor unless he have served as a member of the House of Shepherds for the whole duration of a previous term, as a member of the Cosa of Talossa for four months at least, or as a Senator for one month.
The office of the Governor of Florencia shall be also incompatible with the Sovereign, that of the Constable, that of any judicial official of the province or Talossa, and that of any Senator, whether for Florencia or another Talossan province.
Section 8. With Respect to Vacancies of the Governor.
Whenever the office of the Governor be vacant or generally unattended, then the longest-serving or, in the case of a tie, the eldest member of the House of Shepherds shall assume the powers and duties thereof as Acting Governor, until the Constable shall have duly appointed and installed a successor.
The Constable shall prefer for appointment as the Governor those who be bona fide citizens of Florencia; and none else shall be so appointed, until the eighth day following the cause of vacancy.
Section 9. Governor to Maintain Confidence of Shepherds.
The first order of business in the House of Shepherds, following the commencement of a new session, shall be by resolution the affirmation of their Confidence in the sitting Governor, though these Resolutions of Confidence may be introduced at other times.
I know. I give a wwek to people to move. Talossans don't have all the time the time to be online.
In one week we shall name an interim Governor if the Constable is still in MIA.

Mximo Carbonèl
That is not how the Constitution works, Mximo. I just posted it and we need to follow it not make things up as we go.
When there is a vacancy there is automatically an Acting Governor, the Member of the House of Shepherds who is longest serving or in case of a tie, the oldest.
We then need to nominate a new Governor who meets the
eligibility criteria and can command a majority.
Let's please follow the law and not make up new rules.
For helpful reference from Section 7 of the Constitution:
QuoteNo person shall be the Governor unless he enjoy full civil liberties and be in good standing among the province, nor unless he have served as a member of the House of Shepherds for the whole duration of a previous term, as a member of the Cosa of Talossa for four months at least, or as a Senator for one month.
The office of the Governor of Florencia shall be also incompatible with the Sovereign, that of the Constable, that of any judicial official of the province or Talossa, and that of any Senator, whether for Florencia or another Talossan province...
I would urge us all to become familiar with the law of our province and to follow it.

Mximo Carbonèl
That is in case of a tie, Mximo, there is no tie. Who has been serving the longest in the Nimlet? Me. Including time served as Governor when the last Constitution was passed.
We need to follow the law.
Im here since 1997 so if you want to count days go ahead.
The constitution can be interpreted as either the one who is the most senior in terms of days, or the most senior in terms of years, or from when their service began. I have been serving on the Nimlet since the 1990s, so I am the one who has been sitting the longest. If we calculate by days, then we should also count all the years of service before 2004 for me as well. In short, I prefer to wait for an official appointment. Since I represent the majority of the Nimlet — 7 seats in total — you don't have the support of the majority and you will failed any VOC If you continue to put pressure for nothing or you disrespect me. I know how to read a constitution. The Florencia constitution is poorly written. Governor should be choose by the Nimlet just like the Prime Minister for Talossa; if he have the support of the majority.
Let give time for the Constable to come back to us. If not we will ask the King to act.
Sincerely,
Mximo Carbonèl
I am only interjecting to say that I am keeping an eye on on the proceeding here, and will give the opportunity for the Nimlet to resolve this themselves before I make any moves after seeking advice on how to proceed.
I hope that this can be resolved without my intervention into a political argument.
Antaglha Xhenerös Somelieir
Cunstaval of Florenciă
Mximo, you will get my respect when you demonstrate you deserve it. But, just to make it plain here, you showing that your principles have a price every time an election comes around certainly will not earn it. So I can't treat you with respect because I don't respect you. Please judge my future communications with you with that in mind.
Since there is a difference of interpretation I would invite the Constable to intervene or we can submit a case to the Corts. We can't make up things as we go and must follow the law.

We are now coming up on two weeks. The PA may not believe that Florencians deserve an effective provincial government but the Greens do. I'll give folks another two days before taking further action to try and break this deadlock.
I will point out to the Nimlet, the Crown has been waiting to see if you can resolve this between yourselves first.
At this point, we are ready to act, should the Nimlet ask it of us.

I would refer to the Cunstaval to the quote above from two weeks ago and respectfully remind her that I did indeed invite the Cunstaval to intervene after her comments stating she was observing developments. I then two days ago warned that I would take additional steps if there was no action.
If my invitation was not clear then I explicitly request the Cunstaval to assist in resolving the conflict without any preference on who is appointed. The gridlock is my concern.
I thank the Cunstaval for the appointment as Acting Governor.
I would like to propose a simple resolution as to my nomination as Governor on a continuing basis. And I pledge my efforts to overhauling Florencia's constitution to prevent future confusion and delay.
The constitution requires two weeks for consideration.
@mximo ? Do you support this nomination?
Following consultations with the members of my party, and in particular with my Prime Minister, I am unable at this time to offer my support to the governor appointed by our Representative of the Crown.
In accordance with Section 7 of our Constitution, which states:
"Whichever citizen of Talossa may have the Confidence of the House of Shepherds shall be appointed without delay by the Constable."
In light of this provision, I respectfully request that an alternative appointment be considered. The Representative of the Crown is empowered to appoint a citizen from another province, and Section 7 further outlines the parameters governing such appointments.
Accordingly, I will be voting against the motion of confidence concerning the governor appointed earlier this week, whith all the seats I hold.
