I would like to inform everyone that the State Opening of the 62nd Cosă is scheduled for:
11 January 2026, 11 AM TST.

- The Swearing-in of Seneschal Alexandreu Davinescu, Baron Davinescu del Vilatx Freiric
- Address from the Government, delivered by His Majesty King Txec
- Rebuttal from the Tanaischteu
- Terpelaziuns
- Seßiun Rustitsch (Informal Session) of the Ziu, with debate and voting on Clarked bills
I ask the Seneschal and Tanaischteu to prepare their Government speech and rebuttal, respectively.
Right after the State Opening, there will also be an unofficial quasi-Living Cosă. Members of the Ziu are encouraged to attend the event to debate the Clark and vote on it in person. Those who cannot attend will be able to cast their votes through conventional means following the usual timetable.
If there are any questions, feel free to ask them in this thread.
For the benefit of all members, I would like to elaborate on the matter of the quasi-Living Cosă to be held in conjunction with the State Opening.
It was determined that holding a full Living Cosă on the 11th would be in breach of existing provisions concerning the minimum advance notice that needs to be given to MZs. However, nothing forbids the Cosă from holding some other kind of live meeting to debate legislation anyway.
A related issue, though, is whether or not binding votes can be cast during a quasi-Living Cosă; but the only requirement for the manner of holding and casting Clark votes is found in OrgLaw VII.9, which states:
QuoteEvery MC and Senator may vote on every bill in every Clark through reasonable means determined by the Secretary of State, and MCs and senators will have until the end of business on the twenty-first day of the calendar month to submit their votes to the Secretary of State. [...]
Since I am happy to consider a voice vote during such a meeting a reasonable mean of voting, MZs will be allowed to cast Clark votes at the quasi-Living Cosă, and I will either be in attendance to record them, or delegate someone else to do so, so that those same MZs do not need to enter their votes using the Database or Wittenberg.
The only differences with a normal Living Cosă, as far as I can tell, will be that proxy voting will not be allowed, and that the final tally on bills will not be taken at the end of the voice vote during the Living Cosă, but at the regularly scheduled "end of business" on January 21st.
I have asked for a word to be coined for this new approach, and we intend to do them fairly regularly.

I think it would be great to hold these regularly. One other thing I would like to point out is that discussing bills that are not on the Clark is not in order during a normal Living Cosă, but logically that doesn't apply in a more informal setting, so it could be interesting to have people get the chance to talk up their Hoppered bill for a few minutes face-to-face.
(Edit: Of course it would also be worth discussing if we should just do away with the current Living Cosăs and turn these informal sessions into a new kind of Living Cosă that is more flexible, less constrained and not as bound to being a weird simulacrum of the old in-person thing, for better or for worse.)

believe PMQs are usually answered spontaneously, instead of being sent the questions and having the answers prepped in advance. We can, of course, have Terps during the Informal Session if time permits it, but I would expect them to at least be answered live.

There are some formatting things, like that rogue linebreak in the last line of the time zone table, or the use of the spelling "Cosa" instead of "Cosă". I'm also not sure if calling it the 46th
Session of the Cosă is accurate since every Clark is a session really, rather its the 46th Cosă.

This is inaccurate. PMQs in my country and I believe in Britain are submitted with a few days notice so that the Government can prepare a proper answer. That said, supplementary questions are extemporary.

By the way, if anyone plans on giving a speech during the debates, please let me know beforehand so I can try to sort speakers in a way that makes sense. I know I coined the term "Informal Session" myself, but I don't want it to end up in shouting or people talking over each other or anything, and I don't want there to be any confusion on the procedure. Of course, if no one 'pre-registers', I'll just try to do things on the fly.

1) I plan on sending a reminder to MZs and non-MZ Cabinet ministers, and a separate invitation for the wider citizenry, ideally on Saturday at the latest. The people in charge should let me know, here or somewhere more convenient, about as many details as they wish me to put in the mailers (eg. videocall link, final/tentative program, time and date, etc.)
2) The Chancery would be happy to assist with putting together a PDF version of an Order Paper, for reference and as a memento. Material like that is probably under the whole purview of the Ziu's presiding officers, actually, since it's something separate from the Clark; but since I don't think I have much else to do besides just showing up on the videocall to tally votes, I am happy to help if it's something people would like.

1) So far, the info on talossa.com is all there is. There is no link yet, if I'm honest I'm not really sure what platform this is going to be on. I'm guessing it's Zoom, but I don't use Zoom so I have no idea how that works. We'll need to discuss this one more I think...

Maybe the agenda and pre-submitted Terps, but nothing else is really planned (i.e. no one who pre-registered for speaking on any bill or anything like that, and no fixed times for any events except 11:00 TST being when it starts)

Discord doesnt restrict meeting lengths, but I'm a bit wary of suggesting that ever since we couldn't get the audio working in our most recent call.
EDIT: Just found out that Stage channels (as opposed to regular voice chat) only allow up to 5 people having their webcams enabled. We could still host the event there using a regular voice channel, but we wouldn't be able to have any spectators unless someone were to livestream it to Youtube or something.
