I hereby open the XXV Nimlet session and call the House to order.

The distribution of Pastour seats is as follows:

@mximo (Mximo Carbonel): 5 seats (4 Progressive Alliance elected seats, 1 seat ex officio as Senator for Florencia)
@Açafat del Val : 2 seats (URL elected seats)
@Crement Itravilatx : 1 seat (Green Party elected seat)
@Breneir Tzaracomprada : 1 seat (Independent Progressive elected seat)
@Mic'haglh Autófil, O.Be : 1 seat ex officio as Governadeir

Under Article III, Section 9 of the Florencian Constitution, "the first order of business in the House of Shepherds, following the commencement of a new session, shall be by resolution the affirmation of their Confidence in the sitting Governor". However, I think it prudent at this stage to inform the Nimlet of my intent to resign my office as Governadeir, effective upon the election by the Nimlet of a new Governor-designate, or October 1st, whichever occurs first. This means the Nimlet has two weeks to elect a new Governadeir to whom I can directly pass the torch.

While I continue to hold my southern neighbors in high esteem and have every hope for their success (especially in their constitutional reform efforts), the desire to serve my own province's revitalization is ultimately incompatible with my continued governance here. Additionally, while the "hands-off" attitude I have maintained in my tenure is appropriate from a non-Florencian citizen, I do not think it is sustainable in discussions on major constitutional reform; someone who has the right to get more heavily involved as a citizen of the province is likely what is needed.

I remain happy to offer informal advice as a friend and neighbor as your reform process unfolds.

Fellow Pastours,

I think the outgoing governor has discharged his duties professionally and in line with the manner in which he committed upon taking it on. He has earned the gratitude of this House and I hope of the citizens of this province for his service. With that being stated I hope you will believe me when I say that I am only proposing a resolution of non-confidence so that S:reu Autofil can, as he has stated the wish to do, more effectively help his own province.

I rise to make the following simmple resolution:
