WHEREAS from time immemorial the term of the Cosa has been six Clarks;
AND WHEREAS the 54th Cosa expanded this to seven Clarks (https://wiki.talossa.com/Law:54RZ23_The_Uniform_Senesch%C3%A1l_Election_Act), to add a "Zeroth Clark" solely for electing the Seneschal;
AND WHEREAS the 57th Cosa added the "petition" system for electing the Seneschal (https://wiki.talossa.com/Law:57RZ19_The_Seneschal_Selection_and_Reselection_Amendment), making Seneschal elections rare and thus removing the justification for an extra Clark;
AND WHEREAS, due to a cascading series of oversights, OrgLaw IV.7 was never amended;
AND WHEREAS, due to this, the 58th through 62nd Cosa all ended one Clark "early" legally speaking;
AND WHEREAS we should either get this right or accept the new status quo;BE IT ENACTED that Organic Law IV.7, which currently reads:
QuoteA newly elected Ziu shall convene on the first day of the month after its general election, to coincide with the publication of the first Clark. Its term shall be equal to seven Clarks, subject to the provisions elsewhere in this Organic Law. During its last month, the King shall issue a Writ of Dissolution ending its term. Whenever the Cosâ may be dissolved, all its members shall resign.
be amended to read:
QuoteA newly elected Ziu shall convene on the first day of the month after its general election, to coincide with the publication of the first Clark. Its term shall be equal to six Clarks, subject to the provisions elsewhere in this Organic Law. During its last month, the King shall issue a Writ of Dissolution ending its term. Whenever the Cosâ may be dissolved, all its members shall resign.
A note on this issue: assuming that this Amendment passes the Ziu by the requisite margins, the Government intends to use the provisions of OrgLaw IV.9 to dissolve the Cosa after the Sixth Clark.
I already dread having to translate that bill name into Talossan, should it get onto the ballot...
