Hello Speaker,
I first wanted to thank the Seneschal for his October updates. His updates failed to answer a question that a member of the Opposition has posed without response. It was most likely overlooked and is a regrettable error. To get an answer to this question I pose it to the Foreign Minister
@xpb who is in charge of the ministry responsible for the BHAID.
I first refer to the following response from the involved Permanent Secretary:

In terms of BHAID, I have no access to the fundd and have no information of the actual balance of the funds we have to our organisation.
But I would recommend that we donate to charities helping in the relief effort, one for both nations effected, and have a citizen drive to also donate to the same charity organisations
I don't have any specifically in mind, apart from maybe the Red Cross. Other than that, people can recommend charities, and we can review
In addition to the Nepali Red Cross (https://nrcs.org/) here are some other great options operating in Nepal/Tibet:
Direct Relief (https://www.directrelief.org/about/)
Project Hope (https://www.projecthope.org/about/)
I wonder if the citizen donation drive could be done in cooperation with the new Talossan Naval Relief Corps?
I have no reason to not suggest that our donation be spread between these three charities and have a drive that encourages talossans to donate to all three
This is what I officially recommend
This was nearly a month ago and was in response to urging from His Majesty, King Txec. What is the status of implementing this recommendation?
Answering on behalf of my Minister: thank you for your question. Money is being appropriated through the budget process. Once the budget has passed, we will donate funds according to the advice of our permanent secretary.

As Burgermeister I stand ready to distribute funds as directed by the Minister of Finance after budget approval
As Foreign Minister I will support whatever action is approved by the Ziu.
