Chapter II

II- L'Etats de Cézembre

Article 7. Legislative power in the Sovereign Province of Cézembre is invested in l'Etats de Cézembre. l'Etats shall consist of no more and no less than twenty (20) seats.

Seats in l'Etats de Cézembre can only be assigned to citizens of Cézembre. Citizens may hold more than one citizens of Cézembre. Citizens may hold more than one seat, but no more than six. One seat cannot be divided seat, but no more than six. One seat cannot be divided among nor assigned to more than one citizen.among nor assigned to more than one citizen.

The Webspace / Subdirectories of Cézembre

Is there a method by which subdirectories may be established under ...>>Cézembre>>...? 

The purpose would be to organize types of discussion, such as l'Etats for official business posted for consideration, RAK as equivalent to The Hopper of the Ziu, CLO for the consideration of homestead requests by the Cézembre Land Office, CBS: Cézembre Bureau of Standards for measurement criteria, UCZ for the University of Cézembre etc.

There has been previous discussion https://wittenberg.talossa.com/index.php?topic=740.0 regarding the upcoming election of the Lord Warden.

The previous election https://wittenberg.talossa.com/index.php?topic=354.0 after my temporary appointment (for 1 Clark) was thought to seat you for the forseeable future, yet the Chancery insists that election needs to be conducted yet again after your seating for a single Cosa session.  It would be much more reasonable for the period of service to be adjusted based upon that previous election.

The question which has been posed in various ways is

Do you wish to remain Lord Warden, the representative of Cézembre to the Senäts of Talossa (which at the current time is a Kingdom)?


I believe the timetable for your declaration of such would need to take place by 14 May as per https://wittenberg.talossa.com/index.php?topic=738.0 to be in sync.

You appear to have been too busy to respond to discussion asked for in https://wittenberg.talossa.com/index.php?topic=737.0 nor any other post in this Cézembre forum since January 18, 2021, nor any other post in any forum since February 16, 2021

Be that as it may, you do need to respond at least within a month from today.

Since it has been determined that by statutes in the Cézembrean Adminstration Guide (CAG) A9 Lord Warden Election Act: "If there is one sole candidate for the position of Lord Warden at the start of the election, no election will be held and the sole candidate will be considered elected to the position."
And as Sénéchal, and not standing for this election (as I had previously when there was an election for Lord Warden), I would thus conduct the non-election (since Lord Warden cannot be appointed as per the Chancery regardless of intention of Cézembre and thus need to be elected in a non-election) should no other person decide to declare within that same timeframe until 14 May.

Should you choose to ignore declaration of intent somewhere in the Cézembre forum by 14 May, and should no other person declare intent to seek the position of Lord Warden somewhere in the Cézembre forum, then that position would be left vacant.

As Sénéchal, I cannot conduct an election for that same position, should it be due in the current election cycle, but I will stand for that position, should an election be required.  There may be others interested in standing for that position.  The question remains as to whether someone will accept appointment as the Conducting Officer as part of the CAG A8: The Sénéchal Elections Act to hold either a non-election election (for one standing candidate), or an actual election (for more than one standing candidate).

Cézembre Party Pre-Registration with the Sénéchal and the Governor-General (Cunstaval):

Each party willing to run for the election will need to submit to the Sénéchal and the Governor-General (Cunstaval) the following information at least 24 hours before balloting day:

Their full Party Name
Their party Initials
Their 50 Word or less statement
Their party leader(s)
The URL of a party platform (optional)
A candidate list for seats (optional)

This information will be included on the Cézembre ballot. Write-in parties are not allowed, but the party of "self" with the name of the Citizen being the party shall be allowed. Parties that do not register at least 24 hours before balloting will not be able to receive seats.

Our King is on the RAK

Regarding the King - John by the Grace of God, King of Talossa and of all its Realms and Regions, King of Cézembre, Sovereign Lord and Protector of Péngöpäts and the New Falklands, Defender of the Faith, Leader of the Armed Forces, Viceroy of Hoxha and Vicar of Atatürk with the official Talossan name of Ian Lupul:

Currently the CAG reads:

Article 1. The Sovereign Province of Cézembre is an autonomous and self-governing member of the federal Talossan nation and pledges eternal allegiance to His Royal Majesty, and the Regipäts Talossan.

Proposed A14 additions to Article 1

Section 1

Cézembre is a constitutional Monarchy with a King (or, if female, Queen) as its head of State.

Section 2

The King is the symbolic head of the Cézembre. Cézembre democratically grants the King certain Royal Powers and duties as described in this CAG and in statute law. l'Etats may establish procedures for when the King fails to perform a duty.

Section 3

The King of Cézembre is King John I, until his demise, abdication, or removal from the throne. Should the King at any time renounce or lose his citizenship of Cézembre, that renunciation or loss shall be deemed to imply his abdication of the Throne. Upon the demise, abdication, or removal from the Throne of the King, l'Etats will consider a new candidate.

Section 4

In dire circumstances, when the King is judged by competent medical authority to be incapable of executing his duties, or if he is convicted of violation of this CAG, treason, bribery, nonfeasance endangering the safety, order or good government of Cézembre, or other high crimes, Cézembre may remove the King from the Throne. l'Etats shall pronounce by a three-fourths vote, with the approval of  that the King is to be removed, and this pronouncement shall immediately be transmitted to the people for their verdict in a referendum. If a two-thirds majority of the people concur, the King is removed.

Section 5

The King may, at whim, appoint, replace, or remove a Regent (or a Council of Regency, which is considered equivalent to a Regent), who shall administer the government in the name of the King, and exercise all powers in the CAG or legally vested in the King, except the power to appoint or replace a Regent. l'Etats may by law remove or replace any appointed Regent, and if l'Etats removes a Regent appointed by the King, the King may not reappoint the same person Regent without the prior consent of the l'Etats.

Section 6

The King may grant titles of nobility and confer awards and decorations.

Cézembre / Introducing the RAK

I introduce, as Sénéchal of Cézembre, with possible use by future administrations:

RAK = shortened form of the Breton raktresoù-lezenn, as a method to list proposed legislation, projet de loi, proxhet for the CAG ( CÉZEMBREAN ADMINISTRATION GUIDE )

To "put something on the RAK" will be to introduce items for discussion prior to posting and decision in sessions of l'Etats, similar to the hopper for the Ziu, and where some such RAK may rise to the level of referral by l'Etats for a poll of all Cézembreans.

Items of this type placed into https://wittenberg.talossa.com/index.php?board=12.0 or similar at https://talossa.net/groups/citaxhienita-cezembre/ will use the preamble RAK until such time as forum discussion can be adjusted with a subdirectory for this purpose.

Given the S:reu Tamorán is already serving as Lord Warden, and was recently elected, and should he wish to continue service, and should there be no other other candidates for that office; perhaps the other members l'Etats can endorse him to the populace, and thus our election will be conducted in public and by acclamation?   I freely give my endorsement in that regard, and look to see if S:reus Rôibeardescù and Txaglh will do so also in this thread.   We will await the timeframe of the 56th session of the Ziu to determine if there are any other candidates.

In this case, the implementation of any other system of voting for only one candidate would be moot.  The only things that may come ballot would be candidates for l'Etats, and referenda directed to the citizenry, which need not involve the Talossan Chancery if perhaps   @Amada Merþedes could add conducting the election to her duties as Moderator of this forum.

Article II: The King
Section 3

The King of Talossa is King John I, until his demise, abdication, or removal from the throne. Should the King at any time renounce or lose his citizenship, that renunciation or loss shall be deemed to imply his abdication of the Throne. Upon the demise, abdication, or removal from the Throne of the King, the Uppermost Cort shall be a Council of Regency. (54RZ28)

I was not aware that the King had abdicated, nor have I seen any formal process to remove him, only to remove this section of the Organic Law as a fait accompli - am I missing something?

The third instance of this legislative session is called for 8-15 March 2021.  Hear Ye Hear Ye Hear Ye let all with business before l'Etats bring their business in detail to this thread. 

Some possible topics shall be:

1. Ongoing business of the CLO Cézembre Land Office

2. Welcoming of immigrants under Statute E.7.10

3. Potential identification documents (possibly last issued 2012)

4. Formation of a CBS Cézembre Bureau of Standards

5. General discussion of actions of the Ziu

It may also be appropriate to introduce the concept of Vote of Confidence into the affairs of l'Etats should there be a desire for change in direction or leadership independent of any different election timeframe of the Ziu.

Talossan Holiday (TBD): TO LOSE A LOUIS

Whereas a pint's a pound the world around (when using US volume) and,

Whereas there's an anecdote that a Louis was at one point defined by the price of a US pint of domestic draft beer at a bar run by Fritz von Buchholtz and was equivalent to 59 bence (now rounded up to 60), and

Whereas, many individuals could stand to have less body mass, even temporarily, and

Whereas, there's always a need for donated blood, typically taken as a pint, and

Whereas, a pint can be reintroduced carefully at a variety of fine establishments, thus

BE IT RESOLVED THAT (DATE) is TO LOSE A LOUIS DAY where Talossans are encouraged to lose one louis of weight and one louis of volume and donate blood and then replace it with a liquid refreshment of their choice.

I last did this on Veterans/Rememberance day, and plan to do it again on Groundhog Day so this will be still in the hopper, but perhaps we can find an appropriate date on the Talossan Calendar to introduce the concept.

I have observed that there was proposed, recently voted, and if ratified, a fundamental change to the Organic Law of the Kingdom of Talossa (if it can even still be called that).

However, that legislation is in direct conflict with our CAG and Constitution as the person having their status redefined is The King, His Majesty Regeu Ian, of the House of Lupul ("King John"). by the Grace of God, King of Talossa and of all its Realms and Regions, King of Cézembre, Sovereign Lord and Protector of Pengöpäts and the New Falklands, Defender of the Faith, Leader of the Armed Forces, Viceroy of Hoxha and Vicar of Atatürk.

From the CAG: Chapter I - The State
Article 1. The Sovereign Province of Cézembre is an autonomous and self-governing member of the federal Talossan nation and pledges eternal allegiance to His Royal Majesty, and the Regipäts Talossan.

As Sénéchal, I PROCLAIM for Cézembre continue to recognize as King, His Majesty Regeu Ian, of the House of Lupul ("King John") as the head of state for Cézembre and to follow the CAG, and El Regipäts Talossan Organic Law that was in place at the time of my election. Should there be a new Sénéchal elected, they would have the opportunity to chart their own course.  I seek counter-signature by @C. M. Siervicül &/or @King John via @Sir Alexandreu Davinescu

from the CAG: Chapter III- Le Sénéchal
Article 11. Le Sénéchal shall be the elected leader of Cézembre. Le Sénéchal shall have the power to issue proclamations which have the force of law. These proclamations may be appealed or amended as regular laws. These proclamations may not act as acts of attainders or any activity prohibited by the Organic Law (with regards to Prime Dictats). These proclamations must be counter-signed by the Governor-General (or the King, in case of, by lack of appointment or by long-term absence, a Governor-General).

As noted, there are remedies, should this proclamation be counter-signed, for l'Etats and the citizens of Cézembre.  While I evince that the King shall still be recognized, opinions may differ.  A change to the Constitution of the Sovereign Province of Cézembre requires:

From the CAG: Chapter VIII- Amendments
Article 21. This Constitution may be altered by a resolution of two third or more of l'Etats, which must be passed into approval by a referendum of the people, attaining the majority of those who vote, and proclaimed by the Governor-General.

Since I shall not propose a resolution to amend, it may be proposed by the other current sitting members of l'Etats which currently include @Txosuè Éiric Rôibeardescù, and @Ián Tamorán, @Ián S.G. Txaglh, or future members of l'Etats.  Since I shall not vote to amend, it shall take a vote of all remaining members of l'Etats to forward such as a referendum to the persons (currently 21) that I can determine as of the most recent Census are citizens.  In such a case, due to the importance of this possible fundamental change, I would seek a proclamation that a vote would continue until such time that every citizen would vote Per, Non, or Austaneu.

Wittenberg / Happy Landmark's Day - Stake Your Claim

Today is Landmark Day (3d Monday in January) commemorates all Talossan landmarks, including Grecian Delight (Grecian Delight Remembrance Day is observed on 19 January, the day that hallowed national landmark was destroyed by arson in 2010).  To establish Official Landmarks, those interested should utilize the auspices of The Ministry of the Interior which as of 2014 contains the Ministry of Home Affairs which in turn oversees the registration of national Landmarks.

Be sure to consider being in the first group to establish your own personal landmark via information contained in the thread Independence Day Gift from Cézembre

While a claim can be requested at any time, those who choose to do so prior to the adoption of An Act to secure Homesteads on the Isle of Cézembre will be added to an appendix of the original legislation, should it be adopted.  A vote is scheduled to take place prior to Squirrel Appreciation Day.
