There has been some discussion with the leader of the LCC that an MC does not have to vote on the VoC under current OrgLaw due to the use of the word "may". My understanding is that, under current law, based on El Lex that if an MC casts an invalid vote on the VoC, as SoS I have to punish them so I guess the issue really is what is an invalid vote?

I did some digging and found that an invalid vote, from 23RZ39 is a vote to abstain on the VoC. I don't see where that law has been changed. It is true that MC's and Senators are voting on a law to remove the reference to punishing MC's, but that is not yet in force.

My legal interpretation is that had the MC in question simply not voted on the VoC, no invalid vote would have been cast. However, the MC in question DID vote on the VoC with abstain. Under current law I cannot accept any of his votes.

I invite the leader of the LCC to challenge this in Cort if necessary. If there are other interpretations I'd also love to hear them.

I'm aware that there was some weird issue in creating the actual PDF of the Clark. I've notified the database administrator and we will get it fixed. The database reflects the current bills and for public record, here is a list of them:

I have no issue calling for bills earlier. One thing I'll do differently next Clark is to not enter the bills into the database right away. I have to ask MPF to edit or change them since I don't have that level of access even as SoS to modify a bill once I've put it into the database.

I was kind of taking the long view and not intending on removing bills from the hopper that pre-existed my appointment as SoS.

I will make the Clark on November 1st's morning and bills submitted up to a few hours before that will probably also be taken.

PLEASE note that in order to support a bill, you need to:

1 ) Be a Senator, the Secretary of State or the King
or
2 ) Have been nominated as a Cosa Member for the upcoming Clark BEFORE the 21st,

To vote on the Clark, you will once again have 2 options:

1 ) You will be able to vote in the Clark thread (which will be created later on the 1st of November), as usual. I will enter your votes in the DB.
