l'Etats / Session for l'Etats 24-31 January 2022

So as not to conflict with the current or next Cosa session, and to conduct business such as homestead claim confirmations and other items brought forth from the RAK, I hereby call a session of l'Etats de Cézembre for 24-31 January 2022.

As might relate to legal discussion in other forums... I suppose I could take a cut at it and let others correct my flawed language skills while I learn - that is if this hadn't been done previously.

The Universal Declaration of Human Rights is the most translated document in the world, according to Guinness World Records. The six page document was produced by the United Nations in 1948, and has been translated into over 500 languages and dialects from around the world, ranging from Abkhaz to Zulu. The document outlined for the first time, the fundamental human rights to be universally protected. The premise is that all people, regardless of their race, religion, country of origin, or any other factor, are entitled to those rights enshrined within the document.

If you are referencing when l'Etats meets then:
Article 10. L'Etats shall have power to pass any bill into law by a simple majority vote of its Voting Members. Le Sénéchal s hall send out a notification of voting period, of at least seven days. Each member shall have a prescribed amount of time in which to cast his vote (by email, telephone or forum post) before voting closes.
I have typically extended this to at least a fortnight.

If you mean a general history I will delve into that as well.

An interim step towards funding of IDs or Passports would be to get a custom stamp made (approx. $20) to issue Visas to the Kingdom of Talossa of a duration of 2 to 5 years (to make them reasonably durable) where the holder of one of these other documents could send them with a self addressed stamped envelope for return and charge say ℓ6¤25 or $10USD for processing (taking the stamp out and marking the document and putting it back in the SASE).  Perhaps some kind of coupon book from businesses in the GTA could be included if it is already printed and distributed at UWM or similar organizations.

It would be of interest to have simple ID cards, but with investigation for organizations that develop those may turn up some that can also provide camouflage / fantasy passports such as one I obtained for the time I was working in Saudi Arabia and traveling in the middle east.  This was not intended to be presented at any actual border, but perhaps to hand to the nice man in the balaclava holding an AK-47 representing a non-governmental organization.  These may be useful to Talossans both for personal enjoyment and also potentially for personal security, and are typically accompanied by other club membership cards (Whiskey and Science Fiction?) or peripheral documents (Royal Heavy Opera Benefactor? Maritiimi-Maxhestic Yacht Club slip permit?) and perhaps visa stamps from the various provinces or Péngöpäts.  My estimate that such could be developed for $50-$60 US as I believe the Conch Republic sells theirs for $100 as a fundraiser (which could be another purpose for this activity)

This would allow newbies to get involved right away without having to pledge allegiance to one or another political party right off the bat. However it would need an OrgLaw amendment to IV.1 and IV.2.

Comments?

This could work -- if checks and balances are maintained, such as having a monarch (king or queen) not subject to standing for election -- vs a president elected each 5 years (even if they have a different title assigned)
