I have updated Title B, Section 2.5 to reflect that sometimes, Founders' Day itself may fall on April 20 -- like today! Happy Birthday, Belacostă!

I've also added Title E to the proposal -- this clarifies a few things on provincial elections that the Constitution did not specify.

Posting my feedback on the proposed changes as well.

One of the key changes is a mild reduction in the powers of the Senäts; namely allowing the Cosa to override the rejection of a bill by the Senäts by a 3/5 supermajority on regular legislation only (i.e. not OrgLaw amendments).

* This balances an increase in the power of individual Senators (because of the decrease in their number) with a reduction in their power as a body.
* It brings the Senäts more in line with the "postponement" model of upper house legislative consideration seen in most other parliamentary systems.
* It does not affect the power of a royal veto, which the King is still completely entitled to use on bills for which the Cosa has overridden Senäts rejection.
* As I mentioned earlier, the consent of the Senäts is still mandatory under this model for amendments to the Organic Law.

WHEREAS, the Fixed Electoral Date Amendment (60RZ21) was not ratified by the Talossan People at the most recent General Election, and

WHEREAS, that amendment included a streamlined, updated definition for HM Loyal Opposition, and

WHEREAS, this definition is worth implementing into El Lexhatx, where the Opposition is currently defined, then

BE IT RESOLVED, that Title H of El Lexhatx, Section 4.3, which currently reads

I can't say I'm in favor of citizenship votes. That basically means the Government of the day actually has a much easier path than they do now of filtering prospective citizens based on political alignment. I could maybe see an argument that the two petitioners must be one MC and one Senator, maybe, because at least then all you need is one, not 50%+1.
