WHEREAS Russia's aggression against Ukraine and China's genocide of the Uyghurs are very worthy of being condemned, and

WHEREAS TNC MC Tzaracomprada has introduced Senses of the Ziu condemning them, and

WHEREAS Despite his eloquent writing, MC Tzaracomprada's true motivation for introducing these Senses is likely to politically embarrass the Free Democrats for their ongoing boycott of TNC legislation, and

WHEREAS The evidence of this is that he has not introduced any similar Senses in the previous several Cosas, despite (unfortunately) there being plenty of bad things going on in the world which could have been condemned, and

WHEREAS I reject the use of sanctions because they disproportionally harm the poor of every nation they are inflicted on, while exerting almost no influence on the governments of those nations, and

WHEREAS the Organic Law directs that each government submit a budget by the second Clark of their Cosa term

PART A: Appropriations Request

His Majesty's Government hereby submits to the Ziu a request for the appropriation of funds from the Royal Treasury totaling 216¤42 ($325.05) for the specific purposes and subject to restrictions as outlined herein:


CULTURE:

  • Creating physical items of Talossanity: 33¤20 ($50)
STUFF:

  • Webhosting costs: 100¤02 ($150.05)
  • Google ads: 33¤20 ($50)
  • ID Cards: 33¤20 ($50)
FINANCE:

  • Donation in John Eiffler's name to a fitting organization: 16¤40 ($25)



FURTHERMORE, notwithstanding the above allocations, no funds shall be disbursed without a notice of disbursement having first been transmitted to the Ziu at least fourteen days prior to the disbursement, except that disbursements solely for the purpose of postage may be made with no less than 24 hours notice. Notices shall contain details of the purchase and a cost estimate for the purchase, or the total amount paid if seeking funds for reimbursement. Copies of receipts and/or invoices will be provided upon request to Members of the Ziu.

FURTHERMORE, any funds allocated by this section shall be retained in the central fund by the Burgermeister of Inland Revenue until such time as they are disbursed. Funds not disbursed prior to the end of the government term shall remain in the central fund.

PART B. Fundraiser, Minting, and Other Authorizations

FURTHERMORE, the Minister of Finance, or his appointed deputy shall undertake to create manage and promote a voluntary fundraising campaign,  to the citizens of Talossa and other interested parties over the course of the term. The targeted amount for the campaign shall be ℓ133¤20 ($200). The proceeds of seignorage, sales of stamps, TalossaWare proceeds, and other voluntary contributions shall be included in this total except as provided elsewhere. The expected income for the term is as follows:

    Proceedings of sales (Coins/Stamps/Talossaware) + Donations to the Kingdom: ℓ133¤20 ($200)
    Registration fees for Cosa election: ℓ20 ($30)
    Registration fees for Senäts election: ℓ10 ($15)
    Interest on Talossa's bank accounts: ℓ3¤20 ($5)

Total: +ℓ166¤40 (+$250)


PART C: Investment Policy

FURTHERMORE, His Majesty's Government hereby directs the Burgermeister of Inland Revenue to invest all held funds into a high-interest savings account unless or until otherwise directed or advised by act of the Ziu.

The bill is not twice-failed, it is once-vetoed. Also, given that the TNC actually put Monarchy reform in their 50-word statement, your voters might now want to know what you have in mind. If the current proposal is not to your liking, you can vote it down and propose something else.

I also sent the TNC leader a private message asking him his stance on Monarchy reform, which was ignored (even though I know he saw it).

The Talossan National Congress has stated in multiple places that it is interested in monarchical reform. However, they have repeatedly ignored requests to elaborate on what specific reforms they want. They have not submitted their own amendment but are almost certain to vote down the currently proposed one (the Compromise on the Compromise Act and Amendment).

Monarchy reform is a top priority for the current Government, and in order for anything to pass we will need to work with the TNC. The TNC announcing before the election that they would flatly reject any reform would be understandable. However, campaigning on reform and then stymying any attempt at it by refusing to clarify their position can only be called dishonest.

Therefore, the Government believes the best way to encourage the TNC to stay true to their promise is for all FreeDem and PdR MZs to vote down all TNC bills unless and until they indicate what monarchy reforms they want.

As I mentioned in a post a few weeks ago, I installed Google Analytics on talossa.com a few weeks ago as a first step to running Google Ads to promote immigration. When you buy a Google Ad, you choose certain words and phrases, and your website appears higher in the results whenever someone searches for those terms.

Google Analytics gives you the top 10 search terms that result in the most impressions of and visits to your website (an impression is when the user sees your website in the search results but doesn't necessarily visit it). Eight of these include "Talossa," and I don't think we need to pay for ads for "Talossa" because we are already the top result whenever someone searches for that. The other two are "micronational citizenship" and "grant of arms." I think it would be worthwhile to advertise on these two terms, because the people searching for them would be interested in Talossa but don't necessarily know that it exists.

I invite the public to comment on my observations. I am planning to include $50 for an ad campaign in the upcoming budget.

WHEREAS The current system of selecting the Seneschal is way too cumbersome given that the result is pretty much known in advance, and

WHEREAS The system for selecting the Túischac'h works well, and if applied to select the Seneschal, would lead to the same result as an election almost all of the time, and

WHEREAS We also have no method of finding a new Seneschal when the existing Seneschal resigns and there is no Distain

THEREFORE Article VI of the Organic Law, which currently reads:

He may also declare war and write treaties with the approval of the Ziu, expedite the Ziu's consideration of legislation, and issue Prime Dictates. (54RZ23)

Section 4 Prime Dictates (PDs) are public declarations which affect government policy and have the force of law. They take effect upon their countersignature by the King and function as laws for all purposes, with such exceptions and subject to such conditions as the Ziu may enact by statute. Prime Dictates are exempt from all provisions relating unto legislative proposals, but may never be used to amend this Organic Law. (54RZ23)

Section 5 The election of a Seneschál shall be the sole and exclusive business of the first Clark of every newly seated Ziu, but neither a member of the Senäts nor the King may vote on the matter. The Senäts may undertake during such Clark any of their business for which the consent of the Cosâ or the King be not requisite. (54RZ23)

The method of election of a Seneschál shall be Ranked Choice Voting. Each member of the Cosâ shall have as many votes in the election as the seats which he hold in the Cosâ, but shall cast his votes as one bloc and have no divided conscience. The candidates for each such election shall be nominated by each political party which shall have earned representation in the Cosâ at the most recent general election. (54RZ23) (55RZ22)

No member of the Cosâ may abstain in the election of a Seneschál, and shall rank on his ballot at least two distinct preferences, which itself shall be made public. (54RZ23)

Whichever candidate shall have earned a majority of the votes in his election, as according to the method of Ranked Choice Voting, shall be appointed subsequently and forthwith by the King to serve as Seneschál, and the results of the election shall be published at large in the Clark. (54RZ23)

Section 6 The Seneschál shall announce publicly both the members of the incoming Government and the Government's legislative agenda at least before, if not sooner than, the last day on which a member of the Ziu may submit a measure to the second Clark. Failing this, the King shall dissolve the Cosa and call new elections.(54RZ23)(55RZ22)

Section 7 No election for the Seneschál shall occur, except during the first Clark of a newly seated Ziu. (54RZ23)

Section 8 The Seneschál shall appoint a member of the Government to be the Deputy Prime Minister, who shall be known otherwise as the Distáin. The Distáin shall act in place of the Seneschál in case of absence or disability of the latter, and shall become the Seneschál in case of death, removal or resignation. The Ziu may establish by law the procedures and standards in order to determine the absence or disability of the Seneschál, as well as the manner or conditions by which the Distáin shall be appointed. Section 9 The King appoints and dismisses members of the Government (Cabinet) on the advice of the Seneschal. The Government consists of the Seneschal, the Distáin, and various other ministers as set by law or appointed as the Seneschal sees fit. (54RZ23)

  • All FreeDems and PdR MCs will give their first preference to Ián Plätschich for Seneschál on the "0th Clark".
  • Cabinet Ministers will be required to be continuously active in their portfolios. Cabinet Ministers who fail to carry out their agreed duties will be required to give an explanation to the Ziu, or else resign.
  • All Cabinet Ministers will be required to keep in regular contact with the Seneschál and the rest of Cabinet, to answer any Terpelaziuns promptly, and to otherwise make themselves present and accountable to the nation. If extra-Talossan life becomes a problem, it is expected the minister will speak up and speak loudly while asking for help and delegating. The Seneschál shall be the final arbiter of whether a Minister should be replaced.
  • Ministers shall have the right to hire and fire Deputy Ministers, and to appoint Permanent Secretaries, at their discretion.
  • The existing Cabinet Code of Conduct will remain in force.

  • We will work towards a stamp or other fitting commemoration of the deceased Old Growth Talossan and former UC Justice John Carl Eiffler.
  • We will find a replacement for the Burgermeister of Inland Revenue
  • We will continue the "Patriot Points" programme to encourage voluntary taxation and citizen purchases of Talossan coins and stamps.

FOREIGN - Mic'haglh Autofíl

  • We will return to active engagement with the micronational world, including active fostering of diplomatic relationships and exploring dual citizenships. We will seek to have a presence at MicroCon 2022, the upcoming micronational summit in Las Vegas, Nevada.
  • We will return to actively appointing ambassadors, including the design of letters of accreditation.
  • We will set up a Landing Pier on Wittenberg where non-citizens will be free to participate along with Talossans, assuming their good behaviour.
