Mr. Speaker,

I rise with an enquiry for the Minister of Technology @Mic'haglh Autófil, O.Be

Minister Autofil, recalling your response to my enquiry concerning control of the back-end in May which was as follows:

Quote from: Mic'haglh Autófil, O.Be on May 24, 2025, 01:18:03 PMEstimat Tuischac'h,

I thank the Member for this question; the Ministry is working on getting the Burgermeister of Inland Revenue access to the team on DigitalOcean. While we likely could get by on having everything registered under the Ministry's email address, having people use personal funds to pay, and then reimbursing them from the Treasury, it seems to me a much cleaner option for the future to simply set up direct payment now and cut out the middleman.

What is the status of the Burgermeister's access to the team on DigitalOcean?

Mr. Speaker,

This enquiry is for the Foreign Affairs Minister @Antaglha Xhenerös Somelieir
The Minister described an agenda which has the support of the Green Party but we are keen to confirm there is progress on it.

Recalling Minister Somelieir's statement in reply last month:

Quote from: Antaglha Xhenerös Somelieir on May 14, 2025, 07:56:50 AM
The ministry of Foreign Affairs, over the course of the coming Ziu, shall work with HM the King to reach out to other micronations, to put Talossa in even greater awareness and to find good allies and partners.
The core aims shall be:-

* Look for micronations that share common values and principles with the laws and citizens of Talossa and reach out to them
* Strengthen diplomatic ties with others in the community of micronations
* Look at how Talossa may participate in events hosted by groups of micronations

We hope to work towards these goals over the course of the incoming Ziu session which we believe will be of benefit to Talossa. We will be willing to hear out requests from citizens with offers of help/ recommendations, and to other micronations, to hear and contemplate individual proposals from foreign nations.

Antaglha Xhenerös Somelieir
Minister of Foreign Affairs

I ask for the Minister to please describe recent efforts by the Ministry specifically and not in cooperation with His Majesty to develop micronational relations and to participate in micronational events or groups.

Mr. Speaker,

This enquiry is for the Avocat-Xheneral @Dr. Pôl dal Nordselvă

Attorney General Goals – Kingdom of Talossa

Mr. Speaker,

This enquiry is for the Defence Minister and follows up on his reply from last month:

Quote from: Bråneu Excelsio, UrN on May 16, 2025, 02:07:28 PMThe Live Promotion Ceremony depens on the number of promotions and exhibitions, but here's a few things we have planned.

We have lined up a Zouaves Recognition Update to happen during May and June.
We will support the Royal Navy in updates and new initiatives to be announced.
We will create a publicly accessible archive highlighting the history of Talossa's military institutions.
Also, we will review and publish a clear, simplified chart of the current Defence Ministry structure.

@Bråneu Excelsio, UrN Concerning the Zouaves Recognition Update, which is expected to occur either in May or June, what updates are there on this event?

Mr. Speaker,

This enquiry is for the Immigration Minister @Miestră Schivă, UrN-GC

I recall the following answer from the Deputy Minister here:

Quote from: Miestră Schivă, UrN-GC on May 17, 2025, 05:14:18 PMI will ask the Deputy Minister @Iac Éovard Valadeir to speak to this directly

EDIT: And here it is:

"Between increased work hours, finals, and preparing for college, I'll admit that I've bitten off more than I could chew. However, rest assured I have no intentions of abandoning talossa or the responsibilities I have to it"

The slow trickle of immigration is now a trend that is entrenched unfortunately over the past couple of terms. The idea of an applicant shepherd, of sorts, as the Deputy was supposed to have served, is a good one but I note no improvement in his activities since the reply. And based on the list of responsibilities: work hours, finals, and then college it seems like the workload could be considerable into the forseeable future. But the need for heightened assistance with immigration remains.

How does the Minister plan to respond to continued inability to perform the duties by the Deputy, however regrettable, to meet this very important and pressing function?

Mr. Speaker,

I rise with an enquiry for the STUFF Minister @Bråneu Excelsio, UrN
I may be incorrect so please let me know if that is the case but the last issue of La C'hronica I can find is from January 2025 by S:reu Autofil here: https://wittenberg.talossa.com/index.php?topic=3798.0 Further, the Kingdom's website shows the last issue is December 2024.

This government gazette is supposed to be issued monthly so I ask when will the next issue be distributed on Wittenberg and via email to the citizenry?

Whereas, the years-long civil war in Sudan has led to one of the world's most dire humanitarian crises, and

Whereas, according to the Sudanese American Physicians Association (SAPA): "With over 25 million people in urgent need of humanitarian assistance and nearly 10 million displaced, Sudan faces an unprecedented crisis...", and

Whereas, SAPA provides life-saving healthcare, essential medicines, and vital food supplies to families who have lost everything."

Whereas, we note the scale and gravity of the mass suffering has not prevented it from being overshadowed by other conflicts but it has not escaped the concern of the Talossan people.

Therefore, the Ziu of the Kingdom of Talossa directs the Bureau of Humanitarian Aid and International Development (BHAID) to make a one-time contribution of $50 (USD), to the Sudanese American Physicians Association to assist with their efforts in relieving the suffering of the Sudanese people, at https://sapa-usa.org/hope-for-sudan/.

El Ziu/The Ziu / Biannual Census?
May 26, 2025, 02:15:30 PM
@Sir Lüc Mr. Secretary, you are likely to already be on it but I wanted to check, just in case, if we are due for another National Census? The last one appears to have occurred in 2023.

Whereas, the Kingdom of Talossa is committed to the principles of international justice, human rights, and the rule of law, and
Whereas, the International Criminal Court (ICC) serves a pivotal role as an institution prosecuting individuals for genocide, crimes against humanity, war crimes, and the crime of aggression, and
Whereas, the effectiveness of the ICC relies on the cooperation of states who are parties to the Rome Statute in executing arrest warrants and facilitating the extradition of individuals indicted by the Court, and
Whereas, the arrest and prosecution of national leaders under ICC indictment and accused of serious international crimes are essential steps toward accountability and deterrence.

Therefore, be it resolved that it is the Sense of the Ziu of the Kingdom of Talossa that:

QuoteTalossa affirms its support for the Rome Statute and the mission and work of the International Criminal Court, and
Talossa recognizes the importance of international cooperation in enforcing ICC arrest warrants, including those issued against sitting or former national leaders.
Talossa encourages all nations to respect their obligations under the Rome Statute by cooperating fully with the ICC, including the arrest and surrender of indicted individuals, and
Talossa encourages cooperation by all nations to assist with the bringing to justice of specifically of currently indicted leaders such as Vladimir Putin of Russia, Omar Al-Bashir of Sudan, Min Aung Hlaing of Myanmar, and Benjamin Netanyahu and Yoav Gallant of Israel (relatedly we note the indictment of the believed-to-be-deceased Hamas military commander Mohammed Deif), and
Talossa stands resolute in solidarity with victims of genocide, crimes against humanity, war crimes, and crimes of agression in Ukraine, Sudan, Palestine, Myanmar and around the world and supports efforts to bring perpetrators to justice, regardless of their position or status.

Tuischach,

In answer to my initial terpelaziuns the Seneschal very helpfully referred this Opposition member to the Throne Speech. On review of that speech I see no specific reference to the work of the Avocat-Xheneral and the Justice Ministry.

This enquiry is for the Avocat-Xheneral. For the upcoming term, what specific goals and or priorities will govern the work of the ministry?

The Green Party sends its congratulations to Prime Minister Mark Carney, the Liberal Party, and the Canadian people. This election result seems to be a clear repudiation of growing American authoritarianism and the threats it represents for America's neighbors, near and far. During the election, we urged Talossans to not consider the Kingdom as some play-refuge from the real world. This is another meaning of the Green Party's anti-isolationism. We can speak on important international issues. And, as a part of honoring our democratic heritage, we must.

Quote from: Baron Alexandreu Davinescu on April 26, 2025, 09:46:44 AMIf I may, I'd like to begin by quoting the recent joint statement.

Quote from: Miestră Schivă, UrN-GC on April 25, 2025, 04:48:23 PMThis statement has been approved by the leaders of both the ¡Avant! Coalition and the Progressive Alliance.

When antisocial behaviour is tolerated, the victims of antisocial behavior are effectively excluded. If our patriotic goal is a large and vibrant Talossa, behaviour which drives other people out of participation (or out of citizenship) is unpatriotic. This goes for all forms of harassment, sexually-tinged or otherwise.

Creating a hostile environment in Talossa, where not only the target of the behaviour but others watching it feel icky and alienated, must be sanctioned. The threshold for criminal harassment (El Lexhatx A.7.1.2) is high and should remain high. However, there must be a ladder of escalation. There should be informal, or social, sanctions for such behaviour before it escalates to the criminal level. This is a call for serious enforcement of Wittiquette rule 8: "Don't be a troll or otherwise post in a way that is intended solely to annoy people or infuriate them." (https://wittenberg.talossa.com/index.php?topic=125.0)

In previous years, effective moderation of Wittenberg was hampered when the targets of moderation made a claim to either "free speech" or "political bias". In a country like Talossa, where more than half the active population are political figures, it is far too easy to politicise basic requests for human decency. This is why a cross-party political agreement of forces representing a supermajority of Talossans is necessary so that this does not happen again.

Therefore:

1) we support strong moderation of Wittenberg to enforce Wittiquette Rule 8 when it comes to sexual harassment, even when it doesn't rise to a criminal level; we have confidence in the Chancery and its appointed agents to do so fairly, and we will back their decisions.

2) we pledge non-cooperation with and informal boycotts of serial harassers whose behaviour does not (yet) rise to the level of criminal activity; to end when such offenders convincingly change their ways.

3) we will likewise support similar measures following such behaviour on the part of any signatories of this declaration, or any members of their parties or their allies.

4) we will open a broader debate on how to deal with trolling, cruelty, and creating a toxic environment in Talossa.

I have asked for the creation of this board to begin the broader debate on trolling, cruelty, and creating a toxic environment in Talossa.  This is an important issue, since it exists at the intersection of free speech and the safety of the public commons.

Talossa is a mostly online experience, these days, although hopefully that won't always be true.  Accordingly, it is uniquely vulnerable to government intrusion on free speech.  Some of you may know that I am a political activist in my other country, as well, and we run frequent protests, stand-ins, and other activities (especially lately).  It would be impossible to engage in these physical forms of protest in Talossa, since speech is so central to our experience.

But we also cannot allow trolling and toxic behavior to drive away potential immigrants or target current citizens, since both of these groups -- and our public commons -- deserve protection.

D:na Seneschal, do you have an agenda in mind?

The Green Party supports all of this, Baron.

I do think we have some important questions here offered under Section 4 of your statement:

I would be interested in seeing definitions of what will qualify as "trolling and toxic behavior" and where, if at all, does it make Wittenberg unsafe.
How does a serial offender demonstrate convincingly they've changed their ways?
What legal recourse does the accused have to challenge Section 8 rulings by the Chancery or their designee?

Summit on Toxicity and Destructiveness / Support
April 26, 2025, 09:19:58 AM
The Green Party is genuinely excited to support this Summit's efforts to address the toxicity and destructiveness coming from all sides which was eloquently stated by the Seneschal during the most recent campaign.
