This terpelaziun is for the Foreign Minister. Minister Autofil, your report last month was well-received. As has been mentioned, an open and active stance with respect to foreign affairs has broad support. Based on last month's report, please update the Ziu on progress made concerning the cultivation of relations with other nations. Also, in a previous reply, you had mentioned that the BHAID was a lower priority but if there are any updates regarding this agency then please provide those as well.

Whereas, the Chancery is one of the most important offices in the Kingdom, and

Whereas, it has been frequently stated that filling the position of Secretary of State has been a troublesome task in the recent past, and

Whereas, this statutory revision is offered in the spirit of reform as a process or act of fundamental problem-solving or iterative improvement.

Therefore, be it resolved, that the following changes are made to Title C of El Lex:

The existing 1.2.1 is replaced with: One member of the Chancery shall be the Deputy Secretary of State. The Deputy Secretary of State shall be appointed under the same procedure as the Secretary of State in addition to advice and consultation from the current Secretary of State. The Deputy Secretary of State shall immediately succeed the Secretary of State upon their death, resignation, or removal. The Deputy Secretary of State shall fulfill responsibilities to assist the effective operation of the Chancery as assigned or delegated by the Secretary of State.

The existing 1.2.1 is renumbered to 1.2.2 and revised and following subsections are renumbered: Another member of the Chancery shall be the Royal Data Clerk, heading the Office of Dynamic Data Management. The function of the Office of Dynamic Data Management is to manage all computer records owned by the Kingdom of Talossa for its official functions and delegated to its care in order to help other Royal Households, Ministries or any other organization of the Kingdom which needs data management. The Royal Data Clerk may be the same person as the Secretary of State. The Royal Data Clerk shall be considered an Officer of the Royal Household.

1.2.3. is revised to read as follows: The Royal Data Clerk is appointed by the Secretary of State. The Deputy Secretary of State and/or the Royal Data Clerk may perform official business as delegated to them by the Secretary. Both the Deputy Secretary of State and the Royal Data Clerk shall have all the access required to carry out the Chancery's functions under this section.

I wanted to test the waters for a new series. In reviewing Talossa.com there is an excellent quote on the front page concerning "Why I love Talossa."

Would there be interest from other Talossans in contributing either a paragraph in written form or a short minute or two video describing why you love Talossa?

This series would surprisingly be called "Why I love Talossa..."

Whereas, the SOS position is by norm, tradition and, based on the first whereas clause, necessity considered nonpartisan, and

Whereas, the current SOS acts as party leader for the Free Democrats, and

Whereas, this situation is in direct conflict with the norm that the SOS is nonpartisan and could create a potentially dangerous precedent for future SOSs who may not be as honorable and morally upright as the incumbent, and

Whereas, this measure to address this precedent is not an effort to impugn the character, stain the honor and good work of the current SOS, or officially accuse the SOS of a crime and therefore not a bill of attainder, and

Whereas, to demonstrate this, the proposed measure addressing this precedent will only take effect upon the end of the current SOS term.

Therefore, be it resolved, that upon the resignation, dismissal, or death of the incumbent Secretary of State, Dr. Txec dal Nordselva, the following amendment shall be made to section 5 of Title C, so as to read:

Quote5. The Secretary of State shall hold no seat in the Ziu. The Secretary of State shall hold no position of leadership in a political party or other partisan organization.

I note the last updates to the program appear to be from 30 March 2021 which is just over 14 months ago so this is not only on this administration but there have been contributions by voluntary tax within that time period.

Please update the Ziu on any progress to restore the "Patriot Points" program, accurately reflect the history of contributions, and to encourage voluntary taxation and citizen purchases of Talossan coins and stamps.

This terpelaziun is for the Seneschal. Now that we are past the 1 August 2022 date of completion for some of the tasks the Minister of Defence referenced I seek an update on the status of the Minister of Defence. Further, an update on the tasks mentioned in your reply.

Whereas, the Kingdom of Talossa has long claimed a mythical and/or mystical Berber connection, and

Whereas, the Kingdom can honor this connection by supporting the right to self-determination of Berber peoples such as the Sahrawi of Western Sahara, and

Whereas, Western Sahara has been under military occupation by the Kingdom of Morocco for nearly five decades.

Therefore, be it resolved that it is the Sense of the Ziu of the Kingdom of Talossa:

To call on the Kingdom of Morocco to negotiate and finalize under UN auspices the end of its occupation of Western Sahara, and

To honor its mystical Berber connection, beyond the mere espousing of it, by raising awareness of the Western Sahara struggle in Talossa and beyond.
