Could we create an Immigrant Applicant Archive containing resolved applications older than say six months? Similar to what the King did for The Hopper when he was SoS like here: https://wittenberg.talossa.com/index.php?topic=2876.0

The swell of applications has ebbed recently but it could reduce the currently cluttered Immigration threads.

Therefore, the Ziu of the Kingdom of Talossa enacts the following statutory change. El Lexhatx Section D.2.6.6 through D.2.6.6.3.1 which reads as follows:

Quote2.6.6 The Bureau for Humanitarian Aid and International Development (The Bureau) shall serve as the hub for the Kingdom of Talossa's support for disaster and poverty relief and other forms of humanitarian assistance, emergency response and the promotion of efforts towards socioeconomic development.
2.6.6.1 The Bureau shall operate under the auspices of the Ministry of Foreign Affairs. The Bureau shall be administered by an Administrator to be appointed by the Minister of Foreign Affairs.
2.6.6.2 The Bureau shall be funded by contributions from individuals, nonprofit organizations and where deemed appropriate by the Ziu, legislative appropriations.
2.6.6.3 The Administrator shall make every effort to ensure that Bureau's funds are donated to humanitarian organizations in a timely manner, and shall notify the public when outgoing donations are made. This notice shall include at least the amount, date, and beneficiary of the outgoing donation(s).
2.6.6.3.1 Other provisions of el Lexhatx notwithstanding, outgoing donations made with money contributed by private parties shall not require the approval of the Ziu.

A new section, 1.8 is added under El Lexhatx Section C, to read as follows:

Whereas, in recent years the United States has exhibited patterns of democratic backsliding increasingly associated with illiberal and hybrid regimes such as Hungary or Turkiye, including sustained attacks on the legitimacy of electoral outcomes, efforts to weaken or intimidate independent courts and civil servants, the politicization of law enforcement, the normalization of disinformation as a political tool, attempts to delegitimize and/or control independent media, the demonization of groups on society's periphery, and hostility toward traditional allied nations and international institutions, and

Whereas, these developments stand in marked contrast to norms observed in many peer nations, including those with fewer resources, less global influence and historical struggles with democratic consolidation, yet which continue to safeguard electoral integrity, institutional independence, and public trust, and

Whereas, the erosion of democratic standards within a state that exercises outsized cultural, economic, and political influence carries consequences far beyond its borders, emboldening anti-democratic actors and undermining an international order based on rules and right rather than might.

Therefore, be it resolved, that the Ziu of the Kingdom of Talossa formally registers its grave concern regarding democratic backsliding in the United States and rejects claims that government without the consent of the governed is an acceptable or inevitable feature of a healthy community of nations, and

Be it further resolved, that the Ziu of the Kingdom of Talossa affirms that a government's legitimacy derives not from a monopoly of violence, power within a given territory, or historical prestige, but from consistent adherence to constitutional limits, respect for electoral outcomes, and the independence of democratic institutions, and

Be it finally resolved, that the Kingdom of Talossa calls upon the United States, as it has called upon others, to meet the standards it has long demanded of the international community, and to undertake the necessary civic, legal, and institutional renewal required to restore democratic credibility at home and abroad.

Whereas, during the previous Cosă term there was an unexpected and continuing absence in the Office of the Túischac'h, and

Whereas, in the words of one then-MC this absence "...made maintaining order in an already chaotic legislature even more difficult," and

Whereas, this unfortunate situation highlights the need for some ability to replace a (purposeful or not) absent Cosă speaker for the sake of maintaining legislative order.

Therefore, be it enacted by the Ziu of the Kingdom of Talossa, that Article H, Section 4.4 of El Lexhatx, which currently reads as:

Quote4.4. The Cosă shall elect the Túischac'h as follows.
4.4.1. Should the position of Túischac'h be vacant and a majority of Cosă seats be filled, any Member of the Cosă may either nominate one eligible person for the office of Túischac'h, or second such a nomination made by another Member of the Cosă.
4.4.2. Members of the Cosă may not nominate or second multiple different nominees.
4.4.3. Should the Secretary of State determine that an eligible person has been nominated and seconded by members currently representing an absolute majority of seats in the Cosă, the Secretary of State shall declare the person to be duly elected as Túischac'h, to serve until the Dissolution of the current Cosă.

Is amended to add an additional section as 4.4.4 to read as follows:

Quote4.4.4. Upon receipt of a petition declaring the Office of Túischac'h vacant from members of the Cosă representing an absolute majority the Secretary of State shall declare a vacancy in the Office of Túischac'h.

And 4.4.5 is also added as follows:

Quote4.4.5 The Túischac'h shall have full powers to suspend an MC from Cosa debates for Contempt of the Cosa. For a first offense, this shall have a maximum term of 1 day, for a second and subsequent offenses, this shall have a maximum of seven (7) days.

Whereas, presently the King, Seneschal, and Secretary of State can request an advisory opinion from the Cort pü Inalt, and

Whereas, presently the Government's chief legal advisor, the Avocat-Xheneral, nor the principal originators of legislation-members of the Ziu, can request an an advisory opinion from the Cort pü Inalt, and

Whereas, by removing this advisory opinion we can adopt a preferable "case or controvery" approach to legislative consultation rather than using them as "ad-hoc lawmaking."

Therefore, be it enacted by the Ziu of the Kingdom of Talossa, that paragraph five (5) of OrgLaw Article VIII.6, which currently reads:

QuoteNotwithstanding any contrary proscription, the King, the Secretary of State, or the Seneschal may refer an issue to the Cort pü Inalt for an advisory opinion provided that any such panel reviewing the position is composed of no less than three Judges after any necessary recusal, there lacks a live case or controversy that would otherwise determine the issue, and there is a reasonably need for resolution of the question.

Green Party / On pretzel-making

I love a warm, soft, and salty pretzel fresh from the oven as much as the next guy. Even better with some of Talossa's favorite beverage.

The PA's recent statement increases the still low likelihood of another election. We still see the likelihood as high that there will be an arrangement between the two largest parties and this most recent PA statement is a face-saving measure.

Fellow Talossans, once the big party arrangement is announced please know that the Green Party having agreed collectively remains committed to not taking the lead as the Opposition. We will be using terpelaziuns for government accountability where absolutely necessary but we remain committed to building community in the Kingdom and will focus on those types of initiatives as our priority.

Should there be another election, we will reiterate our recent messages and welcome your support so that the Green Party can form government.

For years now, I have taken a lead role in holding governments to account when in opposition. Dozens of terpelaziuns closely tracking government commitments have allowed Talossan citizens the information needed to monitor their government's performance. As we head into the 62nd Cosa, and after consultation with party members, Greens have decided we will be taking a different focus this term. While we will remain committed to government accountability through terpelaziuns where necessary we will not be taking the lead role. There will be terpelaziuns from Green MCs but expect fewer with a tighter focus and hopefully more from other Opposition parties.

Instead, in a continuation of the message during our campaign, we will be focused more on efforts that build connection between Talossans. There will be legislative proposals where party members agree, but hopefully, this means Greens in Civil Service and the development of cultural initiatives that help bring the Kingdom together.

I've played tennis since I was young and have been thinking of other areas where we might expand the trend in fantasy Talossan sports. Are there enough tennis fans to support a fantasy competition? I figure it would be around the major tournaments (Australian Open, French Open, Wimbledon, and US Open) with the first one (Australian Open) starting in January.

Looks like FanSlam could be a good site.

Whereas, it was the trailblazing philosopher Jeremy Bentham who wrote in 1789, "The question is not, Can they reason? nor, Can they talk? but, Can they suffer?", and

Whereas, sentience is the characteristic of consciousness whereby an organism has a sufficient level of awareness to experience suffering, and

Whereas, sentience has been proven to be a characteristic not exclusive to homo sapiens sapiens, and

Whereas, it is therefore a fact that the restriction of the normative and legal discussion and codification of rights to humankind is an unacceptable case of anthropocentric speciesism.

Therefore, be it enacted that el Lexhatx F.5.3.13 (Culture) which currently reads:

The last section of the Green Party political program concerns Effective Government.

Talossa works best when its public institutions serve everyone in a manner that is fair, transparent, and without political gamesmanship.

To support this:

We envision at least one live session of the Cosa each term so Talossans can see their leaders in action along with the details of Talossan governance. Other bodies such as the CpI should consider public broadcasting of procedures, where feasible. The King's royal coffees are an example of us seeing each other not just writing at each other. We need more of that in government too,

We seek an expanded Civil Service that can help reduce ministerial burnout and make possible longer terms of government. This isn't just good governance; it's a long-term investment in Talossa's future. The previous Government has had some success with this very approach through the unfortunately named Permanent Secretary for Propaganda. We should apply this success to our immigration and foreign affairs ministries, where possible, as well,

We plan to retry the National Skills and Social Connections program to help Talossans find common interests and identify untapped skill sets for an expanded Civil Service.

Effective government in Talossa means that we organize not around shared hatreds but around common interests and shared values. This is the Talossa we want to help nurture.

Apple+ has been at the leading edge of incredible sci-fi viewing options for a while now. But this new show, Pluribus, from the writer of Breaking Bad, is an immediate hook. I won't tell too much to avoid spoilers since it premiered yesterday but it is a great start to a different take on a well-used sci-fi trope.

The first two episodes are available now and I'd love to hear other sci-fi fans thoughts.

Talossa must not seek to serve as an escape valve from the world's problems. We do not shrink from the world's problems, we do not cower in the face of challenge, and we stand for what we believe to be right no matter the quantity and fervor of those who are wrong. We can and should be a force for good. Our humanitarianism through the BHAID and the new Talossan Naval Relief Corps are representative of the character of a great nation. Our foreign policy should present that same character on the intermicronational stage.

We have a new king who represents this activist and engaging mentality but our Government must do its part as well. Our citizens know that joy, humor, and creativity (the greatest aspects of Talossanity) are most meaningful when they engage with real issues that recognize our common humanity. And in that sense, the Green Party states that:

  • We seek Talossa's entry into intermicronational organizations.
  • We encourage a more considered approach to the establishment of diplomatic relations. (Only considered formal recognition with stable, reputable, and enduring nations)
  • We affirm that a Green Party Government will take formal stances on issues of global import such as climate change, international peace and security, and the protection and furthering of human and sentient rights.

In the previous term, we led with resolutions on the deplorable humanitarian situation in Sudan, the Genocide in Gaza, and climate change, establishing the Green Party as the conscience of the Ziu. In previous terms, we led with diplomatic contact excoriating Uganda for its treatment of its LGBTQ population.

We will continue that proud legacy in the coming term.
And hope that other parties will do the same.
We hope you, Talossan citizens, will join us too.

Government reform should address real problems and not problematize people we dislike.

The Green Party shares the concern voiced by the URL Seneschal candidate regarding the inaction of the current tuischac'h, who has been absent from Witt for months. This lack of engagement has left the Ziu without effective moderation or guidance, deepening the sense of disorder in our legislature. We agree that this is unacceptable but we are equally disappointed that the URL has not joined the Green Party in calling for structural reform to the Office of the Tuischac'h to ensure this situation never happens again. We commit to doing so.

Democracy cannot depend on the goodwill or diligence of any one individual. When a tuischac'h abandons their duties, the system must empower the Ziu to remove and replace them swiftly. This is not a partisan issue, but one of good governance. The people of Talossa deserve institutions that function not that falter when a single person fails to fulfill their commitments.

Citizens deserve a government that is accountable and responsive, one that treats public service as a trust, not a title, not a chore, and certainly not an afterthought. Good government begins with honesty, openness, and respect for the people it serves. Democracy thrives when every citizen can see how decisions are made and know that their leaders are answerable for their actions.

If we are to foster the orderly, respectful, and well-moderated debate that is essential to the life of our democracy then ministers should view terpelaziuns as the mechanism that ensures transparency not as an inconvenience or personal attack, but as a vital part of necessary oversight.

We, Greens, take this responsibility seriously. In the last Cosa, we lodged more than two dozen terpelaziuns, addressing a wide range of issues — from Talossa's foreign policy to activity levels in the Ministry of Justice and immigration. We followed this up with mid-term reviews of several agencies to help the Talossan people more easily evaluate their government. Every question was based on the Government's own commitments and was asked in the spirit of public service: to inform citizens, to hold ministers accountable, and to strengthen the integrity of our institutions.

No other party can present this record to you and we therefore tell you true accountability is not achieved through slogans, but through consistent action, honest dialogue, and institutional reform. The Green Party remains committed to leading by the examples we set in the last Cosa and we believe these examples have demonstrated we stand for a government that listens, answers, and serves.

After Barclamiu's notice I have removed his two videos. Now I recall another request from Alexandreu to not host his videos which I had interpreted to mean no future cooperation but it may also mean hosting of any videos.

As mentioned in my reply to Barclamiu, Fora Talossa does not intend to cause discomfort, to host videos against folk's will or for people who might not want to be associated with the channel.

Videos featuring Alexandreu (I found a total of four) have been removed from the channel.

Anyone else who does not wish to be included in the channel please do let me know.

We have seen a large influx of successful immigrants within the past weeks. It would be beneficial for us to highlight the causes of this recent success so as to replicate them during other downturns in the future.

I will start with one likely cause. The activities of @King Txec with particular emphasis on his public affairs outreach.

There are several proposals likely to come out of the Royal Commission as well but we do need to identify and regularize the successful methods of this moment.

Connection not politics as culture

The Green Party believes that a truly vibrant nation depends not only on the health of its political institutions, but also on the flourishing of its culture, community, and shared identity. Politics is an essential part of national life, yet when it dominates every conversation with a near-unending season, it can overshadow the deeper bonds that make Talossa unique—a rich heritage of creativity, humor, civic imagination, and friendship across borders. When I was Seneschal I did work on a project called the National Skills and Social Connections Survey parallel to the Census. Along with the Talossa Talks project it represented a continuing effort to build "connection as culture" into our national being.

By extending the time between elections, we create room for "connection as culture" as a broader, more balanced national rhythm. Our Seneschal once described Talossa's political cycle as one that moves in "dog years." Talossa is a nation of humans not dogs (for better or worse as dogs are lovely creatures lol). Our promises in politics are unrealistic because the time scales themselves are not realistic. This reform would encourage citizens to invest their energy in projects that unite rather than divide us: cultural creation, artistic expression, linguistic revival, historical preservation, and community engagement. These activities can and likely would remind us that Talossa is not simply a place for politicians to flex their latest campaign skills or theories, it is not a parliament or a ballot box—it is a living culture based on more than the same panorama of political personalities. Yours truly included.

A longer period between elections also reduces political burnout and the constant cycle of campaign competition, allowing for a more thoughtful and sustainable approach to governance. It fosters continuity, reflection, and collaboration rather than reaction and partisanship.

We envision a Talossa where political life serves cultural life—not the other way around. By nurturing an expanded apolitical culture, we reaffirm that our nation's strength lies in what we build together: shared experiences, enduring friendships, and the creative spirit that has always defined the Talossan people. Politics is a conduit, a tool, but it is not a sufficient basis for a nation's entire culture.

We support fixed, annual (read: predictable and slightly less frequent) election cycles. Like the World Series starting in October we want to see a Talossan Election every January.

Talossa thrives when life beyond politics is given space to grow. By extending the time between elections, we create more opportunities for cultural, civic, and community activity, strengthening our national identity and unity beyond party politics.

- Cooperative Foreign Policy

Talossa must engage with the world, not stand apart from it, and not attempt to serve as an escape valve from the world's problems. We are a courageous and generous people who seek to help not hide and escape. WHEREAS it has been more than a fortnight since @Jack Morrison first posted on Wittenberg, following his introduction to the citizens of the Kingdom by officers of the Immigration Ministry, and

WHEREAS he has, in that time, demonstrated an active, genuine, and continuing interest in Talossan life, language and culture, and

WHEREAS he has just today reiterated his excitement for citizenship in the Kingdom of Talossa, and

WHEREAS by all indications it appears that he would be a loyal and dedicated citizen, and a credit to this nation if he obtains the grant of citizenship he requests,

THEREFORE I, Breneir Tzaracomprada, a citizen of good standing of the province of Florencia and of the Kingdom of Talossa, do hereby petition the Secretary of State @Sir Lüc to issue a grant of citizenship to Prospective Citizen Jack Morrison, as specified by law.

I want to thank and welcome @Tariqzubair Tariq Zubair to the Green Party. It is a great relief to see steady support for the party despite recent antagonism. With our continued growth we are excited to maintain our efforts toward reform, accountable government, and an inclusive and engaged culture that does not solely focus on politics.

We will be releasing our Cosa list once the registration call is sent out from the Chancery.

Volume 4 of the Talossan Book of Cuisine is now available!

The theme of the fourth edition of TBoC is described well by this Virginia Woolf quote:
Quote"One cannot think well, love well, sleep well, if one has not dined well."

Hopefully these dishes can help one dine well. Such that the deliciousness of these recipes as representations of Talossan tastes may be another chord of rich connection in the fabric of Talossan culture.
