Arms in Action: Barony of Caer Anerth Mawr (SCA)

The Barony of Caer Anerth Mawr is the name for the GTA within the Society for Creative Anachronism (SCA).  The SCA is a huge club mostly in the United States that devotes itself to a fun recreation of the medieval world.  They have a very active heraldry component, although that also usually comprises acting as a literal herald: making announcements and declaring things loudly at events.

Caer Anerth Mawr is one of many baronies that are part of the Kingdom of Northshield; it is currently run by Baron Abelard die Elster & Baroness Ysolt Pais de Cuer, with other officers in the club who run things like their frequent archery competitions, their poetry events, and so on.  Their current herald is a woman named Katie.  They do a great deal, really, and it's impressive when you consider that this is just one small part of one small part of the SCA -- here's a sample of a newsletter with just one month's worth of news.  Here's what their borders look like:



And the achievement for the barony as a whole is Azure, a tower between in chief three mullets one and two argent and issuant from a trimount vert.

Katie of Caer Anerth Mawr presumably helps process their "Heraldric Device Consultation" form (PDF), in conjunction with the other heralds of Northshield.  That form governs how they help the prospective armiger, and instructs them (among other things) to pick a favorite metal, one to three favorite colors, zero to two favorite furs, some favorite charges by category, and an interesting division from a provided chart.  Many of their rules and guidelines will appear very familiar to us, like the complexity number of 8, since a lot of Talossan heraldry was drawn from SCA guidelines when it was formalized.

Another thing they have in common is that they only formally register blazons, not emblazonments.  Here are a random sample of some of the hundreds of Northshield registered blazons.  I'd provide Caer Anerth Mawr blazons specifically, but unfortunately I couldn't find a way of parsing those out, since blazons are issued by the larger "kingdom" level club.

An enterprise shall be removed from the register at the request of the registrant; or by a determination by the Finance Minister that the enterprise is no longer active, or not of a character with which the Kingdom of Talossa wishes to be associated. Such determinations shall be subject to judicial review.

shall be replaced by the following subsections:

El Lexhatx provides for a legislative advisory committee, el Comità da Redacziun Legislatïu.  Most meaningful bills must be submitted to this committee before they may be added to the Clark.

To commemorate today, the holiday of Maritiimi-Maxhestic Istuporaziua, I hereby act as Grand General Secretary to convene this 19th convocation of the Provincial Assembly of Maritiimi-Maxhestic.  The Assembly is constituted of those citizens who acted to claim their seats during the latest assembly call, and closes with the end of the national balloting (CBLA.C.1).

Arms in Action: the Royal Order of the Seraphim

The Serafimerorden, or Royal Order of the Seraphim of the Kingdom of Sweden, is that country's foremost order of chivalry.  At this time, it is only awarded to the royal family or heads of state.  It also has an unusual memorial method: at the time of awarding it is given directly to the recipient in medal form (if given twice, also with a chain), and a heraldic artist is formally contracted to emblazon a beautiful version of an achievement with the award included.  But the resulting painting is put into storage, and it is only eventually hung up in sacred Riddarholm Church after the recipient's death, like so:


Here is a selection of some recent grants, as recreated by artists on Wikimedia and Wappenwiki.  I have chosen some of my favorites as well as some of my least favorite (Aníbal Cavaco Silva is pretty bold to pale the national arms of his country, Portugal, quartered with the badge of the presidential award the Sash of the Three Orders, on his own achievement -- but maybe it was emblazoned that way to show he's there on behalf of his country?).  Notice the seraphim heads on the chain -- a head weirdly surrounded by a ton of wings, per the Biblical description.

According to my reading and interpretation of Section 4.1 of the Organic Law, you would have had to become eligible to vote after the most recent election deadline. You became eligible to vote on May of 2021. Unfortunately you don't qualify for this new provision of law. A political party may give you seats if they so chose, however. There is provision in law for that.

The Webspace / SMF update

We're currently running SMF 2.0.17 from three years ago.  SMF 2.1.1 is the current version, and it has a bunch of desirable features -- including things like 2FA, better BBCode, better mentions (ever try to tag the Seneschal in a post?), better mobile support, and the ability to write drafts of a message.  Maybe it would be a good idea to schedule an update at some point soon?

It's been a very long time since the College put together significant honours all at once with any pomp, probably because it's usually been just one or two people acting as heralds for years.  In my continuing effort to bust energy loose throughout Talossa, I think we should have more pomp and possibly even more circumstance.  So this isn't done with any authority, but it's just an idea and a list.

I believe this is a complete list of the current awaiting achievements.  I also propose that we ask His Majesty to begin officially issuing letters patent to members of the College.  This wouldn't be anything physical, but just official proclamation.

Would it be possible to put the Talossan names for the different boards, and put the English name at the start of the description in quotes?  It might be a little way to sneak in some more glheþ into our daily lives.

I was thinking about the heraldric tradition of badges recently.

Fox-Davies illustrates his discussion of the badge by providing the badges of the Earl of Stafford, who had eighteen badges in his house in some capacity (unknown precisely, although perhaps for eighteen members of his extended family?), Edward the Black Prince, who used his badge of an ostrich feather piercing parchment on more occasions than his formal arms, and the rival houses of the War of the Roses which were both members of the Plantagenets (Gules, three lions passant guardant Or) but were identified by their badges (among other examples).

The whole thing has me thinking about how badges should be used in Talossa.  I believe that we should treat them the same way they were treated in England: unregulated, ungranted, and borne by individuals rather than by families.  So while my daughters would bear my family arms, they could each adopt their own badges.

In 2019, our current Seneschal closed up the MRPT before joining the Free Democrats.  I just want to speak up, asking if that forum is still live, and -- if so -- if we can archive it for posterity at this point.  Can any of the former members who had access check if it's still around?  @Cresti da Ion Nouacastra-Läxhirescu, MSC , @Sevastáin Pinátsch  , @Tariqzubair , @Glüc da Dhi S.H. ?  I'd tag the Seneschal but I've discovered that it seems impossible to actually do so in this forum without switching over my keyboard layout to print a thorn symbol or manually scrolling through to look up his ID number.

Every citizen of the Kingdom of Talossa is considered a member of the gentry and may therefore distinguish himself or herself from the 40,000 person Cestour population of the Kingdom by obtaining a grant of a coat of arms from His Majesty the King.

This post contains information that a would-be armiger should know, concerning the College of Arms, the ancient art of heraldry and its application in the Kingdom, the achievements of arms that are available, and the procedure to be followed to request a grant of arms.

How Arms are Granted. The King of Talossa will grant the right to bear a coat of arms to citizens only in response to a petition made to the King by the Royal Talossan College of Arms. Citizens may not obtain an audience with the King directly on matters of arms.

The full, ordinary procedure for obtaining arms, is:

A citizen requests arms by posting a specifically formatted request on this board. In true Monty Python imitation, this post must answer Three Questions.

       
  • What is your name?
  • What is your request?
  • What is your favourite colour?
The answer to the second question must be "If it so please the Squirrel King of Arms, I request the assistance of the College in designing and obtaining arms for myself and my lawful heirs."

After this post is made, the Squirrel King of Arms or other official will assign a member of the College to assist you.

Can I Design My Own Coat of Arms? When you approach the College of Arms for assistance, one of the fellows of the College will be assigned to help you design the arms that will be presented to the King in the petition. Your arms will indeed be a reflection of your wishes and your personality. The College will not present a grant of arms to the King unless you yourself have been intimately involved in creating it, and are completely happy with it.

How Does the College Help Me? The College is there to ensure that the arms you design are legal according to the ancient rules of heraldry. These rules have been in place for many centuries and although they may initially frustrate your choices in designing your coat of arms, they are there to make sure that your arms are properly constructed and easily distinguishable.  Accordingly, they will help you create a design that follows our rules of heraldry.

Can I Use a non-Talossan Coat of Arms? His Majesty will grant a citizen the right to use a non-Talossan Coat of Arms only if it can be proven and demonstrated that the citizen is the direct lineal descendant of the person to whom some other monarch (that is, the King of England, of Italy, etc.) granted the right to bear those arms. If this cannot be proven, the arms shall not be borne in the Kingdom of Talossa.

Can I Use My "Family Coat of Arms"? There are several web sites that purport to offer a "family crest" or "family coat of arms" based on nothing more than a surname. Citizens requesting arms must remember that arms are granted to individuals, not to surnames, and entitlement to bear a particular design cannot be presumed from identity of surname alone. If you request a design identical to or based on a pre-existing achievement of arms, you must be prepared to identify the armiger who was originally granted those arms and demonstrate your relationship to that armiger. You will not be granted arms that imply your descent from an armiger to whom you have not demonstrated an actual relationship to the satisfaction of the College. Of course, some surnames naturally suggest certain charges or design elements (e.g., canting arms or occupational items) that commonly appear in the arms of individuals of that surname who are not related. Such charges, logically related to your surname, are permissible so long as the overall achievement does not create the impression that it is based on the arms of a particular non-relative.

Can I Get a Motto Too? Members of the gentry are eligible for the achievement of a coat of arms, but no other achievement. Persons who are admitted by the King to an order of knighthood are eligible to add to this coat of arms the achievement of a belt (indicating the order of knighthood to which the knight or dame belongs, if any), a draped helm, and a motto. Members of the peerage (barons, baronesses, counts, countesses, dukes, and duchesses) are eligible to add to their achievements a motto, a crest, a helm, and mantling. Members of the royal family hold arms with a motto, a crest, a helm, mantling, and supporters.

How Can I Become a Knight (or Dame) or a Peer? The only way to do so is to prove to your King, over an extended period of time, that you are a dedicated, industrious, and valuable citizen, who works tirelessly for Talossa, her institutions and culture, and her King, and who provides service to the Royal House, His Majesty's Government, or the realm that merits special recognition by the Crown.  You should never request a title.

What Is The College of Arms? The College of Arms is an Office of the Royal Household. The post of Squirrel King of Arms is a member of the Royal Household who is appointed by the King of Talossa, and who oversees the College with the assistance of its Dean, who is elected by the members of the College. The College is made up of heralds (the senior members of the college), pursuivants (the next-senior members), and fellows. The College also is responsible for establishing all social protocol for address and accommodation of the royalty, the peers, and the knights and dames, and maintains the Department of Vexillology, which studies, designs, and maintains the official descriptions of all flags of the realm.

I'd like to officially recommend that the Kingsbridge Pursuivant, @Dr. Txec Róibeard dal Nordselvă, Esq., O.SPM, SMM , be promoted to a herald.  He has done a great deal of work in the past for the College and I think it suitably recognizes his efforts and furthers the interests of the pursuit within the Kingdom.

I would like to apply to join the college as a herald.  I have long been interested in the process, I'm a huge booster for the program, and I think I know enough to at least begin to help others.

Talossa:

We have a problem.  Well, we have many problems, but only one is actually important: disinterest and inactivity.  It's not just our biggest problem, it's an existential problem.  If we don't solve it, then none of the other problems will really matter.  You might want the monarchy's powers restored or eliminated; you might want the Cosa shrunk to twenty seats or eliminated entirely; you might want to restore your vision of a Talossan past or abandon it for a new future.  But none of those things really matter that much if Talossa simply ceases to exist.  And that's the threat.

I'm not trying to play up the drama.  I'm not going to claim that the country will die next week or next month.  But our Secretary of State is right to call this a decline -- and we're deep into it.  When our Ministreu del Interiör points out that "the number of new, active citizens in Talossa is worryingly low," he's just noting the obvious.  We've been on this decline for years.  It needs to be the top priority, before it becomes too late.

And it will, eventually, be too late.  There will come a point of no return.  There will be a moment where our active citizenry has shrunk to the point where we can no longer credibly attract interested new citizens.  Citizens are active in Talossa because they feel like they can really make their mark on something that's old enough and big enough that it matters.  Laws matter because there are citizens to help.  Leadership matters because there's a nation to guard.  Culture and media matter because there are readers to reach.  If there's no one to govern or lead or listen, then what's the point?  To reign in the ashes?

In other words, Talossa works because it's not a vast ocean like so many countries, but neither is it a solitary puddle.  It works because you can be a big fish in our small pond, and your ripples might matter.

I made a speech raising the alarm four months ago.  Things have gotten worse since then.

       
  • We're very nearly a one-party state.
  • The flow of active immigrants has slowed to nearly a dead stop -- the last post on the Immigration board was a month ago.
  • In the last Clark, 3 MCs (21% of the total) lost their seats because they hadn't voted in the last two months.
  • Some promising programs and ideas seem to have stopped entirely: TalossAssistant, L'Chronica, Cafe Talossa, ID cards.

I have a bunch of ideas how to help.  I've offered them before, and I will be happy to do so again.  Start actually tracking immigration.  Revive the Zuavs.  Centralize discussion/socialization on Wittenberg.  Redirect state dollars away from things that aren't priorities and towards an advertising campaign.  Maybe you don't like those ideas and you have better ones.  Great, let's do those!  There isn't really any politics right now, so who cares about credit or blame?  Let's all work together to focus on the real problem!  We're all on the same team.

If we don't act, someday we'll lose our chance.  I'm not ready to give up on Talossa.  Are you?

Senäts, Cosa, Government, and people of Talossa, I have some thoughts about our current crisis of activity.

The Ministreu del Interiör has rightfully pointed out that the "number of new, active citizens in Talossa is worryingly low."  This isn't a new phenomenon.  Over the past few years, we have seen a steady decline in the number of new citizens who have immigrated and remained active.  There are a variety of explanations on offer, but I believe that the most significant part of the problem is that there's nothing to do.

Now, obviously, we do have big passionate bursts of activity.  In particular, these bursts come at two times: at election time or when divisive legislation is proposed.  But while these contests of power, control, and vision are interesting for many of us, they also are necessarily periodic and frequently bitter -- and even worse, they have become increasingly either tribal and angry.  That's why they won't work as a broader solution to our problem.  Consider the plain syllogism, after all: "We need to have stuff to do; bitter fighting is a thing to do; we need to have more bitter fighting."  Contests of power and vision can't be our complete civic life.

For a very long time, this wasn't much of a problem in the country because our history has been dominated by two phases.  From the Dictatür Atx of 1979 to the Interriét Atx in 2003, our founder King Ben I was the unchallenged engine of weird ideas and interesting plans.  He was always around and usually interested and sometimes interesting.  There were frequent contests of power and he could be very difficult, but he was the sharp and enduring rock of the nation: land on it, sail around it, or crash upon it... it'll still be there tomorrow.  And after the Axhitaziun Atx until Reunision, there was so much elbow room to invent a new way to do Talossa: people took the old traditions and ideas and just ran with them.  The Berber of Seville, Talossapolia, and all of those things took advantage of an atmosphere of amiable camaraderie that took hold as a rump nation rebuilt itself.

Neither of those conditions are replicable today, exactly, and it seems foolish to try.  We need a new path forward.

We're taking some good steps.  Reviving the TalossaAssistant program will help new immigrants feel a personal connection to engage them.  Creating some physical aspects of the Talossan experience will help it feel more real.  Looking for alternative sources of steady funding so we can eliminate party registration fees will lower the bar for political participation.  Regular video chats are interesting for some people as a way to connect with each other. This is all to the good.

We've been taking some steps that are more questionable.  It would be a mistake to raise the vote threshold to join the Cosa, for example, since we have had a lot of folks (Casalmac'h, da Dhi, Briga, etc) who have run individual and silly parties/campaigns, some of which actually took off because they hit on something that really interested people.  The Government probably also shouldn't try to be reporting the news, since that just gives people even less reason to actually stay personally involved or do it themselves.

So, what should we be doing instead?  I don't think we can mandate fun or bribe people into it.  If Talossa isn't interesting to someone, we lack the force or funds to change their mind.  Instead, we should concentrate on making our soil ready for the seeds that will come.  Make our nation receptive to new growth.

The most important thing that we should be doing is keeping track of our success.  As far as I know, we don't even bother tracking the number of immigrants per month/term, and we don't bother keeping tabs on who sticks around.  This is a fundamental step: we are never going to know what works unless we bother to collect the numbers.  Start a spreadsheet open to the public, put in the names of successful immigrants in the month and year of their entrance, and then put in another column for "still active at six months?" and a second for "still active in a year?"  I'd suggest that this should be the task of the Prime Ministry itself, to emphasize its importance.  It is absolutely vital.

We should revive the Zuavs.  In the time I ran it, a dozen people joined and did things they hadn't been bothering to do.  One zuav made a bunch of wiki edits and another wrote a language paper for the CUG, for example.  This will help ensure that efforts get recognized, so that things that get accomplished or created receive some recognition.  People like ranks and achievements -- that's why they're a big part of video games.  The Zuavs also serve as their own form of visible activity, looking and feeling cool while requiring very little investment on the part of the Government.  That's all going to help us.  Let's build on success, rather than letting it stagnate for another year.

And as one last point in their favor, the Zuavs mitigate the problem of making worse versions of cool things.  I entered my four-year-old's painting in last term's art contest, but mostly out of patriotism.  If running or entering contests/tournaments/clubs counted as an achievement for rank advancement, it would help provide a reason for joining our Talossan versions.  Right now, leading a prayer for Talossans United for Christ is an act of obligation or boredom, since that prayer's less interesting/fulfilling than one in your actual church (I'd assume, anyway).  The Zuavs adds a nudge to make these things even better.  Let's try to create those sorts of virtuous cycles wherever we can, where doing good stuff is rewarded with even more good stuff (for that matter, Zuav rank should be considered a major a point in your favor when it comes to knighthood).

We should centralize our civic life.  Create private boards only accessible to people in the Government, and hold discussions and Cabinet meetings there.  Create private boards only accessible to people in a political party, and encourage them to hold their discussions and meetings there.  This is a change of tune for me from some years ago, since I used to encourage the proliferation of Talossan stuff.  We're too small for that now.  When we had forty active citizens, it was good to spread out the flavor of Talossa.  When we have fourteen, we're just watering ourselves down.

I believe these three steps will help us take advantage of organic ideas and interest that develop, since they will make Talossa into a place where you can see people doing stuff themselves, and where initial steps get rewarded with cool experiences.  If I think of any further ideas, I will add them here.  If you don't know me, and want to know my history here for the basis for my opinions, don't hesitate to say so.

To commemorate today, the holiday of Maritiimi-Maxhestic Istuporaziua, I hereby act as Grand General Secretary to convene this 19th convocation of the Provincial Assembly of Maritiimi-Maxhestic.  The Assembly is constituted of those citizens who acted to claim their seats during the latest assembly call, and closes with the end of the national balloting (CBLA.C.1).

The Assemblypersons for this term shall be as follows, listed in alphabetical order:

With the new convocation, my term as GGS ends.  I wish to suggest the following initial agenda, however.

On the Election and the Chancery

As the election season concludes, We wish to offer Our congratulations to those parties and individuals who took part.  It is a mark of patriotism to stand for election and ask your fellow citizens for their votes.  No matter how you or your party fared, you have succeeded as a Talossan.  We look forward to the new 56th Cosa and the election of Our Seneschal, and We pledge to work in concert with them for the success of all the nation.

We would also like to offer our gratitude to the Secretary of State, the Honourable Dr. Txec Róibeard dal Nordselva.  It is difficult to run a national election. You become the subject of focus and criticism, but little material support.  Thank you, Dr. Nordselva.

We would suggest to Our incoming Ziu, further, that it would be proper to elevate the precedence of Dr. Nordselva's office.  The office and role of the Chancery has changed over time, and so too should its honour.  While the Table of Precedence is a ceremonial device, We feel that it is not in keeping with the dignity or importance of Our Secretary of State for them to rank below every other official at the national level, and We suggest that el Lexhatx be amended so that the head of the Chancery follows the Senior Justice.

I've been working on a history of Talossa, as some folks know, and I'd like to find out more info about the Republic.  I have some info written out by CCX about their government during one period, and there are snapshots online of many of the now-vanished sites.  But there's a ton of basic info that just seems to be gone.  Is there a version of the Republic's message board anywhere?  Are there any other primary records?  For example, where are the election records and legislative records?  Is all of that just lost or inaccessible?
