Despite what some may argue, it is in fact a concern of all parties. Unlike some micronations, Talossa prunes its citizen rolls of citizens who have not voted or responded to a national census in the last two years. Since activity is what keeps micronations going, and citizens are needed for activity, immigration is needed to keep things fresh and replace those who allow their citizenship to lapse (or renounce if they get harassed out, like ESB or Braneu the first time).

According to Infoteca (effectively a tracking spreadsheet maintained by the Government), the average month sees anywhere from 0-2 naturalizations.

That's the big question. Most immigrants in recent years (at least since I've immigrated, which was in 2022) seem to stay quieter. You get a few who jump right in, but we've also seen multiple citizens from the "uptick" during the 58th Cosa already lapse out with like five more on course to do so if they don't vote in the next election.

On a more serious note:
  • I agree that reviving the Talossa Assistant program is something we should try to do. I think the trick is getting people to stick with it (assistants I mean, not prospectives) but I'm sure we can come up with something.
  • I also think that the Prime Minister's Patriotic Award (I believe this is what His Majesty was referring to in his fourth point) is worth reviving.
  • The New Citizen's Guide could likely use a refresh.
  • I think we inadvertently hide a lot of our "fun" topics in the Chat Room board, because the "main" Wittenberg board is seen as being more for formal business (election announcements, that sort of thing). Since prospectives cannot see the Chat Room, they miss out on a lot of the events we have going on. I think we do a disservice to both ourselves and prospectives by hiding them.
    • We could consider simply moving our "fun" threads (TCAT, CRT, TMT20, etc.) to the main Witt board and encourage people who make new fun events in the future to put them on the main board as well.
    • There's also been talk of reorganizing the boards, which I think is something we could be doing at the same time.

If I may offer my two bence as a fellow Member of the Cosa, and therefore someone to whom the Avocat-Xheneral is also ultimately responsible -- the post of A-X is by nature one of the Cabinet's most reactive portfolios, as the main duty of the office is to "provide legal advice and assistance to the government as requested". This is something that Mieusegnhor dal Nordselva has in fact done, and done well, on multiple occasions in internal Cabinet discussions related to subjects ranging from CRL reform to foreign affairs to that proposal from the AI people.

Talossan immigration comprises three stages: attracting attention, applying for citizenship, and maintaining interest until naturalization.

For the first stage, Infotecă records indicate that citizenship applications so far this year are on par with those we saw during the 59th Cosă. Given the lack of massive outcry at the time, the numbers must not have been an issue, and so any honest person must admit the numbers are similarly a non-issue now. Therefore, a failure to attract attention must not be the reason for the downturn we are facing.

Similarly, for the second stage, these numbers would further imply that the application form has not magically become a massive obstacle to immigration overnight, unless it was a similar obstacle under previous administrations as well. And if it was an issue then, why those administrations did nothing to fix it is unclear.

The issue, then, lies clearly in the third stage: keeping prospective citizens interested in the two week period between when they submit their application and when they are eligible for a citizenship petition. I submit that this is the facet of the process on which we ought to focus the core of our efforts, even as we do not neglect the other two. I am encouraged by Sir Pol's opening statement, as I believe that dovetails nicely into how I believe the matter ought to be approached.

I look forward to working with you all to identify feasible and reasonable solutions to the problems we face.

The sole item on this Convention's agenda is the following motion:

  • That el Partì da Reformaziun (hereafter "the PdR") hereby approves of a merger with the Free Democrats of Talossa, into a new party, to be named l'Uniun dels Reformistaes Livereschti, hereafter referred to as "the URL";
  • That the members of the PdR hereby ratify the proposed Constituziun of the URL, provided that an opportunity is made for the new party's combined membership to consider amendments thereto post-merger at the first URL Convention;
  • That the PdR and Free Democrats of Talossa should immediately adjourn their separate conventions, dissolve as separate entities, and reconvene jointly as the URL, with Miestră Schivă as provisional chair of the first URL Convention;
  • That the agenda of the URL Convention must include adoption of a party platform; and
  • That the acceptance of these provisions is conditional upon the acceptance of provisions to the same effect by the Free Democrats of Talossa.

I thank the Member for his question; the Deputy Minister for Propaganda is, as his health and internet allow, currently prioritizing catching up on issues of La C'hronica and ensuring Infoteca remains up to date, though I will be working with him to ensure that we also "spruce up" the national website, so to speak.

Well, as I can see it, there are a few paths forward:

* Remove 8.4.2 to address the Baron's concerns, and move forward with the rest of the bill.
* Keep 8.4.2, but clarify that this part only enters into effect if the bill passes the Cosa by a 2/3 majority.
* Keep 8.4.2 and hope it passes by 2/3 anyway. (not recommended, but technically an option)
* Abandon the bill.

To be clear, the point of 8.4.2 is much the same as the limit on non-list candidates being given Cosa seats -- the people have a right to know (at least as accurately as possible) who they are electing ahead of time, and the "surrender half your seats" part is effectively your penalty for disturbing that. Options 2 and 3 hinge on some of the precedent set by Cjantscheir v. the Ziu, in that 60RZ19 was deemed to clear the requisite threshold to remove a CpI Judge.

I would invite not just CRL members but other MZs to provide their input.

On the one hand, this would appear to be a fairly rare use case -- quite literally only relevant in the lead-up to the first Clark of a Cosa session.

On the other hand, this very Cosa session demonstrated that issues can and do occur with nominating a Túischac'h in a timely manner.

For my part, I think the best remedy is for the Cosa to settle on a Túischac'h sooner rather that later, though I would have no reservations about stepping in as necessary should this bill pass.

The big caveat is -- what happens if the Scribe is already serving as the A-X or the Mençéi?
