Unlike some micronations, Talossa prunes its citizen rolls of citizens who have not voted or responded to a national census in the last two years. Since activity is what keeps micronations going, and citizens are needed for activity, immigration is needed to keep things fresh and replace those who allow their citizenship to lapse (or renounce if they get harassed out, like ESB or Braneu the first time).
