• Official 59th Cosâ General Election Results
  On October 2023 elections, the TNC won 100 seats out of 200. Following the signature of an agreement with the FreeDems, a 101st vote was temporarily given to the TNC, allowing Bråneu Excelsio to become the Seneschal of Talossa for the 59th Cosa on 1 November 2023.

Whereas Senators are involved in the affairs of the whole Kingdom and not only those of their Province

Whereas there is no real interest in having elections for the Senäts organized at local level

Whereas simplicity can sometimes be the best route to efficiency

Therefore, be it enacted by L'Etats de Cézembre the following changes in the Cézembre Administration Guide, by replacing :

QuoteChapter V- The Lord Warden Article 17.
Cézembre's delegate to the Senäts shall be known within the Province as the Lord Warden. He/she will be elected whenever this is required by the Organic Law, in an election conducted by the Sénéchal or his appointed agent, in accordance with provincial statutes. If no provincial statutes regarding the election of a Lord Warden exist, or if the provisions of provincial law regarding the election of a Lord Warden cannot be implemented for practical reasons,or if provincial statutes regarding the election of a Lord are in conflict with this Constitution or the Organic Law, the Sénéchal or his appointed agent will request the National Chancery in writing and in good time to conduct the election in accordance with National Law.

Article 9. After elections to l'Etats, each party will receive 20 numbers, which will be produced by dividing the number of votes the party received by 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19 and 20. The 20 highest numbers will be referred to as high quotients. In case the 20th highest number has the same value as the 21th highest number all numbers with the same value will not be considered high quotients. This will result in vacant seats in the assembly.
Each party will receive a number of seats, equal to the number of high quotients it received. Each party may divide its seats amongst Cézembrian citizens as it sees fit. If a member dies or resigns or is impeached by a motion receiving a 2/3rds vote of the L'Etats, the seats shall return to the party that assigned the seats.
Article 10. L'Etats shall have power to pass any bill into law by a simple majority vote of its Voting Members. Le Sénéchal shall send out a notification of voting period, of at least seven days. Each member shall have a prescribed amount of time in which to cast his vote (by email, telephone or forum post) before voting closes

After the election, every citizen from the Province of Cézembre, requesting a seat at l'Etats to the Senechal de Cézembre, should be given one, provided this citizen does not already hold a seat. If this citizen dies or resigns or is impeached by a motion receiving a 2/3rds vote of the L'Etats, the seat shall be cancelled.
Article 10. L'Etats shall have power to pass any bill into law by a simple majority vote of its Voting Members. Le Sénéchal shall send out a notification of voting period, of at least seven days. Even if my nomination is not yet official, I would like to thank all of you who voted for me for the position of Sénéchal de Cézembre (even if I was the only candidate !), and ensure all Cézembrean citizens of my full motivation to serve you all and our beloved province.
I would like to thank especially @xpb for his full dedication to our province during so many years, for his contribution to our cultural life, and for the administration of our political life with full integrity.
I therefore would like to appoint @xpb as my deputy, with the title of Sénéchal Adjoint. His great experience will be an important asset for the success of my mandate.
Again I would like to congratulate @Glüc da Dhi S.H. for his election as Lord Warden, and ensure him of my willingness to include all volunteers and all opinions to build the future of our Province.
With the help of l'Etats (once all its Members will be nominated), I would like to set the following actions as my priorities :

• Rewrite the CAG in order to define a more inclusive system to appoint members of l'Etats
• Revisit the rules for the next election of our Senator, possibly with the help of the Chancery
• Clean and simplify our corpus of laws, to make them clear and up-to-date
• Foster immigration and the increase of our provincial population
• Develop the cultural production, hopefully collective, in order to proudly represent our province in an international exhibition
• Develop historical research on our Province
• Agree on our provincial symbols, motto, anthem
• Enrich our Wiki with elements of history and culture
• Maybe revisit the organization of our Provincial Wittenberg
• Develop the Euro-Haxh to give a chance for all citizens to visit our fair Isle
• Develop the attractiveness of our Homestead system
• Promote encounters in real life between all Cézembreans, and develop our sense of hospitality for other Talossan visitors

I think in advance all Members of l'Etats, and all the Citizens of our Province, for their help in achieving these goals, and for all the other ideas that will be expressed.

Rework Immigration

• Develop Further Skilled Immigration. We will publish "job offers" targeting students or professionals in IT, law (constitutional, penal, ..), history, linguistics, journalism, sociology, international relations, political science.. , offering them the possibility to practice their skills in the unique "sand-box" environment of a micronation, either as permanent citizen, or as guest during the writing of a thesis or the duration of a training periods.
• No More "Sink or Swim." Too many prospective immigrants and new citizens feel like they have nothing to do.  Our Ministrà dal Immigraziun has been taking a few moments of extra time to offer prospectives suggestions on things that might interest them, but the whole process needs revision so that new folks don't feel lost.

Put the People in Charge on the Monarchy

• A Path Forward.  We at TNC have always shown our support for a monarchy, but politics in Talossa should not be reduced to these questions. We think that our first priority should be to prepare for succession -- defining how the new king should be chosen, in case our current king becomes unable to do his job. Your vote for the Cosa should reflect your choice for the best Government, but we want to organise a referendum on all final decisions related to the Monarchy.

New Infrastructure

• Replace Aging Infrastructure.  It's become clear that the infrastructure of our country is overengineered and aging.  Far too often, the people have had to manage with problems caused by heavy reliance on the database.  This past term, we had to circumvent the database entirely by using a new system to administer the census -- give us a popular mandate to study how to replace the entire thing !

Better Accountability

• Published Goals.  Pressure works, but self-pressure works better. At the end of each Clark, every Ministry will publish a list of goals that they'll aim to accomplish or at least do some progress to that matter, even if that goal is to schedule a maintenance, keep information transparent, tidy up or just be efficient when tasked with any kind of work... a kind of automatic self-terpelaziun for all ministers !

Protect Transparency

• Protect Infotecă. It took a lot of work to publish our budget information, treasury numbers, immigration statistics, and Wittenberg data all in one place on Infotecă.  We should protect your access to all of this data!
• Protect Transparency.  For the first time in years, internal government discussions have been maintained in an internal forum and will be archived and published -- the people's business isn't happening on Facebook pages under private citizen control!  Help us maintain this transparency.  Government business shouldn't be wiped away forever and hidden, controlled by just a few people -- your government belongs to you!

Dear fellow citizens
The Óifisch Rexhital del Tourismeu dal Insulā da Cézembre is preparing a Talossan Expedition to Cézembre in August, a one-day trip between the 1st and the 17th.
I hope some of you will be able to join, contact me so that we can select a date together !
If no one can join, I will proudly represent our Kingdom in this historical visit and take many pictures to share with you all.
In the meanwhile I will post in this thread some touristic information and regular updates on the preparation of this August 2023 Euro-Haxh !

WHEREAS Cézembre - famous for its title of best province of Talossa - is distant from motherland GTA but close to the heart of all citizens knowledgeable of Talossan history;

Wheras it should be part of all spiritual path for Talossan citizens to visit Cézembre once in a life, duty known in Talossan as « Euro Haxh »;

Whereas it should be an honour but also a duty for all Talossan Citizens lucky enough to live near our beloved Island to welcome and guide co-citizens who travel their way to there;

Whereas the "Galette à l'Andouille et au Camembert" is a Cézembre regional culinary speciality that all educated citizen should have tried once (as such, a delicious brittonic buckwheat pancake with chitterling sausage slices and melted camembert);

Be it resolved that :

Firstly, « The Royal Tourist Office of the Island od Cézembre », known officially in El Glheþ as "L'Óifisch Rexhital del Tourismeu dal Insulā da Cézembre", is created, and is given the mission to promote tourism to Cézembre by advertising the numerous qualities of the island and its coastal surroundings, whether historical, geographical, culinary or fiscal (OP being doubtful on the last one);

Secondly, the position of Director, known as « El Zirecteir del Óifisch Rexhital del Tourismeu dal Insulā da Cézembre", is created, and his mission defined as to welcome and guide Talossan visitors onto Cézembre and around, namely in the cities of Saint-Malo and Dinard, provided this Director is not empeached by his professional duties (i.e. better select French school holidays to be sure of his presence on-shore) or by personal important issues;

Thirdly,  is hereby appointed, þerxh Sant-Enogat as such Director, given with the first title of "Zirecteir del Óifisch Rexhital del Tourismeu dal Insulā da Cézembre", on the main bribery-like reason he has sworn to offer on his own monies a "Galette à l'Andouille et au Camembert" to the first 20 talossan citizens who will take the "Euro Haxh" under his office (alternative galette vegan-fillings possible).
