Recently, a suggestion was made at a meeting of the Council of Governors by its member for Fiova.  The original text of that suggestion is as follows:

Anybody know what happened to it?  I can't find what I'm looking for. Probably lost during the website switch?

I've tried drafting this several times, but as of late I struggle to get my thoughts into any sort of coherent order.  Lockdown should have helped make me more active and stuff in Talossa, but my motivation, energy levels and general attention span are stuck in low gear (not just for Talossa, but for just about anything it seems). So, I'm just going to bullet point what I want to say instead.


- I am resigning as party leader of the PNP.  Dame Litz now has the reigns.

- I am also leaving the party and relinquishing my membership. 

- I intend to apply for membership with the FreeDems and, if accepted, will join the FreeDem monarchist caucus and also ask to form a peculiarist caucus.

- I intend on contesting the next election for the Vuodean Senate seat.


These decisions don't follow any negative events or anything like that and I wish Litz all the best going forward.

The citizenship application form has been given a major overhaul to give it a modern look and feel.  Key features are new collapsible sections (to improve aesthetics and make things much less cluttered), conditional fields (so that when certain fields become irrelevant due to an earlier answer the field is not displayed (again, improved aesthetics and usability)) and the implementation of a declaration section to ensure compliance with the Pete Townsend Act.

Here are some screenshots of how these changes look:

1) The first change is the splitting up of the immigration landing page.  The old page had a load of text followed by the form below it.  I now have the landing page just having the text with the form on it's own page.  New artwork has been created to improve aesthetics and "grab attention".  Multiple links are included on the landing page as 'calls to action' which lead to the new immigration form.



2) The first new feature of the improved immigration form is an age confirmation.  This is a conditional field where the form won't load until the applicant confirms the statement.



3) Once the applicant confirms they are 14 or older, the rest of the form loads.  As you can see it is all nested into collapsed sections, which have been categorised and titled.  Clicking each section will un-collapse it and reveal the questions within.




4) Example of a section once opened.




5) Conditional fields.  I can't really screenshot this, but an example would be the question on Micronations.  We have 2 fields for this.  The first being a yes/no question on whether you have experience in micronations.  The second being a 'tell us more' textbox.  Obviously, if you answer no in the first field then the second field is useless.  So, now we have the second field being conditional on the first.  That second field doesn't load into the form until the first question is answered with 'yes'.  If it is answered 'no' then the second field remains hidden.  If you want to see this in action you can try it out on the form (please don't submit the form though if you are playing around with it).

6) Pete Townsend.  The addition of a new field which is ask the applicant to tick a checkbox if they agree with a statement, which reads "I affirm/swear, under penalty of perjury in Talossan law, that the information I have provided in this citizenship application is accurate and true."




7) Fully tested and works fine with the automated immigration database and email autoresponder.

WHEREAS the Ministry of the Interior is currently embarked on a mission to improve the Kingdom's immigration services, and

WHEREAS there exists a New Citizen's Committee (NCC), which has never really did anything or achieved any of it's stated goals, and

WHEREAS this is an area that requires improvement, and

WHEREAS this government has a stated objective, per the Programme for Government for the 54th Cosa, to "find other ways to get new citizens quickly involved in Talossan society and state", and

WHEREAS this government has a stated objective, per the Programme for Government for the 54th Cosa, to "create a New Citizens' Information Packet", and

WHEREAS meeting those two stated objectives and reforming the NCC can all be dealt with in a "three birds, one stone" method, so

THEREFORE be it resolved by the Ziu assembled that the following changes to El Lexhatx are hereby enacted:

A) LEX.D.2.3.1, which currently reads:

El Büreu dàl Înmigraziun (the Bureau of Immigration), which shall be responsible for the execution of the nation's laws appertaining to immigration of new citizens into the realm. This Ministry shall work closely with the Chancery and its Bureau of the Census to ensure that all incoming citizens are properly processed through immigration as provided by law.

shall be amended to read:

C) The following shall be added to El Lexhatx:

D.2.3.1.1.1   The NCC shall publish a series of information packs aimed at new citizens and shall ensure that these packs are publicly available at all times.

D.2.3.1.1.2   The NCC shall operate a service to be known as 'El Lüverveu' (The Librarian), where new citizens can easily request directions to information on any area of Talossanity, Talossan culture or Talossan history via a simple online form.  The NCC shall then endeavor to supply the new citizen with directions to the correct place(s) and source(s) of such information requested.

D.2.3.1.1.3  The NCC shall operate a service to be known the 'TalossAssistant Programme', where new and prospective citizens are guided into Talossan life by existing citizens.  This programme may operate under whichever design best fits the needs of immigration services at any given time.

WHEREAS the Ministry of the Interior, on behalf of the Bureau of Immigration, began publishing reports on immigration statistics and on the business of the Bureau of Immigration, and

WHEREAS this was not a statutory requirement, and

WHEREAS I would like for that work to continue in the future even once I no longer hold these offices, so

THEREFORE be it resolved by the Ziu assembled that El Lexhatx D.2.3, which currently reads:

Whenever a governmental body wishes to grant a Decoration to a citizen it shall communicate this intent to the Sovereign.  Once per Cosa, and during the final Clark of a Cosa, the Sovereign shall conduct an Investitures Ceremony where the recipients of these awards shall be announced.  The Sovereign shall formally present award insignia to those recipients on behalf of the body conferring the award.

WHEREAS Sir Fritz von Buchholtz was a citizen of Talossa, and
WHEREAS he played a massively significant role in the modern development of the nation, and
WHEREAS he played a hugely significant role in the survival of this nation following major crisis, and
WHEREAS he was highly thought of and respected among the citizenry of this nation, and
WHEREAS Sir Fritz recently, and sadly, passed away, and
WHEREAS there exists an overwhelming desire among the nation's citizenry to honour Sir Fritz in some manner, so


Therefore be it resolved by the Ziu that:


A) Collection fund in honour of Sir Fritz

(i) A monetary collection fund is hereby established and it shall be known as the 'Sir Fritz Fund'.

(ii) Citizens may donate to this fund via the usual donation channel via the PayPal link on the Kingdom's website.  Upon making a donation to this fund citizens must specify that the donation is intended for the 'Sir Fritz Fund' using whatever comments/notes box is available on the applicable form.

(iii) The Burgermeister of the Inland Revenue is directed to forward the proceeds of this collection of funds, upon final prorogation of the 54th Cosa, to the Fredonia branch of the American Legion, an organisation that Sir Fritz was heavily involved with and held dear to heart.

(iv) Collection of donations for this purpose shall cease upon final prorogation of the 54th Cosa.


B) Extraordinary budget request

The Burgermeister of the Inland Revenue is hereby directed to release funds from the Treasury of no more than $80 (USD) for the purpose of purchasing a floral arrangement to be sent to the family of Sir Fritz. Words of condolence, on behalf of the Kingdom of Talossa, shall be included on a card sent with the floral arrangement.


C) Extraordinary status of this Act

The Ziu observes that this Act has been written by the Acting Minister of Finance, but recognizes that such an action has been authorized by the Seneschal and, as such, the Ziu recognizes this Act complies with the statutes within El Lexhatx that concern extraordinary and emergency appropriation requests.

D. The Government

9. The Ziu authorises the formation of a Council of Governors (el Cußéglh del Governadéirs in Talossan, abbreviated CG) to be comprised of each provincial executive, whether he or she is called "Governor" or not.

9.1. The Minister of the Interior shall call the Council into order no later than the first day of the first Clark of each Cosa term. Each provincial executive shall accept his or her seat in the Council no later than the last day of that Clark. (51RZ9)

9.1.1. If the executive of a province does not accept his or her seat by the specified time, the Minister of the Interior may appoint a resident of that province to the Council, who shall serve until the executive of that province accepts his or her seat. The Minister of the Interior shall not appoint him or herself to the Council in this manner. (51RZ9)

9.2. The Council shall meet and operate under rules of its own design. (51RZ9)

9.3. The Governor-General of Talossa shall be the leader of the Council, chosen by a majority of the Council members (who are the collective governors and provincial leaders of Talossa). In matters provincial, the Governor-General shall serve as a liaison to the Government of Talossa, to serve at the behest of the Council of Governors. (32RZ10) (51RZ9)

9.4. If a member of the Council ceases to be a provincial executive, he or she shall immediately lose his or her seat in the Council. The new executive of the province shall have one month to accept his or her seat in the Council, after which the Minister of the Interior may appoint a resident of that province to the Council, who shall serve until the new provincial executive accepts his or her seat. (51RZ9)

9.5. If a province is without an executive, the Minister of the Interior may appoint a resident of that province to the Council, who shall serve until the province elects an executive and that executive accepts his or her seat. (51RZ9)

WHEREAS the Interior Ministry is currently embarked on a mission to make changes to improve all areas of immigration, and

WHEREAS from time to time El Lexhatx ends up with formatting anomalies as a result of major amendments, and

WHEREAS Resolution 21 of the 49th Cosa (Provincial Assignment Simplification Act) created such an anomaly, namely a leap in the numbering of Sections within Article E, and

WHEREAS to be more specific LEX.E.10 was stricken by that act and there now exists a "cavity" where E.10 once existed, and

WHEREAS I don't like it, so

THEREFORE be it enacted by the Ziu assembled that:

Section 11 of Article E of El Lexhatx is hereby renumbered as Section 10, and
Section 12 of Article E of El Lexhatx is hereby renumbered as Section 11, and
Section 13 of Article E of El Lexhatx is hereby renumbered as Section 12, and
Section 14 of Article E of El Lexhatx is hereby renumbered as Section 13.

FURTHERMORE all sub-sections shall be renumbered according to their new parent numbers.

EVEN MORE FURTHER the scribes' note written in El Lexhatx which currently fills the cavity left behind by the old and now deleted Section 10 shall be stricken, however following the renumbering enacted here today, the Ziu instructs the Scribe to make a new note between Sections 9 and 10 to inform future readers of El Lexhatx that (i) Section 10 has been amended more than once, (ii) 49RZ21 had stricken E.10 and its subsections in its entirety (iii) there did not exist a Section E.10 from the passage of 49RZ21 until the changes made by this Act here today, and (iv) the numbering gap was filled and all subsequent Section numbers amended by this Act here today.
