Whereas while Cézembre Point (at 141° 26′ 0″ E) is actually on the other side of Antarctica than Péngöpäts (which is 90° to 150° W) it does lie within Adélie Land, which is administered as one of five districts of the French Southern and Antarctic Lands since 1955 and applied the Antarctic Treaty System rules since 1961

and

Whereas the Adélie penguin can be found both in Péngöpäts and near Cézembre Point thus providing a network of communication

Thus the Consulate of Cézembre to Péngöpäts shall be established at Cézembre Point
