[CHANCERY] Electoral Commission for the November-December 2025 GE

Azul. Pursuant to Lex.B.13.2, on September 18th I informed all relevant officeholders of their responsibility to appoint three members to the Electoral Commission for the 62nd Cosă General Election. All have now made public or private appointments. I am therefore pleased to announce that the Electoral Commission for the next General Elections is comprised of:

- Myself in my office of Secretary of State, as de jure non-voting member and chair;
- Judge @Istefan Perþonest, appointed by the Uppermost Court;
- Senator @Iason Taiwos, appointed by the Mençei;
- Senator @Eðo Grischun, appointed by the King on advice of the Seneschal.

Pursuant to Lex.B.13.3, I will get in touch with the members and present them with a proposed set of rules by October 15th.

Azul all,

the Electoral Commission has been served with the proposed set of rules to be used in the upcoming General Election. You can find the proposed rules at this link.

The changes with respect to the previous set of rules (beyond the obvious changes to update the months and number of Cosă to be elected) are all listed as comments, but most are only for clarity. The substantial ones are:

  • A.1 allows to list authorised agents that may send out literature and edit the party registration on the party leader's behalf;
  • A.3 has been wholly rewritten for clarity, but the new version also removes the ability of parties to request plaintext lists of public emails;
  • B.4 has been added to allow Senate candidates to also send literature through the Chancery;
  • D.1-3 have been edited to better reflect the informal arrangement of the last GE (seat claims, self-determining electoral law, and elections to provincial executives)
  • F.3 has been amended to remove the requirement to shuffle ballots presented for certification (which was determined by the previous Commission to be a pain point)

The Commission will now review the rules for compliance, suggest amendments (if any) and proceed to certification by October 31st.

Seeing as the Cosă has now been dissolved, the Chancery has notified the EC again of their responsibility to certify the rules, by email and Witt PM.

The Chancery plans to open registrations for the upcoming GE as soon as the rules are certified, or if they are not certified by the deadline, on Saturday November 1st.

Azul, I can now report that two of three EC members have gotten back to me with no further comments. I will leave it until tomorrow in case the third one shows up with or without comments, but if that does not happen, I think the rules can be considered certified by a quorum of the EC and be accordingly considered fully operational under the provisions of Lexh.B.13.3 and relative subsections.

Anyhow, I don't think there's legally any more time to change the rules and get them recertified, so whatever happens with the remaining commissioner (comments, no comments, or no-show), registrations for the Cosă and the four Senate races will open tomorrow, November 1st, under the set of rules that was linked above.

Am I the third one? If so, yea on whatever it is. (This is not a good time for me to do serious Talossan stuff. My work and family situations are completely draining me of all energy, enthusiasm, and creativity. I'm tired, boss.)

Yes, you'd be the third one, but I don't think it's fair to you to have you do this while you are under personal stress, Iason. Another commissioner is also struggling with health issues and I'm very worried I'm piling chores on both of you. If you wish not to serve, we can have someone else step in still. I hope things get better!
