MCs for the 61st Cosă

With the election certified, it's my pleasure to open seat allocations for the 61st Cosă.

The seats to be allocated are:

¡Avant!: 93 seats ( @Miestră Schivă, UrN-GC , @Mic'haglh Autófil, O.Be , @Bråneu Excelsio, UrN )
Progressive Alliance: 63 seats ( @þerxh Sant-Enogat )
Green Party: 27 seats ( @Breneir Tzaracomprada )

As a reminder, the maximum number of seats that can be held by a single MC is 22. Offlist MCs can hold no more than 1/3 of a party's seats collectively, and each can hold at most as many seats as were awarded to a list candidate.

The Independent Conservative did not present a party list and as such, their 17 seats are automatically allocated to @Munditenens Tresplet.

I forgot to ask - do @Miestră Schivă, UrN-GC and @Mic'haglh Autófil, O.Be want me to alter the designation of ex-FreeDem/PdR members to URL, or will they all collectively sit as Avant until dissolution?

You should probably ask @Bråneu Excelsio, UrN  as the third leader of the coalition, but let me ask this. If we switch our designation to URL, does that mean we can offer comments on referenda etc. as URL?

That's a good question I hadn't thought about. I would be inclined to say no, because technically Talossan law only recognises those parties registered on the ballot, so it would be a stretch to assume the language of B.2.2 applied to an unregistered party. (Yes, I do think that the legislation surrounding political parties could use some reworking.)

If that's the case, I don't see any value in changing our designation during this Cosa; but I'll defer to Mic'haglh if he disagrees.
