Do you use Chrome?  For me, the extra ampersand character in the URL (the one in html encoding) makes it not work.

RZ22 passed 157-0-33 in the Cosa and 6-0-1 in the Senate.
RZ23 failed 111-75-4 in the Cosa and 2-5-0 in the Senate.

The VoC passed 117-69.

MC Bradley Higgs and Senator Ian Tamoran did not vote. Both retain their seats.
