What does the job entail again? My impression is that Fiova is one of the less active provinces, or just has less people kicking about.

Ha ha, welcome. Fiova has been inactive as anything for years now. The Capitán has total executive power in the province - which, in real terms of "being able to make people do things" is pretty much zero, but is essentially a leadership position. By which I mean, the main role of the Capitán right now would be to work out ways to make Fiova come back to life.
