Seats for Citizens Proposal

As part of a more general revision of the Cézembrean Administrative Guide (CAG) the following is proposed as relates to the composition of l'Etats de Cézembre:

WHERE All citizens of Cézembre are automatically afforded a seat in l'Etats

Ulterior motives: encourage greater participation as citizens are lobbied to pass legislation, and to eliminate the requirement for an election.  This would then operate more like a town hall.

The current population is 16, thus this would be less than the current maximum size of l'Etats of 20.  Of course that limit could also be scrapped, however --should there be a desire to retain that limit-- then persons could request seats, with any  not requested to be assigned to citizens in some ordering (could be either by longest, or perhaps shortest time as a citizen, or by those who had completed a Hahx/hajj)

Now that we have a sitting l'Etats, we can indeed update our constitution.
Do we want to keep elections and political parties ? or do we want one seat for all in l'Etats (with or without a maximum number of seats), or we can also imagine no Etats at all, with all laws being subject to a referendum. No need for election in this case. Are PoA possible ? Should there be a minimum percentage of voters in the population ? which specific rules for constitutional changes ?

A possible set-up could be : no provincial assembly, referendum for all (à town hall indeed), more than 50% of expressed votes for all laws, more than 2/3 of expressed votes with at least 50% voters for constitutional changes or Sénéchal revocation,- all province citizen can propose referendum if endorsed also by a second citizen,- specific delays for discussion, formal rephrasing, votes - public opinions / dazibao & lobbying encouraged

Let's go on with some brainstorming : What would be your proposal or opinion ?

Do you want me to submit to l'Etats a new law and a new CAG with the modifications suggested above ? or do you have other ideas for the representation of Cézembrean citizens ?
Imo, it's better to discuss what we want before a vote on a text ;-)

My suggestion - perhaps a CAG convention forum to discuss each article in a separate thread, then blend in material from amendments to create a new unified document to be placed on a referendum to the citizenry.

Would it be better for instance, to keep l'Etats as our provincial assembly, with 20 seats populated as currently with an election at the start of each Cosa, but with an additional seat given to all Cézembrean citizen requesting one, so without limitation on the number of seats before the new election?
Or, given the current number of candidates for l'Etats, start with an election with 10 seats to be allocated - or to be evolutive - an initial number of seats equal to half the population of Cézembre, rounded to the lowest integer.
This would allow to keep an initial election, with different programs, and a possibility to win a certain number of seats, but to have a variable number of additional seats to involve citizens, build up a growing opposition if needed, or reinforce a majority.

Your thoughts, everyone ?

My thoughts are that with all citizens interested in participating being given a seat in l'Etats (in the next version of the CAG), then the body would be functional to pass such laws as were appropriate for administration, with the occasional referral to all the citizens when needed.  The current l'Etats could develop the new CAG, voting on modifications (such as that for l'Etats) that then would be considered for approval at the next general election.
