[Assembly of Benito] The Third Time's The Charm Act

WHEREAS the Sovereign Province of Benito has gone by two names throughout its existence; and

WHEREAS the previous name of "Mussolini" had multiple negative connotations and implications, and the name of "Benito" does little to dispel these in the context of its predecessor; and

WHEREAS the Sovereign Province is home to multiple scenic areas along the Manáweg; and

WHEREAS the Sovereign Province is nice enough to be named thrice (but really hopefully no more than that),

BE IT HEREBY RESOLVED that the Sovereign Province of Benito is hereby renamed the Free and Sovereign Province of Belacostă (meaning "beautiful riverbank") pending a referendum of the Province's citizenry, and that should this name be approved, all references to "Benito" in current provincial law shall be understood to refer to the same legal entity under its new name.

BE IT FURTHER RESOLVED that upon approval of this referendum, the Government and Ziu are requested to give effect to this renaming at the federal level at their earliest convenience.

One thing I have thought of -- this bill as worded requires a referendum. Presumably, that would require polling Benitians whether or not they are on Witt, which means emails. At this point, would it make sense to wait and send this out as part of the General Election ballot? Can GE ballots contain questions specific to voters from one province, apart from Senatorial elections?

Perhaps @Sir Txec dal Nordselvă, UrB could weigh in on what the Chancery's capabilities are?

The Chancery doesn't conduct local referendum elections. However, it is allowable under the law to provide to the provincial Governor (or whatever term you use locally) with the email address of those citizens who opt in to receiving emails.

The Chancery doesn't conduct local referendum elections. However, it is allowable under the law to provide to the provincial Governor (or whatever term you use locally) with the email address of those citizens who opt in to receiving emails.

Can the Chancery also send out mass mailers without divulging email addresses, or is that only reserved to party leaders in general election campaigns?

Okay let me try to be more clear if possible. The provincial executive may email all citizens in a province with election/voting emails. That is why I offered to provide the list of citizen emails to the executive of your province.

The Chancery, on the other hand, handles specific elections such as General Elections, referenda called by the Seneschal, and upon request during a general election, provincial elections for Senate and provincial legislatures. The Chancery doesn't handle provincial referenda.

Apart from that, the only other emails the Chancery sends out are to those who have opted in, which includes L'Chronica, party emails, etc.

Whomever is the provincial executive of Benito can gain access to ALL citizen emails of Benito for the sole purpose of election balloting for provincial-based elections.

I hope that clears it up. It's not really as complicated, but there are certain laws the Chancery has to follow.

This is significantly more clear, so I'd say you succeeded. Originally it had sounded a bit like all of the emails were potentially in that "opted out" category. Thank you S:reu Secretar!

On a different note, I'm now thinking we should get the voting done with sooner rather than later, since it's not like the pool of feedback-givers is getting markedly broader at this stage of the process.

No, just the presiding officer of the Assembly (you) holding such a vote, I think.
