Okay, here's my first crack at this.


THEREFORE, the Ziu directs that Title J of el Lexhatx, which currently reads

Quote2. Each officeholder or head of agency shall be responsible for monitoring any boards provided for their use, and reporting any problems to the Chancery as needed. The Secretary of State or their designated representative(s) shall act to maintain a minimum level of acceptable behavior on these boards when such action is requested whensoever their own judgment directs that it is necessary. This behavior is not defined in specifics, but shall include generally treating others in a manner that respects Talossa as a community.

shall be amended to read

2.1. In order to defend the peace of the public commons and to maintain this minimum level of acceptable behavior, the Chancery may respond with warnings and suspensions according to the following rubric.

2.1.1.  After the first offense, the Chancery may issue a written warning and/or disable specific post(s) or thread(s).

2.1.2.  After the second offense, the Chancery may suspend the miscreant's account for 24 hours.

2.1.3.  After the third offense, the Chancery may suspend the miscreant's account for 7 days.

2.1.4.  After the fourth offense, the Chancery may suspend the miscreant's account for 30 days.

2.1.5.  After the fifth offense, the Chancery may suspend the miscreant's account for 1 year.

2.1.6.  For all subsequent offenses, the Chancery may suspend the miscreant's account for a term of their choosing that may not exceed five years.

2.2.  Each decision may be appealed to the relevant cort.  This appeal shall be governed by an abbreviated hearing process, with the petitioner and Chancery each supplying a single brief, and requiring only such testimony or evidence as the cort may request.

Since Breneir only gave a Brent-style non-apology and has rejected calls for turning the page on this, Miestra has asked how to handle things going forward.

He can continue to vote for himself and remain the Ziu, and he's also very socially active.  People aren't going to reject him from participating in things since they don't want to deal with the nastiness.  So currently, while Breneir has to deal with the stigma of the bill, but if he doesn't offend further, there's not a lot that can be done beyond warning others about his past behavior so that they know to be careful.  But Miestra has pointed out that this presents its own dangers.  Do we do it early, and turn people away, or do it later, after he's already flooded them with positive ideas and compliments?  I don't know.

As I've said elsewhere, the problem is that a newbie has no immediate reason to trust any warnings. As far as they know, it's partisan bickering or personal beef. They can read a Sense of the Ziu but they have no idea of the context of that.

It was actually an idea I had for the upcoming election, but perhaps the best thing would be some kind of prepared statement signed on by as much of the political spectrum as possible (URL, Progs, hopefully Dien) that can just be on a webpage and links can be passed on. But I think this should be done simply and *without* arguing with Breneir publicly. Arguing IMHO makes newbies turn off. My personal policy is I do not respond to him in any situation where I'm not legally required to.

Breneir seems very upset by the idea of a "whispering campaign" but whisper networks work and have kept women safe throughout history. So, maybe whispers are best.
