To the Esteemed Citizens of Talossa,

On behalf of the Commonwealth of Carcosa, it is with great pleasure — and a measure of cryptic anticipation — that we accept your gracious invitation to establish a presence here on Wittenberg. We extend our warmest greetings from the icy recursion of the Lake of Hali to the venerable and storied halls of your national discourse.

Carcosa is a micronation founded not merely upon land, but upon ideas — strange, sincere, and singular. Though our mainland territory lies on a third-degree recursive island in the Canadian Arctic, Carcosa is as much a metaphor as a place: a nation where governance becomes an art form, and civic life pirouettes with philosophy.

Our political system is an intricate and carefully balanced creation, built around a five-branched structure. Three primary branches — the Statutory (to write laws), the Mandatory (to carry them out), and the Adjudicatory (to interpret them) — form what we collectively call the Directive. These are complemented by two additional branches: the Bureaucratic, which oversees independent functions such as our national bank, the Yellow Reserve; and the Sovereign, a ceremonial body composed of public figures who serve as living symbols of Carcosan identity.

And yet Carcosa is more than a constitution. It is a living, breathing culture — peculiar and profound. Many of our citizens follow a non-theistic state religion devoted to community wellbeing and the principles of restoration: sleep, contribution, compassion, and bread-making. Our national language is Carcosan, a minimalist constructed tongue with a poetic cadence. Our holidays are marked by the moon, our cities prioritise walkability, and our diplomacy is — whenever possible — accompanied by a plate of biscuits.

We have long admired Talossa for its pioneering spirit, its linguistic brilliance, and its bold embrace of the unconventional. It is a true honour to take our place among you, and we look forward to the exchange of ideas, traditions, and — who knows — perhaps even ambassadors, or appropriately peculiar gifts.

Allow me to be the first to publicly recognize and welcome you, the representatives of Carcosa. From our initial discussions I have learned of your intriguing peculiarity and beliefs. We Talossans subscribe to the concept we call Talossanity. We like to do unusual things while masking those ideals in the seriousness of a country with all the trappings.

I look forward to this conversation and to where this goes. I've made no secret to my people of my desire to establish contact and diplomacy with other unrecognized nations. I hope my fellow Talossans will ask questions and engage with our visitors from Carcosa. Let's learn something new together!
