Whereas, a bill requires the approval of at least two of the three members of the CRL in order to be Clarked, and

Whereas, the position of Avocat-Xheneral can be filled on a caretaker basis between elections, and the Senäts is never dissolved, and

Whereas, unlike the Senäts, the Cosă is dissolved between elections, automatically reducing the committee of three down to its minimum number of approvers, and

Whereas, this lack of provision for a substitute member could create unnecessary difficulties in registering legislation for the first Clark following an election.

Therefore, be it resolved, that the Ziu of the Kingdom of Talossa, amends el Lexhatx Title H, Section 2.1.5.3 which currently reads as:

Quote2.1.5.3. The CRL shall consist of the incumbent Mençéi, Túischac'h, and Avocat-Xheneral.

to read as follows:

Quote2.1.5.3. The CRL shall consist of the incumbent Mençéi, Túischac'h, Avocat-Xheneral. During periods where the office of Túischac'h is vacant, the Scribe of Abbavilla serves in the capacity normally served by the Túischac'h.

On the one hand, this would appear to be a fairly rare use case -- quite literally only relevant in the lead-up to the first Clark of a Cosa session.

On the other hand, this very Cosa session demonstrated that issues can and do occur with nominating a Túischac'h in a timely manner.

For my part, I think the best remedy is for the Cosa to settle on a Túischac'h sooner rather that later, though I would have no reservations about stepping in as necessary should this bill pass.

The big caveat is -- what happens if the Scribe is already serving as the A-X or the Mençéi?

Thank you Mic'halgh, something else I was thinking is that we just make the position continuous until the MC either leaves the Cosa, resigns the position, or is removed. So once the Cosa comes back into session if the last speaker returns and there is no objection to their continuing, then no need for a new selection process. Maybe the Dean of the Cosa could ask for objections on Day 1.
